HomeMy WebLinkAbout2012 01 23 Consent 202 CPH East Force Main Design COMMISSION AGENDA     Informational Consent X ITEM202 Public Hearings Regular       January 23, 2012KSKL Regular MeetingCity ManagerDepartment         REQUEST: The Utility Department requests the City Commission approve Task Order #4 to the Engineering Agreement with CPH Engineers, Inc. to provide professional engineering services for force main improvements to the East wastewater collection system in the amount of $68,230.   SYNOPSIS: This agenda item is for the design and permitting services necessary to construct 7,200 feet of new wastewater force main needed to improve operational capabilities and provide for future growth in the Greeneway Interchange District. CONSIDERATIONS: Wastewater is conveyed to the wastewater treatment through a combination of gravity sewer mains, pump stations and force mains.  Force mains are the pressurized wastewater piping systems from the pump stations to a discharge point.  This can be another pump station, gravity sewer main or ultimately the wastewater treatment plant.  The capacity of a force main is much greater than the same sized gravity main. The East wastewater collection system was not sized to provide sufficient wastewater conveyance capacity for future growth in the northeast service area being mostly comprised of the Greenway Interchange District.  In addition, there is a confluence of force mains that discharge to a gravity main on Vistawilla Drive which can create operational challenges if flows are elevated. This project would provide for a new force main from the Vistawilla Drive and Seneca Boulevard area to the East Water Reclamation Facility as shown in the attachment.  A 2nd phase will be proposed in the future to extend the line to SR 434.  this can be done Consent 202 PAGE 1 OF 2 - January 23, 2012 when the development plans are more than conceptual.  In addition, this same route is planned for a reclaimed water distribution main which will be included in the design and permitting to avoid duplication of the surveying costs in the future.        FISCAL IMPACT: The engineering design and permitting fee is $68,230 which is budgeted in the Utility 2000 Construction fund (3640-65000-30151). COMMUNICATION EFFORTS: This Agenda Item has been electronically forwarded to the Mayor and City Commission, City Manager, City Attorney/Staff, and is available on the City’s Website, LaserFiche, and the City’s Server. Additionally, portions of this Agenda Item are typed verbatim on the respective Meeting Agenda which has also been electronically forwarded to the individuals noted above, and which is also available on the City’s Website, LaserFiche, and the City’s Server; has been sent to applicable City Staff, eAlert/eCitizen Recipients, Media/Press Representatives who have requested Agendas/Agenda Item information, Homeowner’s Associations/Representatives on file with the City, and all individuals who have requested such information. This information has also been posted outside City Hall, posted inside City Hall with additional copies available for the General Public, and posted at five (5) different locations around the City. Furthermore, this information is also available to any individual requestors. City Staff is always willing to discuss this Agenda Item or any Agenda Item with any interested individuals.   RECOMMENDATION: Staff recommends that the City Commission approve Task Order #4 to the Engineering Services Agreement with CPH Engineers, Inc. in the amount of $68,230 funded from the Utility 2000 Construction Fund (#3640-65000-30151) and authorize the City Manager and City Attorney to prepare and execute any and all applicable documents. (hereinafter called the Engineer), is mutually agreed upon and declared an authorized Task Order based on Agreement for Engineering Services - dated September 10, 2008 — RFQ 008/08/BF. The appropriate provisions of the Agreement apply as fully as if repeated herein. SECTION 1 GENERAL 1.1 The purpose of this Amendment is to provide for Engineering Services, more specifically itemized herein, in the preparation of contract documents for a new 16 inch forcemain and a new reclaimed water main from the intersection of Seneca Blvd. and Vistawilla Drive to Northern Way; then east and south on Northern Way to Winter Springs Blvd.; then west on Winter Springs Blvd to the East WRF entrance and on into the WRF connecting to the surge tank. Provisions shall be provided to extend the forcemain to the north of Seneca Blvd. along Vistawilla Drive for future service capability of areas north of SR 434. The forcemain will provide for re- direction and connection of other lift stations and forcemains into the new system. SECTION 2 BASIC SERVICES OF THE ENGINEER 2.1 GENERAL 2.1.1 The ENGINEER agrees to perform professional services in connection with the project as hereinafter stated. 2.1.2 The ENGINEER will serve as the OWNER'S professional engineering representative in those phases of the project to which this Amendment applies, and will give consultation and advice to the OWNER during the performance of his services. The ENGINEER will perform the services for the City Commission under the general supervision of the City Manager and Public Works /Utilities Director and will submit interim plans and or reports to them for their review, input, decision, etc. as appropriate. SECTION 3 SCOPE OF SERVICES 3.1 GENERAL The OWNER hereby authorizes the ENGINEER to proceed with the preparation of the plans and specifications to enable a contractor to perform construction of both mains. We will provide engineering services for the design of a new sixteen inch forcemain system as well as a new reclaimed water main along Vistawilla Drive, Northern Way and Winter Springs Blvd. All new forcemains will be placed within the existing roadway Right of Way (ROW). The size of the new reclaimed water main will be determined as a part of this scope of services. The new forcemain e orcemain will be connected at various locations to the existing forcemain system. The streets and the estimated lengths of forcemain for the associated streets included in this proposal are as follows: • Vistawilla Drive ( 1,565 LF) • Northern Way ( 3,500 LF) • Winter Springs Blvd. ( 1,530 LF) • East WRF ( 560 LF) • Approximate total length 7,200 LF 3.2 Gather and review available data on the existing area. Perform site visit to evaluate existing conditions, general utility locations and identify possible line routing in the ROW. Prepare preliminary engineering design for use at City meetings and with the review agencies in accordance with typical engineering guidelines. 3.3 Based on preliminary engineering, determine the necessary reclaimed water main sizing and prepare 30% design layout/drawings and submit electronic files for review (Task 1). The 30% drawings will be in the half size format for submittal and review. Submittals will be in electronic .pdf format. Originals will be set up on 22 inch by 34 inch drawing paper size. This allows production of scalable half size drawings to be printed on 11 inch by 17 inch paper. Sheets to include the following: • Cover Sheet • General Notes Sheet/Key Sheet • Plan sheets (double plan format) 1 inch equals 20 foot scale (6 sheets). No profile view will be provided for the design drawings. • Intersection and specific crossing details (3 sheets) • Sanitary and Reclaim System Miscellaneous Standard Details (2 sheets) 3.4 Perform topographic survey of the proposed force main corridor approximately 7,200 LF starting approximately 150 feet north of the Seneca Blvd and Vistawilla Blvd intersection, then south along Vistawilla Blvd to Northern Way; then southeast along Northern Way to Winter Springs Blvd; then west along Winter Springs Blvd to the entrance to the East WRF; then south into the plant site to the headworks structure. The survey will provide the apparent ROW line and pick up pertinent features along the route for half (1/2) of the ROW. Existing underground utilities that have been flagged by the respective utility owners shall be located by the survey. In addition, the surveyor will also pick -up specific information on five gravity sanitary manholes, a portion of the Lift Station 6E site, the bear Creek crossing and bridge information and the culvert crossing information on Vistawilla. (Task 2). 3.5 Since the area is already developed, we will not retain the services of a geotechnical engineer per the direction of the OWNER. 3.6 CPH scientists shall need to perform a Wetland Delineation at the Bear Creek Crossing to provide documentation to the permitting agencies that the proposed force main construction will not encroach upon nor adversely impact the wetlands or creek. The approximate wetland limits shall be delineated in the field with flagging tape and /or stakes in accordance with methodologies outlined in the U.S. Army Corps of Engineers (ACOE) Wetland Delineation Manual (1987), the 2008 Corps Interim Regional Supplement to the Corps Wetland Delineation Manual: Atlantic & Gulf Coastal Plain Region and the Florida Unified Wetland Delineation Methodology (Chapter 62 -340, F.A.C.). The wetland delineation shall be performed on both sides of the creek and extended out approximately 20 feet on each side of the existing bridge structure. CPH scientists shall prepare a memorandum discussing the wetland delineation and coordinate with the project surveyor and /or engineer to provide wetland delineation information such as a map showing the approximate location of the delineated wetland line and flag numbers. Including the approximate coordinates of each delineation point as recorded by a Garmin handheld GPS unit. 3.7 CPH will obtain the services of a structural engineer to evaluate the existing bridge and pipe supports currently supporting the 6 -inch force main at the Bear Creek crossing for their suitability of supporting the proposed 16 -inch force main and the new reclaimed main. The support system will either be modified to accommodate the larger force main and the new reclaimed main or be replaced with a new support system. 3.8 Prepare 90% and 100% plans and specifications for the pipe improvements for bidding purposes (Task 3). The plans will be plan view only with no profile view. Specific intersection and critical crossing profiles will be provided in addition to the plan views. Submittals will be in electronic .pdf format. The 90% and 100% drawings will be in the half size format for submittal and review. Originals will be set up on 22 inch by 34 inch drawing paper size. This allows production of scalable half size drawings to be printed on 11 inch by 17 inch paper. 3.7 CPH will prepare and submit the required FDEP Wastewater Project related permit application and supporting documentation necessary to obtain required permit for construction and operation of the Project. Respond to all requests for additional information from permitting agencies. Pay fee for all permits. Winter Springs will reimburse fees paid by the Engineer. The reclaimed water main is within the City's existing service area and therefore is not required to be permitted. SECTION 4 SCHEDULE 4.1 The ENGINEER agrees to prosecute the work in a timely manner until the Project is completed.
