SYNOPSIS: One of the responsibilities of the City Clerk is to provide the Mayor and City Commission with a submittal of all Meeting Minutes, as soon after a City Commission meeting as possible; so, that it is a reminder to the Mayor and City Commission, as to what transpired at their most recent meeting, and also provides a record of the actions and directives of the City Commission, for the future, and which becomes the official record. If the City Commission is in agreement with what the City Clerk provides in these Minutes, then the City Commission would be asked to Approve the Minutes, as submitted. Should the Mayor and /or City Commission feel something is not appropriately documented in these Minutes, then a Motion would be appropriate to have the Minutes changed to reflect what the majority of the City Commission would prefer. CONSIDERATIONS: This Agenda Item includes the Unapproved Minutes from the Monday, October 10, 2016 City Commission Regular Meeting. Even though these Minutes are being submitted by the City Clerk, (with proofing by Office of the City Clerk Staff), no other party has required that changes be made to the Minutes before being submitted. These Minutes are being submitted by the City Clerk for Approval by the City Commission. Office of the City Manager and Office of the Chief of Police REQUEST: Presenting on behalf of the Mayor and City Commission a "Life Saving Award" in honor of the efforts and contributions of Lieutenant Brad Heath. Chief of Police Kevin Brunelle, Police Department pointed out some recent life saving efforts made by Lieutenant Brad Heath, Police Department while he was on a cruise vacation and based on his exemplary assistance, Chief Brunelle presented Lieutenant Heath with the Police Department's "Life Saving Award ". Community Development Department REQUEST: The Community Development Department is advising the City Commission of the status of various development projects within the City. Information Services Department REQUEST: The Information Services Department requests authorization to dispose of surplus assets according to the attached disposition sheets. Public Works Department REQUEST: The Public Works Department requesting City Commission approval of Sorrelli + Partners, Inc, as the top ranked architectural consultant for the design of the Torcaso Park Fieldhouse under Request for Qualifications (RFQ) #071161BF. FISCAL IMPACT: This agenda item is only for the approval of Stab's recommended architectural consultant ranking and has no fiscal impact. Utility Department ;;;r13W REQUEST: The Utility Department requests authorization for the purchase and installation of a closed circuit TV sewer inspection unit from Environmental Products of Florida at a cost of $95,000. FISCAL IMPACT: 093" The CCTV camera and van interior build out is budgeted in the Utility Enterprise Fund at a cost of $95,000. RECOMMENDATION: The Utility Department recommends the City Commission authorize the purchase and installation of a closed circuit TV sewer inspection unit from Environmental Products of Florida at a cost of $95,000 payable from the Utility Enterprise fund. This Agenda Item was not discussed. CONSENT 303. Public Works Department REQUEST: The Public Works Department requesting authorization to enter into a contract agreement with The Middlesex Corporation for Asphalt Resurfacing of Various City Streets in the amount of $618,336.20 plus a 10% contingency, piggybacking off Seminole County Contract #IFB- 602096- 141BJC. FISCAL IMPACT: The project cost is $618,336.20 plus a 10% contingency, for a total authorization of $680,169.82, funded by the Infrastructure Surtax Fund (One Cent Sales Tax - 2nd Generation). Staff will notify residents and businesses that may be impacted by the asphalt resurfacing, as needed, several days in advance of construction. Asphalt resurfacing of City streets is performed without road closures and each segment can be milled and resurfaced in 1 -2 days. RECOMMENDATION: Staff recommends that the City Commission approve The Middlesex Corporation for Asphalt Resurfacing of Various City Streets in the amount of $618,336.20 plus a 10% contingency, funded from the Infrastructure Surtax Fund (One Cent Sales Tax - 2nd Generation), and authorize the City Manager and City Attorney to prepare and execute any and all applicable documents. No discussion. CONSENT 304. Police Department REQUEST: The Police Department requests approval of the Commission to purchase fifteen (15) new Panasonic "Toughbook 54" computers, for use by officers, to replace existing equipment which is reaching end of serviceable life. The computers are requested to be purchased through GovDirect, selected as the vendor via City purchasing policies and procedures, and will total $42,375. FISCAL IMPACT: This purchase comes from existing budgeted FY2017 funds using line code 001 -21 -2140- 560642. FISCAL IMPACT: There is no direct fiscal impact related to the adoption of the Ordinance other than staff and attorney time to prepare the Ordinance. This Ordinance was advertised for second reading on Thursday, September 29, 2016. 19 DIV- 11516111121004 Il 1110 The City Attorney and City Manager recommend that the City Commission consider, at its discretion, adoption of Ordinance No. 2016 -09 on Second and Final Reading. City Attorney Anthony A. Garganese read Ordinance 2016 -09 by "Title" only. Deputy Mayor Jean Hovey mentioned the recent Hurricane Matthew event, that she did not have power /internet service for almost forty (40) hours and as she does not receive emails on her mobile telephone, so she never received any of the update emails that were being sent out, during the Hurricane Matthew event. Commissioner Joanne M. Krebs asked if it was possible to sign up to receive text messages? Ms. Joanne Dalka, Director, Information Services Department noted this can be done through "Nixle" and said to the City Commission, "We can help you with that, we can help set you up." Deputy Mayor Hovey then mentioned that there are times when the City Manager or key City Staff email information only to the City Commission, and thought perhaps there should be a "protocol" set up for such situations. Chief Brunelle suggested, "If need be, we can deliver you a packet with notes - like that." City Manager Kevin L. Smith added, "We can text you updates." Community Development Department REQUEST: The Community Development Department and the City Attorney requests that the City Commission hold a Public Hearing for Second Reading and Adoption of Ordinance 2016 -08 which declares a temporary moratorium within the ,jurisdictional limits of the City of Winter Springs on Medical Cannabis activities. I W Ms"& -6 13- 191T40 1F There may be a de minimus fiscal impact associated with the passage of this ordinance since the ordinance prohibits the City from accepting payments for a business tax receipt for medical marijuana treatment centers. Office of the Mayor - The Honorable Charles Lacey Mayor Lacey mentioned the upcoming October 20`h, 2016 Tri- County League of Cities meeting which is being hosted by Winter Springs and being held at the Tuscawilla Country Club, and hoped that whomever could attend from Winter Springs, would do so. Secondly, Mayor Lacey spoke of the upcoming "ArtOBERfest" event being held on October 15`h and 16`', 2016 and pointed out that the Awards Ceremony would be held around 5:30 p.m., on Saturday, October 15t', and any Elected Officials in attendance could meet on Blumberg Boulevard, be recognized and participate in the Awards Ceremony. Office of Commissioner Seat One/Deputy Mayor - The Honorable Jean Hovey Commissioner Hovey also thanked Chief Brunelle for cutting his vacation short to be here during Hurricane Matthew and added, "We appreciate all that you did, all that the Police Department did, and l also want to thank our Public Works Department" for their help in cleaning up. Further, Commissioner Hovey remarked, "We appreciate all of them and we thank all of them for what they did because it is a huge undertaking - and thank you to everyone!" REPORTS 606. Office of Commissioner Seat Two - The Honorable Kevin Cannon Commissioner Kevin Cannon remarked about the LMARS (Lake Monroe Amateur Radio Society) group trying to assist with STEM (Science/ Technology /Engineering/Mathematics) activities and reported that a successful Astronomy meet was recently held at Trotwood Park. Next, Commissioner Cannon commented on his past many years of experience working Emergency Operations Centers (EOC's) and noted that "I know first -hand how an EOC is supposed to be run, and our EOC is the best run EOC I have ever seen." Continuing, Commissioner Cannon spoke of the communications that Captain Chris Deisler, Police Department sent out, and regarding Captain Matt Tracht, Police Department, Commissioner Cannon added, "He really deserves a round of applause. What he has put together with our City, and our EOC response capabilities, is second to none. I am so impressed with our capabilities and the citizens should realize that." Continuing, Commissioner Cannon also recognized the Public Works Department and thanked Mr. Kip Lockcuff, P.E., Director, Public Works/Utility Departments for his staff's efforts in this event. Commissioner Pam Carroll also thanked Chief Brunelle for cutting his vacation short and commended Captain Tracht, Captain Deisler, Police Officers for patrolling our streets; offered her appreciation to the Public Works Department for their work, and also thanked Manager Smith, Commissioner Carroll mentioned a cooperative effort with Seminole County on sandbags availability and thought that this could be explained more in depth to E= citizens. Additionally, Commissioner Carroll spoke of Parkstone's information related to Seminole County debris pick -up services and the difference with what Winter Springs offers. Chief Brunelle commented briefly on Nextdoor communications and information noted on their site. Continuing, Commissioner Carroll mentioned this weekend's "ArtOBERfest" event and hoped everyone could attend, and pointed out that the beer will be provided by Winter Springs' Red Cypress Brewery. Lastly, Commissioner Carroll said she had recently gone to the new Saigon Boulevard restaurant and enjoyed it. REPORTS 608. Office of Commissioner Seat Four - The Honorable Cade Resnick Commissioner Cade Resnick also commented on the excellent leadership shown this past weekend during the storm event. Secondly, Commissioner Resnick spoke of Nextdoor's communications, as well as live Facebook/live tweets which he thought were very helpful and offered his appreciation to the community for the information they sent out. Addressing "Vendor expectations "/communications Commissioner Resnick hoped this could be agreed to by the City Commission, and commented on trash vendors, to which Commissioner Resnick thought there seemed to be miscommunication on the part of a trash hauler. As to "Development' expectations ", Commissioner Resnick thought that perhaps guidelines for Developers could be included in applicable Agreements; and regarding "Community expectations ", Commissioner Resnick suggested perhaps Chief Brunelle could offer some suggestions and the Commission could agree on this and other expectations from such an event; and then everyone would have the same information to go by. Additionally, Commissioner Hovey commented on the Community Alliance Board which was looking for a Winter Springs representative. It was noted that Commissioner Resnick had participated in this capacity, that in the past some recent meetings were cancelled, and Commissioner Resnick explained more about this organization. Commissioner Cannon said, "That is a position I would be interested in, whenever you are ready to step down." At this time, Commissioner Resnick said he would continue to participate and Commissioner Hovey suggested that Commissioner Resnick could bring a status report back. Further brief comments.
