REQUEST: The Community Development Department- Planning Division and Public Works- Engineering Division request the Local Planning Agency make a recommendation regarding the attached 2030 Bicycle Plan, which was adopted by the Bicycle and Pedestrian Advisory Board which includes an inventory of existing and proposed bike lanes, bike routes and multi -use paths or trails desired for the City's long -term bicycle network. SYNOPSIS: The purpose of this request is to present the Bicycle Plan for consideration by the Local Planning Agency. CONSIDERATIONS: APPLICABLE LAW, PUBLIC POLICY, AND EVENTS Winter Springs Comprehensive Plan Winter Springs Code of Ordinances BACKGROUND DATA The Bicycle and Pedestrian Advisory Board recently adopted the 2030 Bicycle Plan. This Plan consists of an inventory of existing and proposed bike lanes, bike routes and multi -use paths or trails desired for the City's long -term bicycle network. The Winter Springs Comprehensive Plan (Multimodal Transportation Element, Policy 1.1.4) includes certain criteria for the evaluation and establishment of the City's Bicycle Network: The presence of • designated bike lanes, • designated bike routes, and /or • designated multi -use paths or trails o at 1 -1/2 mile intervals o in an east -west, north -south grid pattern -1- March 9, 2011 Planning and Zoning Board/ Local Planning Agency Regular Agenda Item 601 o which run the length of the City Bike Lane- Designated There are no Designated Bicycle Lanes within Winter Springs currently. Bike Lane- Undesignated The METROPLAN Orlando's Technical Report 4: Bicycle and Pedestrian Plan describes the City's Existing Bicycle Facilities as " Undesignated Bike Lane" and "Paved Shoulder" (Figure 3: Existing Bicycle Lanes). The described facilities in both cases exist to the right of the white stripe of the right- hand -most through traffic land, are bounded by a curb and appear to be designed or constructed to the specifications of a Bicycle Lane. However, there are no lane markings or signage indicating that it is a Bicycle Lane. Therefore, these bicycle facilities are included as "Bike Lane - Undesignated". If a Bike Lane is designated, a cyclist is required by state law to ride in that lane. It is the preference of the BPAC to have these lanes remain "undesignated ", to allow the cyclist flexibility. Bike Lane- Proposed Proposed Bike Lanes are included for SR 434, east of SR 417. Bike Route- Designated There are no Designated Bicycle Routes within Winter Springs currently. Bike Route- Proposed A network of Proposed Bicycle Routes within the City is included as part of the long -term Bicycle Plan. Multi -Use Path or Trail- Designated The only Designated Multi -Use Path or Trail currently existing within the City is the Cross Seminole Trail. Multi -Use Path or Trail- Proposed The long term Plan includes a network of Proposed Multi -Use Paths or Trails connecting into the Cross Seminole Trail. The Plan in part is derived from the "Conceptual Trails NetworkMap (Map VI -6)" included within the Winter Springs Comprehensive Plan. FISCAL IMPACT: None at this time; The City is examining implementation strategies and funding sources. COMMUNICATION EFFORTS: These items were Adopted by the BPAC at a special meeting held on February 16, 2011. Although this item was not included in the posted P &Z Agenda, it was previously posted as part of the BPAC Agenda in City Hall and on the City's Website. -2- March 9, 2011 Planning and Zoning Board/ Local Planning Agency Regular Agenda Item 601 STAFF RECOMMENDATION: Staff requests that the Local Planning Agency recommend Adoption of the 2030 Bicycle Plan. Highlands Elem Multi -use Trail to CST 650 $ 300,000 Provides a direct connection from the Cross Seminole Trail to the Highlands Subdivision. Tuscawilla Connector to Red Bug Rd 250 shared Provides a southerly connection through Seminole County to the Cross Seminole Trail.
