Home My WebLink About2018 07 09 Consent 309 Playground Equipment PurchaseCOMMISSION AGENDA ITEM 309 REQUEST: Informational Consent X Public Hearings Regular July 09, 2018 SB CC Regular Meeting City Manager Department The Parks and Recreation Department requests Commission authorize to enter into a contractual agreement with REP Services, Inc. for purchase of playground equipment for Winding Hollow Park in the amount of $89,100.26, plus a 10% contingency, piggybacking off of Clay County Board of County Commissioners RFP 413/14-8. SYNOPSIS: The Winding Hollow Park playground is part of our systematic playground equipment replacement/expansion process. The plan includes to replace the park's playground with new playground equipment, for ages 2-5yrs. & 5-12yrs., additional containment borders, surfacing and ADA accessibility walkways. Police Department has verified location and reviewed all SEPTA guidelines for safety and given good recommendations for lighting and vehicular safety. These items will be completed with the playground installation. Work is scheduled to begin in August 2018. CONSIDERATIONS: . Winding Hollow playground equipment has reached its useful life expectancy. . New footprint for playground has larger capacity to include unique play features as well as traditional elements such as swings & slides. . Risk Management and Parks & Recreation have recommended replacement of Winding Hollow Park playground. . WS Police has provided SEPTA review of playground area for safety of both 2-5 yr old and 5-12 yr old playgrounds. . Replacement/expansion will include new equipment, additional containment borders, certified playground surfacing and ADA accessible walkways. Consent 309 PAGE 1 OF 2 - July 09, 2018 New parts on old equipment are not covered by any manufacturer's warranty, therefore, replacement is best option. Pictures of proposed Winding Hollow playground equipment are attached (Exhibit A). After Winding Hollow Park is completed, our prioritized replacement schedule for all parks playground equipment will be continued until all playgrounds are completed. FISCAL IMPACT: Project cost is $89,100.26, plus a 10% contingency, which will be funded from the Park Impact Fee Fund and the General Fund. COMMUNICATION EFFORTS: This Agenda Item has been electronically forwarded to the Mayor and City Commission, City Manager, City Attorney/Staff, and is available on the City's Website, LaserFiche, and the City's Server. Additionally, portions of this Agenda Item are typed verbatim on the respective Meeting Agenda which has also been electronically forwarded to the individuals noted above, and which is also available on the City's Website, LaserFiche, and the City's Server; has been sent to applicable City Staff, Media/Press Representatives who have requested Agendas/Agenda Item information, Homeowner's Associations/Representatives on file with the City, and all individuals who have requested such information. This information has also been posted outside City Hall, posted inside City Hall with additional copies available for the General Public, and posted at five (5) different locations around the City. Furthermore, this information is also available to any individual requestors. City Staff is always willing to discuss this Agenda Item or any Agenda Item with any interested individuals. RECOMMENDATION: Staff recommends the City Commission authorize to enter into a contractual agreement with REP Services Inc. for purchase of playground equipment for Winding Hollow Park in the amount of $89,100.26 plus a 10% contingency, and authorize the City Manager and City Attorney to prepare and execute any and all applicable documents. Protective surfacing material must have a critical height value to meet the maximum fall height for the equipment and be accessible (ref. ASTM F3101).
