HomeMy WebLinkAbout2016 11 21 Informational 200 Development Projects in Winter SpringsCOMMISSION AGENDA ITEM 200 Informational X Consent Public Hearings Regular November 21, 2016 KS RS Special Meeting City Manager Department REQUEST: The Community Development Department is advising the City Commission of the status of various development projects within the City. SYNOPSIS: The following is a list of development projects that are: 1) proposed, 2) active, 3) inactive or 4) currently under construction within the City of Winter Springs. Items which are listed below that have progressed since the last update are shown in bold type. Items which have not and do not appear likely to progress further in the review cycle are periodically removed from this agenda item. A list of Economic Development activities Staff is currently undertaking has been provided at the end of this report. CONSIDERATIONS: Proposed Development Projects The following is a list of proposed development projects which have received some review and comments from City Staff. These projects have not been formally submitted for review, but are only in preliminary discussion stages. At such time as these projects are submitted for formal review, they will be included on the list of active development projects. If there has been no activity for an extended period of time, the project will be removed from this agenda item. Catalyst Development (Lk.a.: Pollack Shores Apartmentsi - Staff continues to monitor Informational 200 PAGE 1 OF 6 - November 21, 2016 the activities on this project. At the present time, the property owner (IBEW) is marketing the property in an effort to sell the land to a third party developer that will develop in accordance with the previously approved agreements and plans. The property owner is under contract with Catalyst Development Partners to acquire the multi - family site. The due diligence period expires just before December 31, 2016. Some discussions are also taking place with the owner relative to the commercial parcels. Staff is revising parts of the First Modification to the Development Agreement to update the document to the current proposal. This update is scheduled to come before the Commission at their December 12, 2016 meeting. Continued updates will be provided as warranted. Specialty Grocer /Quick Service Restaurant - Staff has engaged in initial discussion for a proposed development to be located south of the Mobile Gas station along the east side of Tuskawilla Road. The agent for the developer has stated that they will want to meet with staff in the near future to discuss this proposal. New Retail Area - Staff has met with interested parties regarding the development of approximately 60,000 square feet of retail within the triangular- shaped property located between the SR 434 and SR 419 rights -of -way and just east of the Budget Tree site. This project has been waiting on new laws regarding impact fees and the applicant has indicated that they will be coming in to meet with staff once a decision has been made on those fees. Phoenix Urgent Care Centers - Staff has met with representatives of Phoenix Urgent Care Centers regarding the potential development of a medical office condominium on a 6 acre property located at the northwest corner of the intersection of Tuscawilla Road and Blumberg Boulevard in the Town Center. The developer and the property owner have been unable to reach a mutually acceptable price for the land. Staff has directed the developer to other property in the City and will await any forthcoming movement. This item will be removed from the Commission's next agenda if no additional information is forthcoming. Lake Talmo Independent /Assisted Living Facility - Staff recently met with the representative of a proposed senior living facility consisting of independent and assisted living units on property located on the north side of SR 434, east of the intersection of U.S 17 -92 and SR 434. More details will be provided when available. RaceTrac - Staff recently met with representatives of RaceTrac regarding the development of a proposed gas station and associated convenience store on the east side of U.S. 17 -92, south of the intersection of U.S. 17 -92 and SR 434. A Final Engineering Plan for this project was approved by the City Commission on 2013. Plan approvals have since expired. RaceTrac has indicated construction of the facility has not commenced due to the impending widening of U.S. 17 -92 and construction will commence following the widening of the road. Final Engineering Plans will be submitted for staff review in the near future and the developer want to get all development entitlements in place by the second quarter of 2017 with construction to comments in late 2017 or early 2018 to coincide with the completion of the 17 -92 roadway improvements. Active Development Projects The following is a list of active development projects that are currently in the development Informational 200 PAGE 2 OF 6 - November 21, 2016 review process. If there has been no activity for an extended period of time, the project will be included in the list of inactive development projects and, if there is no further activity for an extended period of time, the project will be removed from this agenda item. Cross Seminole Trail - The Cross Seminole Trail has a missing link from Layer Elementary to the west end of Old Sanford /Oviedo Road. Seminole County's planned connection will continue from the current terminus at Layer northerly adjacent to SR 419. It will then turn under the power easement in unimproved City right -of -way, cross the CSX railroad tracks and then connect to the existing trail end in the poser easement. Additional property along SR 419 and Layer Elementary is being donated by Bart Phillips to complete this section of the trail corridor that is needed. Discussions between the state and Mr. Phillips are currently ongoing to complete the transaction. A survey of the Phillips property (to be conveyed to the State) has been received and sent to the State. The Land Exchange Agreement is tentatively scheduled to be placed on the City Commission's agenda in the near future. A Level Two Environmental Assessment on the Phillips donated property was initiated on July 25, 2016. ICl/Integra 360 - Final Engineering Plans and an Aesthetic Review were submitted for review on February 24. These items were presented to, and approved by, the Planning & Zoning Board on April 13, 2016. The Final Plat, Preliminary/Final Engineering Plan, and Aesthetic Review will be presented to the City Commission at the June 13, 2016 meeting. A pre - construction meeting was held on June 21, 2016. Site construction has commenced. The building plans are currently under review and should be issued in the near future. Staff is modifying the Development Agreement to address the easternmost turn lane and the over sizing of the force main for this project. Magnolia Park — The construction of the Magnolia Park Amphitheater is tied to the Cross Seminole Trail property conveyances timeline. Further progress is awaiting resolution of the trail property swap as detailed under "Cross Seminole Trail" above. Northern Oaks - This project proposes the construction of 36 single - family residences on the north side of SR 434, approximately 700 -feet east of the intersection of SR 434 and SR 417. The Preliminary/Final Engineering Plans have been resubmitted and are currently under staff review. Nursery Road Warehouse Phase IV - The property owner has submitted a Final Engineering Plan for a 9,000 square foot flex space /warehouse building on the south side of Nursery Road, across from the Phase III warehouse development. The Final Engineering Plan is currently under staff review. A modification request to the development agreement will be presented to the City Commission at their June 13, 2016 meeting. The modification to the development agreement was approved at the July 25, 2016 City Commission meeting allowing an 8 foot high wall or fence for the purpose of saving a number of significant trees along the southern property line. The Final Engineering Plan and Aesthetic Review will be presented to the Planning & Zoning Board on September 14, 2016 and to the City Commission on September 26, 2016. This item was approved by the City Commission at the September 26, 2016 meeting. Construction plan review is nearing completion. Plante Property ( Tuskawilla Crossings) -The development site is located on the east side of Tuskawilla Road, south of SR 434. The project consists of a mixture of approximately 379 bungalow and estate lots with a commercial component. The applicant has submitted a Final Engineering Plan detailing the construction of infrastructure for Informational 200 PAGE 3 OF 6 - November 21, 2016 the development. The Final Engineering Plan is currently undergoing review by staff. Staff has been working with the project architect to revise the aesthetic review package. These documents should be ready for presentation to the Planning and Zoning Board and the City Commission in the near future. Red Bug Self Storage - Final Engineering Plans have been submitted for a self - storage facility consisting of one 3 -story climate controlled building, and three, single -story non - climate controlled self - storage buildings on property located south of the Amberly subdivision. The applicant is currently addressing staff review comments. This item was presented to the Planning & Zoning Board at the October 5, 2016 meeting. The final engineering and aesthetic review for this project was approved by the City Commission at their October 24, 2016 meeting. The developer is receiving bids for site work and a pre- construction meeting will be scheduled with a target date of early January 2017 for commencement of construction. Southern Oaks (Weaver /Toledo properties)- The project is located on the west side of DeLeon Street, north of SR 434. Of the 95 total units, 52 are located in Winter Springs, and 43 are located in Oviedo. The project is ready to proceed at the discretion of the developer. The Winter Springs portion of the development still needs to be platted. Town Center Phase I (previously referred to as JDC Calhoun I) — The portion of the Town Center that was owned by Summer Falls, LLC was recently sold for $19.9 million. Staff has been in contact with the new owners and are working with these owners on approvals, signage, and to update them on the recent roadway improvements along the SR 434 frontage. New build -outs in the Town Center include: • Saigon Blvd., a new Vietnamese Restaurant, is open • Pacino's Pet Pantry and Spa, a full service grooming and pet food store • CareNow, an urgent care clinic, will be opening in the near future. Town Center Phase 11 — Staff met with representatives of the McDonald's restaurant to look over a proposal to add a second drive -thru ordering station to the site. This proposal has been reviewed by staff and comments have been provided to the applicant. Staff met with representatives of McDonalds on February 1, 2016 to discuss proposed modifications to the site. Additional updates will be provided as they become available. An architectural concept plan detailing renovations to the McDonald's restaurant was submitted to staff. Staff has released comments and is awaiting a response from the applicant. Staff continues to work with the landowner and Catalyst Development Partners on the multi - family site formerly known as Pollack Shores. This project is detailed above. Vistawilla ALF (Watermark) - The final engineering and aesthetic review plans were approved by the City Commission at their February 22, 2016 meeting. The vacation, abandonment and relocation of the easements were approved at the June 13, 2016 City Commission meeting. The building plans are currently under review. A pre - construction meeting was held on September 27, 2016. A ground- breaking ceremony is scheduled for December 8, 2016. Winter Springs Retirement Residence (Hawthorne) - The proposal is for a 4- story, 144 suite Assisted Living Facility (ALF) located on State Road 434 adjacent to the north side of the Cross Seminole Trail bridge in the Town Center. Submittal of Final Engineering Plans and Aesthetic Review drawings are anticipated to be submitted in the near future. Staff is Informational 200 PAGE 4 OF 6 - November 21, 2016 working with the applicant and the applicant on the Tuskawilla Crossings parcel (Plante property) to resolve the final design concept for the parcel adjacent to the Cross Seminole Trail bridge. Staff held a meeting with the applicant on November 4, 2015 in regards to the design of the project. A pre - application meeting was held on June 2, 2016 to discuss submittal requirements for the Final Engineering Plans. Submittal should occur in the near future. Inactive Development Projects The following is a list of inactive development projects that are currently in the development review process. If there has been no activity for an extended period of time, the project will be removed from this agenda item. Projects currently under construction The following is a list of projects that are currently under construction. At such time a Certificate of Occupancy has been issued, the project will be removed from the agenda item. Seven Oaks — Upon completion, this project will consist of 138 single - family units located south of Florida Avenue and north of Shepard Road. A re -plat to address issues with several lots adjacent to Boat Lake was approved by the City Commission at the January 26, 2015 meeting. To date, 132 units have been permitted, constructed, or completed. Winding Hollow Office Buildings - This project consists of a total of nine (9) single story office buildings located on the east and west sides of Winding Hollow Boulevard. Staff continues to monitor the resolution of the development of these sites, providing assistance when needed and appropriate. As updates become available on how these two sites will move forward, staff will provide that information in this update. This project will be removed from the next update unless there is any activity with the development. Economic Development Activities (Please be aware that some descriptions will be abbreviated because of confidentiality agreements) Staff continues to monitor potential business movements within Seminole County and the adjacent counties through involvement with the Seminole Economic Development and Education Network (SEDEN). Staff continues to meet with several small business ventures relative to occupying existing space and building new space. Staff is working on marketing and branding materials to utilize on the City website and in various national and international real estate development publications. FISCAL IMPACT: There is no fiscal impact associated with this agenda item. This information has also been posted outside City Hall, posted inside City Hall with additional copies available for the General Public, and posted at six (6) different locations around the City. Furthermore, this information is also available to any individual requestors. City Staff is always willing to discuss this Agenda Item or any Agenda Item with any interested individuals.
