HomeMy WebLinkAbout2012 02 27 Consent 200 2012 FDLE-JAG Grant Acceptance COMMISSION AGENDA     Informational Consent X ITEM200 Public Hearings Regular       February 27, 2012KSKB Regular MeetingCity ManagerDepartment         REQUEST: The Police Department request the Commission accept the 2012 Florida Department of Law Enforcement - Edward Byrne Memorial Justice Assistance in the amount of $3,666.00 and to utilize these funds to purchase digital Camera's for evidence documentation and case enhancement.    SYNOPSIS: This year the Police Department applied for grant assistance through the Florida Department of Law Enforcement - Edward Byrne Memorial Justice Assistance. The total amount requested was $3,666 - the maximum amount allowed as determined by our UCR crime statistics. The police department was selected to receive the grant and we now request Commission approval for acceptance of the grant to purchase digital cameras. There are no matching funds required from the City to receive this award. CONSIDERATIONS: In November 2011, the Police Department was notified that we were selected to receive a grant award through the Florida Department of Law Enforcement - Edward Byrne Memorial Justice Assistance for $3,666. A concept paper had to be written and turned in outlining what the money would be used for prior to the monies being awarded. The Police Department chose Evidence Documentation and Case Enhancement which entailed buying digital cameras and memory cards for our police officers. In supplying these cameras officers will be able to more efficiently photograph for evidentiary purposes without having to call for the supervisor to bring a camera to the scene or incur overtime to call out our crime scene technicians for evidence gathering that can more efficiently be done by the on scene officers. Just to name a few the following are incidents where the officer could utilize Consent 200 PAGE 1 OF 2 - February 27, 2012 the issued cameras: Burglaries, Graffiti, Domestic Violence, Traffic Crashes and Battery cases.   On January 4, 2012 the Police Department received notice from the FDLE Office of Criminal Justice Grants that the grant was awarded and available between 2/1/12 to 6/30/12.       FISCAL IMPACT: The potential grant revenues and related expenditures were not included in the FY 2012 Budget pending a decision on award.  The Budget was already approved and in effect prior to this grant being awarded.  The camera's and associated equipment will cost $3,957.75. The additional $291.75 necessary for the purchases will come out of existing police department operating funds. Therefore, there is no additional fiscal impact on the FY 2012 Budget relative to this agenda item. COMMUNICATION EFFORTS: This Agenda Item has been electronically forwarded to the Mayor and City Commission, City Manager, City Attorney/Staff, and is available on the City’s Website, LaserFiche, and the City’s Server. Additionally, portions of this Agenda Item are typed verbatim on the respective Meeting Agenda which has also been electronically forwarded to the individuals noted above, and which is also available on the City’s Website, LaserFiche, and the City’s Server; has been sent to applicable City Staff, Media/Press Representatives who have requested Agendas/Agenda Item information, Homeowner’s Associations/Representatives on file with the City, and all individuals who have requested such information. This information has also been posted outside City Hall, posted inside City Hall with additional copies available for the General Public, and posted at five (5) different locations around the City. Furthermore, this information is also available to any individual requestors. City Staff is always willing to discuss this Agenda Item or any Agenda Item with any interested individuals.   RECOMMENDATION: Staff Recommends the Commission approve the acceptance of the 2012 Florida Department of Law Enforcement Edward Byrne Memorial Justice Assistance in the amount of $3,666.00 to purchase digital cameras for evidence documentation and case enhancement, and authorize the City Manager to execute any and all required grant reimbursement documents.
