PUBLIC INPUT (Anyone who wishes to speak during Public Input on any Agenda Item or subject matter will need to fill out a “Public Input” form. The City Commission will set aside up to thirty minutes for any City residents or taxpayers to address any items of public interest that do not appear on the agenda and for any members of the public to address any items that are listed on the agenda for final official action by the City Commission excluding public hearing items which are heard at the public hearing portion of the meeting, ministerial items (e.g. approval of agenda, minutes, informational items), and quasi- judicial or emergency items. Individuals will limit their comments to three (3) minutes, and representatives of groups or homeowners' associations shall limit their comments to five (5) minutes, unless otherwise determined by the City Commission. FISCAL IMPACT: There is no cost to dispose of these surplus assets. The City receives revenue generated from items sold at auction. RECOMMENDATION: Staff recommends that the City Commission approve the disposition of the attached list of surplus assets. CONSENT 301. Community Development Department Scan with your smart device to view electronically REQUEST: The Community Development Department requesting the City Commission's authorization to issue a purchase order to The Middlesex Corporation for the asphalt resurfacing of the City Hall parking lot in the amount of $87,235.00 plus a 10% contingency, piggybacking off Seminole County Contract #IFB-602096-14/BJC. FISCAL IMPACT: The project cost is $87,235.00 plus a 10% contingency, for a total authorization of $95,958.50, funded by the Infrastructure Surtax Fund (3rd Generation Sales Tax). PUBLIC HEARINGS AGENDA PUBLIC HEARINGS 400. Finance and Administrative Services Department Scan with your smart device to view electronically REQUEST: Finance and Administrative Services Department requesting the City Commission approve second and final reading of Ordinance No. 2018-06 updating the City's Purchasing Policies. FISCAL IMPACT: This update will result in a material reduction in procurement costs without affecting the integrity, intent, or competitiveness of said procurement. RECOMMENDATION: Staff recommends the Commission approve second and final reading of Ordinance No. 2018-06 to update the City's Purchasing Policy to bring them in line with economic conditions and current practices. REGULAR AGENDA REGULAR 500. Community Development Department Scan with your smart device to view electronically REQUEST: The Community Development Department is requesting the City Commission's review and input on an Arbor Master Plan and potential Arbor Code updates. FISCAL IMPACT: There is no fiscal impact at this time for the City Commission's review of the conceptual Arbor Master Plan and the suggested considerations for a future update of the Arbor Ordinance. RECOMMENDATION: Staff recommends the City Commission review and provide input on an Arbor Master Plan and potential Arbor Code update. REGULAR 501. Office of the City Manager Scan with your smart device to view electronically REQUEST: The City Commission has requested to continue its review and discussion of the current City Commission meeting start time. If the City Commission desires to modify the meeting start time, the City Attorney will have to prepare an Ordinance for the City Commission’s final consideration at a subsequent meeting. FISCAL IMPACT: Any cost increase resulting from an appreciable change in the City Commission meeting times will depend upon the following relevant factors: 1) the selected start and end times of the Commission meeting; 2) the quantity of non-salaried employees required to attend the particular Commission meeting; 3) the associated compensation of those employees; and 4) a supervisor's ability (or inability) to flex the participating employee's time of attendance (due to individual and overall work-load/need). Every effort will be made to flex the time of attendance for those employees. Thus, it is anticipated that in most cases, these efforts will cause any additional costs to be nominal or nil. The City Commission has requested to review and discuss the current City Commission meeting times which currently commence at 5:15 p.m. pursuant to Ordinance 2016-09. If the City Commission desires to modify the meeting time(s), the City Commission should direct the City Attorney to prepare an Ordinance for the City Commission’s final consideration at a subsequent meeting.
