The City Clerk requests that the City Commission hear a presentation from the Board of
Trustees related to their membership, efforts, accomplishments, and any issues they may
wish to discuss.
SYNOPSIS:
On several occasions, the City Commission has expressed a desire to have a review and
discussion with each of its current (Advisory) Boards and Committees. This Agenda Item
will be the sixth in a series, with each Agenda Item focusing on one particular Board or
Committee with representation from each Board /Committee present at the City Commission
meeting to interact with the Mayor and City Commission on the merits and
accomplishments of their particular Board /Committee and to also address any concerns they
may have.'
CONSIDERATIONS:
In early 2010, the City Commission received information on all of the Boards and
Committees and made some changes. Since that meeting, the biggest change involved the
sunsetting of the Board of Adjustment with the duties normally handled by the Board of
Adjustment transferred over to the Planning and Zoning Board/Local Planning Agency.
Prior to early 2010, the City Commission approved two (2) additional new Advisory
Committees which have begun meeting, the Bicycle and Pedestrian Advisory Committee
and the Parks and Recreation Advisory Committee.
Related to this Agenda Item concept of all of your Boards /Committees coming before you,

the City Commission has now heard from five (5) other Board /Committees:
1) Code Enforcement Board
2) Bicycle and Pedestrian Advisory Committee
3) Beautification of Winter Springs Board
4) Tuscawilla Lighting and Beautification District Advisory Committee
5) Parks and Recreation Advisory Committee
During this City Commission Regular Meeting, the City Commission will hear from
the Board of Trustees and the information in this Agenda Item will deal specifically with
this Board:
Board of Trustees
The Board of Trustees is a five (5) member Advisory Board appointed by the City
Commission and they serve as Trustee and Retirement Committee of the Defined Benefit
Plan and Trust, and the Board of Trustees is authorized to execute the Defined Benefit Plan.
The Board of Trustees shall administer the Defined Benefit Plan pursuant to the provisions
contained therein.
Regular Meetings are held Quarterly, on the second Tuesday of February, May, August, and
November.

This Board has Legal and Financial Consultants available for consultation as applicable.
FISCAL IMPACT:
There is no fiscal impact related to this Agenda Item.
COMMUNICATION EFFORTS:
This Agenda Item has been electronically forwarded to the Mayor and City Commission,
City Manager, City Attorney /Staff, and is available on the City's Website, LaserFiche, and
the City's Server. Additionally, portions of this Agenda Item are typed verbatim on the
respective Meeting Agenda which has also been electronically forwarded to the individuals
noted above, and which is also available on the City's Website, LaserFiche, and the City's
Server; has been sent to applicable City Staff, Media/Press Representatives who have
requested Agendas /Agenda Item information, Homeowner's Associations/Representatives
on file with the City, and all individuals who have requested such information. This
information has also been posted outside City Hall, posted inside City Hall with additional
copies available for the General Public, and posted at five (5) different locations around the
City. Furthermore, this information is also available to any individual requestors. City Staff
is always willing to discuss this Agenda Item or any Agenda Item with any interested
individuals.
The Office of the City Clerk has provided information via email and in person regarding the
Mayor and City Commission's interest in hearing from the Board of Trustees. The Board of
Trustees has also discussed this matter a couple of times at recent Board meeting(s), prior to
attending this City Commission Regular Meeting.

Additionally, this Agenda Item will be forwarded to the Members of the Board of Trustees
prior to the May 14, 2012 City Commission Regular Meeting.
RECOMMENDATION:
The City Commission is being asked to hear from members of the Board of Trustees and
discuss any matters they deem of interest with the Board of Trustees and City Staff, as
applicable.

ARTICLE III. - PENSION PLAN
Sec. 14 -51. - Adopted.
Sec. 14 -52. - Board of trustees.

(a) The city does hereby elect to provide for its employees a pension plan and trust, such
plan and trust to be known as the "Pension Plan for the Employees of the City of Winter
Springs, Florida" (hereafter referred to as "the plan "). The plan shall be administered by
a board of trustees as appointed in section 14 -52
(b) The city does hereby approve and adopt the plan, a copy of which is on file in the city
clerk's office and authorizes the mayor and city manager to execute the plan on behalf
of the city. The plan may be amended from time to time by resolution of the city
commission.
(c) The cost of the plan shall be paid entirely by the city from the pension fund.
(d) The city shall be bound by the terms and conditions of the plan.

Sec. 14 -52. - Board of trustees.
(a) There is hereby created and established a board of trustees consisting of five (5)
members who shall be appointed and removed as set forth in _section._ 2.. -42
(b) The board of trustees shall meet no less than quarterly to review the performance of the
pension plan and conduct such other business as the board deems appropriate and
necessary.
(c) The board of trustees shall administer the city's pension plans pursuant to the
provisions contained therein as adopted by the city commission.
(d) Staggering of terms. Beginning in January, 2012, seats two (2) and four (4) shall be
appointed to four (4) year terms expiring in January 2016, and seats one (1), three (3)
and five (5) shall be appointed to two (2) year terms expiring in January, 2014.
Thereafter all appointments shall remain staggered and shall be made for a term of four
years.
