The Utility Department requesting approval for The Huntington Company to perform
repairs at the East Water Reclamation Facility in the amount of $68,953 plus a 20%
contingency.
SYNOPSIS:
This project consists of performing repairs to wastewater treatment plant at the East Water
Reclamation Facility (WRF) on Winter Springs Boulevard which includes taking the plant
out of service, removing accumulated debris, structural repairs to support ring and walls,
weir replacement, and additional influent trough repairs.
CONSIDERATIONS:
This project is needed to rehabilitate the wastewater plants at the East WRF. The two
steel treatment plants were built in 1972 and 1989 in a ring steel configuration which
provides aeration, clarification, and digestion of the wastewater. The highly corrosive
environment has deteriorated much of the steel structure requiring periodic welding to
reinforce the structure as needed. In addition, recent FDEP inspections performed in
conjunction with our operating permit renewal mandated some of these repairs be
completed by April 1, 2017.

The Huntington Company of Altamonte Springs performs this type of work and has
completed similar type of work for us in the past. Other vendors were contacted and
declined interest in this specialized scope of work.
Huntington's proposal for the scope of work is $68,953. A 20% contingency is requested
due to the likelihood that additional problems will be identified for repair when the plant is
removed from service. No disruption of wastewater service is anticipated during this
project which should be completed 30 days after commencement.
FISCAL IMPACT:
The project cost is $68,953 plus a 20% contingency funded by the Utility Enterprise Fund
Capital Improvements line code.

COMMUNICATION EFFORTS:
This Agenda Item has been electronically forwarded to the Mayor and City Commission,
City Manager, City Attorney /Staff, and is available on the City's Website, LaserFiche, and
the City's Server. Additionally, portions of this Agenda Item are typed verbatim on the
respective Meeting Agenda which has also been electronically forwarded to the individuals
noted above, and which is also available on the City's Website, LaserFiche, and the City's
Server; has been sent to applicable City Staff, Media/Press Representatives who have
requested Agendas /Agenda Item information, Homeowner's Associations/Representatives
on file with the City, and all individuals who have requested such information. This
information has also been posted outside City Hall, posted inside City Hall with additional
copies available for the General Public, and posted at six (6) different locations around the
City. Furthermore, this information is also available to any individual requestors. City Staff
is always willing to discuss this Agenda Item or any Agenda Item with any interested
individuals.
RECOMMENDATION:
Staff recommends the City Commission authorize The Huntington Company to perform
repairs to the East WRF at a cost of $68,953 plus 20% contingency for a total authorization
of $82,744 payable from the Utility Enterprise Fund Capital Improvements line code and
authorize the City Manager and City Attorney to prepare and execute any and all applicable
documents.
