SYNOPSIS: The City of Winter Springs Community Development Department received an application for a Preliminary Engineering Plan for PetSuites Pet Resort & Spa, a pet boarding facility consisting of one 19,280 square -foot building located on the southeast corner of the SR 417 / SR 434 interchange. City Liens (if any): Not applicable APPLICABLE LAW, PUBLIC POLICY, AND EVENTS: Home Rule Powers Winter Springs Code of Ordinances City of Winter Springs Comprehensive Plan PRELIMINARY PLAN DEFINITION AND REQUIRED ACTION: The PetSuites Preliminary Engineering Plan was submitted in accordance with City Code Section 9 -46: "Filing and contents of preliminary map and plan." The Preliminary Engineering Plan consists of basic information about the proposed site plan and supporting data, but it lacks complete construction drawings and details that will be provided at Final Engineering. The City Commission is required to take action on a Preliminary Engineering Plan, per City Code Section 9 -47, which can be approval, conditional approval, approval with conditions, or a request for additional information. Per City Code Section 9 -49, the City Commission's approval of a Preliminary Plan is "to be construed only as authority to submit a final plan." For PetSuites, the Final Engineering Plans must still be reviewed and approved by the City Commission at a later date. DISCUSSION: Preliminary Engineering Plans: PetSuites Pet Resort & Spa provides pet boarding, daycare, and grooming services for dogs and cats. The plans depict one 19,280 square foot single -story building with a parking lot at the front and east sides of the building. The parking lot has a total of 38 parking spaces, including two handicapped spaces. Access to and from the site is from one right -in / right - out driveway connection to SR 434. The west side of the site will contain an approximately 11,000 square foot, fenced, outdoor activity area for the boarded pets. The site is bordered on the west by the SR 417 northbound off -ramp to SR 434, and on the south by a stormwater pond serving SR 417. The east side of the site is bordered primarily by single - family residential housing located outside of the city limits. The proposed site plan provides a 15 -foot landscape buffer on the east, south and west sides of the property. The site will contain a dry stormwater pond on the east side of the property, which is sized for stormwater treatment and attenuation based on the applicable City and SJRWMD rules. The PetSuites facility will connect to existing City of Winter Springs water and sewer facilities. The point of water connection will be to an existing 12 -inch City water main on the north side of SR 434. For sewer service, PetSuites will install an onsite lift station and force main that will connect to the existing City 6 -inch force main located on the south side of SR 434. Regular 500 PAGE 2 OF 3 - April 24, 2017 The applicant is working with the Florida Department of Transportation (FDOT) and City Staff to determine the required improvements to SR 434. A right -turn deceleration lane, or at least a taper similar to other nearby driveways along this segment of SR 434, is expected to be required. The driveway connection to SR 434 is expected to be a right -in, right -out driveway. Discussions with FDOT are ongoing regarding the possibility of providing a u- turn movement east of the PetSuites driveway to safely accommodate drivers seeking to travel westbound on SR 434 from PetSuites. The SR 434 improvements will be determined at final engineering and must be approved and permitted by FDOT. SR 434 is programmed by Seminole County to be widened from two to four lanes, with the initial study expected to be started in 2017 -18 and the widening to be completed in a 6 -8 year time frame. FISCAL IMPACT: The subject property is proposed to be developed into 19,280 square -foot pet boarding facility, which will provide an increase to the City's taxable value. The potential tax revenue of the proposed project is as follows: 19,280 square foot commercial building = $1,900,000 assessed tax value o $1,900,000/1000 =1,900 o $1,900.00 x 2.4300 = $4,617.00 o $4,617 (less the 4% statutory discount) = $4,432 tax revenue COMMUNICATION EFFORTS: This Agenda Item has been electronically forwarded to the Mayor and City Commission, City Manager, City Attorney /Staff, and is available on the City's Website, LaserFiche, and the City's Server. Additionally, portions of this Agenda Item are typed verbatim on the respective Meeting Agenda which has also been electronically forwarded to the individuals noted above, and which is also available on the City's Website, LaserFiche, and the City's Server; has been sent to applicable City Staff, Media/Press Representatives who have requested Agendas /Agenda Item information, Homeowner's Associations/Representatives on file with the City, and all individuals who have requested such information. This information has also been posted outside City Hall, posted inside City Hall with additional copies available for the General Public, and posted at six (6) different locations around the City. Furthermore, this information is also available to any individual requestors. City Staff is always willing to discuss this Agenda Item or any Agenda Item with any interested individuals.
