HomeMy WebLinkAbout2012 03 26 Consent 203 Requesting Additional Funds for installation of Monitoring Well COMMISSION AGENDA     Informational Consent X ITEM203 Public Hearings Regular       March 26, 2012KSKL Regular MeetingCity ManagerDepartment         REQUEST: The Utility Department is requesting authorization to increase funding for the installation of a monitoring well by $13,870.    SYNOPSIS: The Utility Department is requesting $13,870 in additional funding to complete the installation of a monitoring well. The well is required as a condition of our Consumptive Use Permit (CUP) (8238) issued by the St. Johns River Water Management District CONSIDERATIONS: The St. Johns River Water Management District required the City to install three groundwater monitoring wells as part of the Consumptive Use Permit (CUP) issued to the City in 2010.  The CUP  allows for groundwater withdrawal thresholds to supply the City's potable water system.  The wells are constructed at locations and depths to detect changes in water quality of the Floridan Aquifer that may correlate to groundwater withdrawals.    Two wells were completed last year at a cost of $63,386.  The third well was budgeted this year and Water Works, Inc. was contracted to install the 3rd well at a cost of $21,320 which is within the City Managers' authorization.  However, due to site conditions encountered during well installation, the casing material for the well had to be upgraded from PVC to steel and additional cement was needed to install the well casing.  The cost of these additional materials is $13,870 for a total cost of $35,190 which requires City Commission authorization.  Construction is complete.     Consent 203 PAGE 1 OF 2 - March 26, 2012 FISCAL IMPACT: This project was budgeted in 3600-62100 at a cost of $25,000.  The increased cost for the well installation will be offset by reducing other  project costs in this line code. COMMUNICATION EFFORTS: This Agenda Item has been electronically forwarded to the Mayor and City Commission, City Manager, City Attorney/Staff, and is available on the City’s Website, LaserFiche, and the City’s Server. Additionally, portions of this Agenda Item are typed verbatim on the respective Meeting Agenda which has also been electronically forwarded to the individuals noted above, and which is also available on the City’s Website, LaserFiche, and the City’s Server; has been sent to applicable City Staff, Media/Press Representatives who have requested Agendas/Agenda Item information, Homeowner’s Associations/Representatives on file with the City, and all individuals who have requested such information. This information has also been posted outside City Hall, posted inside City Hall with additional copies available for the General Public, and posted at five (5) different locations around the City. Furthermore, this information is also available to any individual requestors. City Staff is always willing to discuss this Agenda Item or any Agenda Item with any interested individuals.   RECOMMENDATION: It is recommended that the City Commission authorize the expenditure of $35,190 to Waterworks, Inc. for the installation of a monitoring Systems payable from the Utility Enterprise Fund and authorize the City Manager and City Attorney to prepare and execute any and all applicable documents.
