PLANNING & ZONING BOARD / LOCAL PLANNING AGENCY ITEM 600 Consent Informational Public Hearing Regular X March 9, 2011 Special Meeting Mgr. Dept. REQUEST: The Community Development Department- Planning Division and Public Works- Engineering Division request the Local Planning Agency make a recommendation regarding the attached Pedestrian Plan, which was adopted by the Bicycle and Pedestrian Advisory Board and which includes an inventory of public sidewalk gaps with priority ranking based on a' /4 mile proximity to the greatest number of pedestrian attractors. SYNOPSIS: The purpose of this request is to present the Pedestrian Plan for consideration by the Local Planning Agency. CONSIDERATIONS: APPLICABLE LAW, PUBLIC POLICY, AND EVENTS Winter Springs Comprehensive Plan Winter Springs Code of Ordinances BACKGROUND DATA The Bicycle and Pedestrian Advisory Board recently adopted a Pedestrian Plan. This Plan consists of an inventory of public sidewalk gaps with a priority listing, ranking the gaps based on a' /4 mile proximity to the greatest number of pedestrian attractors (identified as parks, schools and transit). The Winter Springs Comprehensive Plan (Multimodal Transportation Element, Policy 1.1.3) includes certain criteria for the evaluation of the City's Pedestrian Network: The presence of pedestrian paths /sidewalks • on both sides of roadways • in areas of new development or • within' /4 mile of • existing schools, • parks, or • transit fixed service routes -I - March 9, 2011 Planning & Zoning Board/ Local Planning Agency Regular Agenda Item 600 The graphic data on the Inventory of Public Sidewalk Gaps- 2011 illustrates these priorities. Based on these priorities, a spreadsheet listing sidewalk service gaps in priority areas was prepared and adopted. Only sidewalk gaps within two or more priority areas were included. It is the intention that these areas receive sidewalks by 2030. FISCAL IMPACT: None at this time; The City is examining implementation strategies and funding sources. COMMUNICATION EFFORTS: These items were Adopted by the BPAC at a special meeting held on February 16, 2011. Although this item was not included in the posted P &Z Agenda, it was previously posted as part of the BPAC Agenda in City Hall and on the City's Website. STAFF RECOMMENDATION: Staff requests that the Local Planning Agency recommend Adoption of the Pedestrian Plan. Yet the school stands disconnected from the rest of the Town Center, due to the lack of connecting sidewalks to existing facilities such as the Cross Seminole Trail, the LYNX 434 Crosstown Bus Route, and nearby retail businesses and residential communities. Most students arrive by car, resulting in congesting the adjacent roadways before and after school. In an effort to encourage students to use alternative transportation options, sidewalks and multi use paths need to be implemented.
