HomeMy WebLinkAbout2017 07 10 Consent 301 Water Reclamation Facilities Sand and Grit RemovalCOMMISSION AGENDA ITEM 301 REQUEST: Informational Consent X Public Hearings Regular July 10, 2017 KS KL Regular Meeting City Manager Department The Utility Department requesting approval to hire US Submergent Technologies to remove sand and grit from the East and West Water Reclamation Facilities in the amount of $150,600 plus a 20% contingency and approval to apply for a grant from the State to fund up to 50% of the cost. SYNOPSIS: This project consists of removing accumulated sand and grit from the wastewater treatment plants at the East and West Water Reclamation Facilities (WRF) without taking the plants out of service. The west plant has an estimated 663 tons of materials and the east plant has about 275 tons. These accumulated materials reduce the efficiency and effectiveness of the wastewater treatment process. CONSIDERATIONS: This project is needed to address the accumulation of sand and grit in the treatment tanks at the East and West Water Reclamation Facilities. Neither facility has a head works that would typically exist at a wastewater plant to control and remove sand, grit and inorganic materials that are detrimental to the wastewater treatment process. Each of the East and West facilities have two treatment plants that were built in 1970's and 1980's in a ring steel configuration which provides aeration, clarification, and digestion of the wastewater. Staff solicited proposals from the only two known vendors, US Submergent Technologies and Hydro International, that can remove the sand and grit while the wastewater treatment plants remain in operation. The quotes were $150,600 and $147,000 from US Submergent Tech and Hydro International, respectively, based on an estimated total of 938 Consent 301 PAGE 1 OF 2 - July 10, 2017 tons. However, US Submergent's quote included a crane which should improve removal efficiency. Removed materials will be stored on site and landfilled when dried. A 20% contingency is requested to ensure adequate funds are available to remove any additional sand and grit above the estimated amounts while the vendor is on site. In addition, the State of Florida has a grant program for sand and grit removal. Up to 50% of out of pocket costs are eligible for reimbursement. Staff is also requesting authority to apply for the sand and grit removal grant. No disruption of wastewater service to the customer is anticipated during this project which will be scheduled over the next 90 days. FISCAL IMPACT: The project cost is $150,600 plus a 20% contingency funded by a supplemental appropriation from fund balance of Utility Enterprise Fund to the Wastewater Plant Repair and Maintenance line code. Grant approval could reduce the net impact by 50 %. COMMUNICATION EFFORTS: This Agenda Item has been electronically forwarded to the Mayor and City Commission, City Manager, City Attorney /Staff, and is available on the City's Website, LaserFiche, and the City's Server. Additionally, portions of this Agenda Item are typed verbatim on the respective Meeting Agenda which has also been electronically forwarded to the individuals noted above, and which is also available on the City's Website, LaserFiche, and the City's Server; has been sent to applicable City Staff, Media/Press Representatives who have requested Agendas /Agenda Item information, Homeowner's Associations/Representatives on file with the City, and all individuals who have requested such information. This information has also been posted outside City Hall, posted inside City Hall with additional copies available for the General Public, and posted at six (6) different locations around the City. Furthermore, this information is also available to any individual requestors. City Staff is always willing to discuss this Agenda Item or any Agenda Item with any interested individuals. RECOMMENDATION: Staff recommends the City Commission approve US Submergent Technologies for sand and grit removal from the East and West Water Reclamation Facilities in the amount of $150,600 plus a 20% contingency funded by a supplemental appropriation from fund balance of Utility Enterprise Fund to the Wastewater Plant Repair and Maintenance line code, approve applying for a grant from the State to fund up to 50% of the cost, and authorize the City Manager and City Attorney to prepare and execute any and all applicable documents. There are several stationary pieces of equipment and fence preventing easy access to tanks for cleaning. I believe it would be very difficult if not impossible to reach all areas of the tank for cleaning without a crane.
