HomeMy WebLinkAbout2017 02 13 Consent 301 Streetlight Base Rate 2017COMMISSION AGENDA ITEM 301 REQUEST: Informational Consent X Public Hearings Regular February 13, 2017 KS KL Regular Meeting City Manager Department The Public Works Department, Urban Beautification Division, is requesting authorization to increase the streetlight reimbursement rate from $13.34 to $13.36 per light for communities with decorative streetlights. A $0.02 rate increase is also proposed for the Tuscawilla Lighting and Beautification District (TLBD), which would bring the reimbursement from $13.18 in 2016 to $13.20 in 2017. The increase is in accordance with the revised rate schedule from Duke Energy, effective January 1 st, 2017. SYNOPSIS: The City's streetlights are leased from Duke Energy at a flat rate. The adopted City standard streetlight consists of one 30/35' concrete pole attached to one high pressure sodium 100 watt cobra fixture. The fuel and energy cost for a standard streetlight is revised annually by Duke Energy and used to calculate a base streetlight rate for quarterly reimbursement to the homeowner's associations (HOAs) that have a Neighborhood Street Sign and Light Improvement Agreement (NSSLIA) with the City. These HOAs have decorative streetlights and are reimbursed by the City for the base rate. The HOA pays the difference between the base rate and the cost of the decorative lighting. The reimbursement rate for the TLBD is less than the rate for other participating communities because the TLBD utility account is under the name of the City of Winter Springs and therefore, they are not charged municipal utility tax by Duke Energy, so they are not reimbursed for the municipal utility tax. CONSIDERATIONS: On April 13th, 1998, the Commission adopted the standard cobra streetlight. This streetlight configuration is provided as a minimum standard along public roadways Consent 301 PAGE 1 OF 3 - February 13, 2017 throughout Winter Springs. The HOAs that have decorative streetlights are reimbursed by the City for the base rate. The HOA pays the difference between the base rate and the cost of decorative lighting. Currently, the City has an inventory of approximately 2,137 streetlights within the public right -of -way, 631 decorative streetlights within participating communities, and 636 streetlights within the TLBD. There are currently 11 neighborhood groups that have entered into a NSSLIA. 1. Winding Hollow -144 lights 2. Glen Eagle -117 lights 3. Stone Gable -28 lights 4. Moss Cove -6 lights 5. Jesup's Reserve -38 lights 6. Mt. Greenwood -28 lights 7. The Highlands -90 lights 8. Winter Springs Village -87 lights 9. Amberly- IIlights 10. Jesup's Landing -46 lights 11. Seven Oaks -36 lights In January of each year, Duke Energy makes available to the City a revised rate schedule for streetlighting that will become effective January 1st of that calendar year. Based on Duke Energy rates effective January 1, 2017, the City Standard Streetlight Base Rate should be adjusted from $13.34 to $13.36 per light for all communities excluding the TLBD. The TLBD rate should be $13.20, as the TLBD does not currently pay municipal utility tax and is therefore not reimbursed for municipal utility tax. The rate revision will result in an increase in cost to the City of approximately $305 for 1 year of service, as compared to the previous rate, if no additional rate adjustments occur. Below is a summary of the Duke Energy base rate changes over the past 5 years. FISCAL IMPACT: As a result of the January 2017 Duke Energy rate increase, the City will pay approximately $305 more for streetlight reimbursement for 2017 as compared to the previous year. This information has also been posted outside City Hall, posted inside City Hall with additional copies available for the General Public, and posted at six (6) different locations around the City. Furthermore, this information is also available to any individual requestors. City Staff is always willing to discuss this Agenda Item or any Agenda Item with any interested individuals. RECOMMENDATION: The Public Works Department recommends that the City Commission approve the revised streetlight base rate of $13.36 for applicable communities with decorative streetlights and $13.20 for the TLBD.
