HomeMy WebLinkAbout2017 04 24 Consent 303 South Seminole County North Orange County Wastewater Transmission Authority AppointmentCOMMISSION AGENDA ITEM 303 REQUEST: Informational Consent X Public Hearings Regular April 24, 2017 KS Regular Meeting City Manager Department Pursuant to the requirements of Special Act 78 -617 (Senate Bill 1341), the City Manager requests the City Commission consider the appointment of Bryant Smith, P.E. to the South Seminole County North Orange County Wastewater Transmission Authority ( SSNOCWTA) to fill the current Winter Springs' Representative vacancy. SYNOPSIS: There is currently a vacancy on the governing board of the South Seminole County North Orange County Wastewater Transmission Authority ( SSNOCWTA). The vacancy is required to be filled by the City of Winter Springs pursuant to the requirements of Special Act 78 -617 (Senate Bill 1341), which created SSNOCWTA in 1978. CONSIDERATIONS: SOUTH SEMINOLE COUNTY NORTH ORANGE COUNTY WASTEWATER TRANSMISSION AUTHORITY ( SSNOCWTA): From their website: "The South Seminole and North Orange County Wastewater Transmission Authority ( SSNOCWTA) was created by an Act of Florida Legislature in 1978 as a separate local agency of the government with powers designed to meet the particular needs of the area in relationship to transmission of wastewater to a regional sewage treatment plant (Iron Bridge Treatment Facility)." Consent 303 PAGE 1 OF 3 - April 24, 2017 "The Authority, an Independent Special District, encompasses a service area of approximately sixty -eight (68) square miles. It owns and operates an untreated wastewater transmission system located in portions of Seminole County, Orange County, and the Cities of Casselberry, Winter Park, and Maitland. The Authority provides such service to Seminole County, the Cities of Maitland, Casselberry, and Winter Park, and can provide transmission service to the City of Winter Springs. The facilities owned by the Authority within the service area consist of thirty - three (33) metering points, nineteen (19) pump stations and approximately thirty - two (32) miles of force mains ranging in size from eight inch (8 ") to thirty -six inch (36 ") diameters. The Authority also owns a section of forty -two inch (42 ") and forty -eight inch (48 ") diameter gravity sewer lines and discharges into the City of Orlando's eighty -four inch (84 ") diameter gravity sewer for the final leg of transmission and ultimately treatment at the City of Orlando's Iron Bridge Treatment Facility. The Authority's present committed flow through the system is 13.203 million gallons per day (MGD)." The South Seminole County North Orange County Wastewater Transmission Authority holds Regular Meetings on the fourth Thursday of every other month at 9:00 a.m.. Most meetings are held at the South Seminole and North Orange County Wastewater Transmission Authority's Office - 410 Lake Howell Road, Maitland, Florida. The following is the remaining schedule of meetings for 2017: May 25, 2017 (At Iron Bridge Wastewater Treatment Facility) July 27, 2017 September 28, 2017 November 16, 2017 Our review of related records indicates that most of the City and County Representatives are staff members, including City Managers. To that point, Staff is requesting that City employee and Winter Springs' resident Bryant Smith, P.E., of the Community Development Department, be appointed by the City Commission to serve on the governing board of SSNOCWTA as the City of Winter Springs' representative. Bryant Smith has agreed to serve on the board. FISCAL IMPACT: There is no noted Fiscal Impact related to this Appointment. COMMUNICATION EFFORTS: This Agenda Item has been electronically forwarded to the Mayor and City Commission, City Manager, City Attorney /Staff, and is available on the City's Website, LaserFiche, and the City's Server. Additionally, portions of this Agenda Item are typed verbatim on the respective Meeting Agenda which has also been electronically forwarded to the individuals noted above, and which is also available on the City's Website, LaserFiche, and the City's Server; has been sent to applicable City Staff, Media/Press Representatives who have requested Agendas /Agenda Item information, Homeowner's Associations/Representatives Consent 303 PAGE 2 OF 3 - April 24, 2017 on file with the City, and all individuals who have requested such information. This information has also been posted outside City Hall, posted inside City Hall with additional copies available for the General Public, and posted at six (6) different locations around the City. Furthermore, this information is also available to any individual requestors. City Staff is always willing to discuss this Agenda Item or any Agenda Item with any interested individuals. RECOMMENDATION: Staff recommends that the City Commission Appoint Bryant Smith, RE to the governing board of the South Seminole and North Orange County Wastewater Transmission Authority (SSNOCWTA) as the City of Winter Springs' representative in accordance with Special Act 78 -617.
