REQUEST:
The Utility Department requesting approval for A &J Welding to perform repairs at the East
and West Water Reclamation Facilities in the amount of $168,400 plus a 10% contingency.
SYNOPSIS:
This project consists of performing repairs to the wastewater treatment plants at the East
and West Water Reclamation Facilities (WRF) which includes taking the plant out of
service, removing accumulated debris, structural repairs to support ring and walls, weir
replacement, safety repairs, air diffuser replacement, additional influent trough repairs, and
a multitude of small repairs.
CONSIDERATIONS:
This project is needed to rehabilitate the wastewater plants at the East West WRF's. Both
the East and West facilities have two steel treatment plants were built in 1970's and 1980's
in a ring steel configuration which provides aeration, clarification, and digestion of the
wastewater. The highly corrosive environment has deteriorated much of the steel structures
requiring periodic welding to reinforce the structure as needed. In addition, recent FDEP
inspections performed in conjunction with our operating permit renewal at the East WRF
mandated some of these repairs be completed in 2017.

A &J Welding has recently met all the City vendor requirements (Insurance Limits, Workers
Comp, etc.) and provided quotes for various tasks that are delineated in the scope of work
attachment.
The Commission previously approved portions of these repairs on October 24, 2016 by the
Huntington Group, who subsequently closed business, and again on March 13, 2017 with
Pat's Professional Cleaning, whose work was terminated for unsatisfactory performance.
Staff continues to seek other vendors interested in performing this type of work.
A &J Welding's costs for the proposed scope of work is $168,400.00. A 10% contingency is
requested due to the likelihood that additional problems will be identified for repair when
the plant is removed from service. No disruption of wastewater service to the customer is
anticipated during this project which will be phased over the next 150 days.
FISCAL IMPACT:
The project cost is $168,400 plus a 10% contingency funded by the Utility Enterprise Fund
Capital Improvements line code.

COMMUNICATION EFFORTS:
This Agenda Item has been electronically forwarded to the Mayor and City Commission,
City Manager, City Attorney /Staff, and is available on the City's Website, LaserFiche, and
the City's Server. Additionally, portions of this Agenda Item are typed verbatim on the
respective Meeting Agenda which has also been electronically forwarded to the individuals
noted above, and which is also available on the City's Website, LaserFiche, and the City's
Server; has been sent to applicable City Staff, Media/Press Representatives who have
requested Agendas /Agenda Item information, Homeowner's Associations/Representatives
on file with the City, and all individuals who have requested such information. This
information has also been posted outside City Hall, posted inside City Hall with additional
copies available for the General Public, and posted at six (6) different locations around the
City. Furthermore, this information is also available to any individual requestors. City Staff
is always willing to discuss this Agenda Item or any Agenda Item with any interested
individuals.
RECOMMENDATION:
Staff recommends the City Commission authorize A &J Welding to perform repairs to the
East and West WRF's at a cost of $168,400.00 plus 10% contingency for a total
authorization of $185,240 payable from the Utility Enterprise Fund Capital Improvements
line code and authorize the City Manager and City Attorney to prepare and execute any and
all applicable documents.
