HomeMy WebLinkAbout2012 01 23 Consent 204 Shepard Road LandscapeCOMMISSION AGENDA ITEM 204 January 23, 2012 Regular Meeting REQUEST: Informational Consent X Public Hearings Regular KS City Manager RS Department The Community Development and Public Works Departments are requesting authorization to enter into an agreement with Eastwood Tuff Turf, Inc., for the landscaping and irrigation portion of the Shepard Road Streetscape Project, in the amount of $44,350. SYNOPSIS: The Shepard Road Streetscape Project consists of improvements to a 0.3 -mile segment of Shepard Road from US 17 -92 to Wildwood Drive. The work includes demolition, asphalt milling, resurfacing, widening, adding landscaped medians, curb and gutter, sidewalks, a stormwater management system, decorative street lights, landscaping, irrigation, and an entry feature. On December 12, 2011, Wal -Rose, Inc., was awarded the roadway project in the amount of $403,441.74 plus a 5% contingency (ITB 001 /12BF). As part of staffs recommendation for award, the landscaping and irrigation installations were separated from the Wal -Rose award based on the belief that a more competitive cost could be achieved away from the primary contractor. This agenda item is for the award of the landscape and irrigation portion of the project. CONSIDERATIONS: On December 6, 2011, staff requested quotations for the landscaping and irrigation portions of the project from local firms and received back six (6) responses. Of the respondents, Eastwood Tuff Turf, Inc., provided the lowest cost of $44,350 for landscaping and irrigation installation services. Eastwood Tuff Turf is currently contracted with the City to provide continuing landscape maintenance and irrigation repairs for the Tuscawilla Lighting and Beautification District in addition to working with the City on multiple projects over the past 8 years. Approval of Eastwood Tuff Turf for the landscaping and irrigation installation Consent 204 PAGE 1 OF 3 - January 23, 2012 will result in a cost of $23,542.10 less than using Wal -Rose for all components of the proj ect. Quotations received were as follows: Eastwood Tuff Turf $44,350.00 (Provided cost for landscaping and irrigation) Annan Landscaping $52,266.70 (Provided cost for landscaping and irrigation) Hage Irrigation $23,800.00 (Provided cost for irrigation only) Classic Touch $41,168.00 (Provided cost for landscaping only) Kirklands PMS $36,955.00 (Provided cost for landscaping only) Baker Landscaping $68,056.00 (Provided cost for landscaping and irrigation) FISCAL IMPACT: The landscaping and irrigation agreement with Eastwood Tuff Turf, Inc., in the amount of $44,350, will be funded using remaining US 17 -92 Community Redevelopment Agency (CRA) Redevelopment Trust Fund (RTF) construction funding of $25,126.84 and with $16,000 of RTF CRA maintenance funds. The balance of $3,223.16 will come from the Arbor Fund (Tree Bank). Any remaining contingency funds available from the Wal -Rose contract (determined at the end of the project) will be used in lieu of funding from the Arbor Fund. COMMUNICATION EFFORTS: This Agenda Item has been electronically forwarded to the Mayor and City Commission, City Manager, City Attorney /Staff, and is available on the City's Website, LaserFiche, and the City's Server. Additionally, portions of this Agenda Item are typed verbatim on the respective Meeting Agenda which has also been electronically forwarded to the individuals noted above, and which is also available on the City's Website, LaserFiche, and the City's Server; has been sent to applicable City Staff, eAlert/eCitizen Recipients, Media/Press Representatives who have requested Agendas /Agenda Item information, Homeowner's Associations/Representatives on file with the City, and all individuals who have requested such information. This information has also been posted outside City Hall, posted inside City Hall with additional copies available for the General Public, and posted at five (5) different locations around the City. Furthermore, this information is also available to any individual requestors. City Staff is always willing to discuss this Agenda Item or any Agenda Item with any interested individuals. Construction notices have been distributed in advance to affected parties, including the Highlands and Wildwood HOAs, Highlands Elementary School, and other entities located near the US 17 -92 / Shepard Road intersection. A 'Project Under Construction Sign' has been placed along the Shepard Roadway. An E -Alert was sent out on January 9, 2012 to all registered email distribution list recipients. RECOMMENDATION: Staff recommends that the City Commission approve award of the landscaping and irrigation installation for the Shepard Road Streetscape Project to Eastwood Tuff Turf, Inc., in the amount of $44,350, funded using remaining US 17 -92 CRA funding of $41,126.84. The balance of $3,223.16 will come from the Arbor Fund (Tree Bank). Any contingency funds determined to be remaining at the end the project will be used in lieu of funding from Consent 204 PAGE 2 OF 3 - January 23, 2012 the Arbor Fund. Staff also recommends that the City Commission authorize the City Manager and City Attorney to prepare and execute any and all applicable documents.
