SYNOPSIS: The Town Center Parking and Infrastructure Improvements Project consists of the construction of a parking lot and infrastructure improvements at the northeast corner of Tuskawilla Road and Tree Swallow Drive. This agenda item is to award the construction contract to the lowest responsive bidder, Atlantic Civil Constructors Corporation, in the amount of $613,658.38, plus a 10% contingency. Construction is anticipated to begin in January 2019 and is to be complete in May 2019. CONSIDERATIONS: . The Town Center Parking and Infrastructure Improvements project consists of the construction of a parking lot and surrounding infrastructure improvements at the northeast corner of Tuskawilla Road and Tree Swallow Drive. The project includes the addition of 133 parking spaces, including five ADA accessible spaces. The project incorporates a new connection to the Cross Seminole Trail with a water fountain, lighting, decorative features and the reconstruction of approximately 1,000 square yards of existing sidewalk along the east side of Tuskawilla Road from McDonald's to the Magnolia Square fountain area. The construction drawings are attached as Exhibit A. Consent 302 PAGE 1 OF 3 - December 10, 2018 The project was advertised for construction bids on November 4, 2018. Bids were publicly opened on November 28, 2018, with the results as follows: Bidder Total Bid Amount 1. Atlantic Civil Constructors Corp. $613,658.38 2. Valencia Construction $675,132.50 3. Central Florida Environmental Corp.$728,832.00 K___________________________________________________________t The complete bid tabulation is attached as Exhibit B. All bids were determined to be complete and responsive. Staff performed a thorough bid evaluation and is recommending award of the contract to the low bidder, Atlantic Civil Constructors Corp., in the amount of $613,658.38 plus a 10% contingency. Atlantic Civil Constructors has successfully completed a number of similar infrastructure projects in the City over the past five years. . Construction is expected to begin in late January 2019 and be completed in May 2019. FISCAL IMPACT: The construction project cost is $613,658.38 plus a 10% contingency for a total construction authorization of $675,024.22. The project is funded by the Infrastructure Surtax Fund (One Cent Sales Tax). COMMUNICATION EFFORTS: This Agenda Item has been electronically forwarded to the Mayor and City Commission, City Manager, City Attorney/Staff, and is available on the City's Website, LaserFiche, and the City's Server. Additionally, portions of this Agenda Item are typed verbatim on the respective Meeting Agenda which has also been electronically forwarded to the individuals noted above, and which is also available on the City's Website, LaserFiche, and the City's Server; has been sent to applicable City Staff, Media/Press Representatives who have requested Agendas/Agenda Item information, Homeowner's Associations/Representatives on file with the City, and all individuals who have requested such information. This information has also been posted outside City Hall, posted inside City Hall with additional copies available for the General Public, and posted at six (6) different locations around the City. Furthermore, this information is also available to any individual requestors. City Staff is always willing to discuss this Agenda Item or any Agenda Item with any interested individuals. RECOMMENDATION: Staff recommends the City Commission authorize entering into an agreement with Atlantic Consent 302 PAGE 2 OF 3 - December 10, 2018 Civil Constructors Corporation for construction of Infrastructure Improvements Project, ITB #06 -18 -BS, in 10% contingency, and authorize the City Manager and execute any and all applicable documents.
