HomeMy WebLinkAbout2016 05 09 Consent 306 Nursery Road Phase 3 Site AcceptanceCOMMISSION AGENDA ITEM 306 May 09, 2016 Regular Meeting REQUEST: Informational Consent X Public Hearings Regular KS City Manager KL Department The Public Works Department requesting the City Commission validate the Staff recommendation finding the Nursery Road Warehouse Phase 3 sitework to be built in substantial accordance with the Final Engineering plans, subject to satisfactory completion of the remaining open punchlist items. SYNOPSIS: Sitework for the Nursery Road Warehouse Phase 3 project is substantially complete and has been conditionally approved by the applicable City Departments. This agenda item provides the site acceptance necessary before a final certificate of occupancy can be issued by the building official. CONSIDERATIONS: APPLICABLE CODE: Section 9 -178. Required Improvements to be completed prior to building on lots; exceptions. (c) Where the building official has an authoritative method of assurance that the improvements will be completed in accordance with approved plans, such as withholding occupancy, the building official may issue building permits upon advising the developer that all or partial occupancy will be restricted until satisfactory completion of the improvements has be accomplished. The Nursery Road Warehouse Phase 3 project consists of a 12,000 SF warehouse building located on the north side of the intersection of Nursery Road and Talmo Street, east of US 17 -92. The Final Engineering Plans and a Developer's Agreement amendment were approved by the City Commission at the March 23, 2015 City Commission meeting. Sitework commenced in June 2015 and the building is expected to be complete and ready for occupancy within the next 60 days. This agenda item is for the conditional acceptance of the site improvements. The sitework has been constructed in substantial compliance with the Final Engineering plans approved by the City Commission, except as noted on the attached punchlist, Exhibit A. All items on the punchlist must be complete, subject to Staff approval, prior to issuance of the certificate of occupancy. FISCAL IMPACT: There is no fiscal impact associated with this agenda item. COMMUNICATION EFFORTS: This Agenda Item has been electronically forwarded to the Mayor and City Commission, City Manager, City Attorney /Staff, and is available on the City's Website, LaserFiche, and the City's Server. Additionally, portions of this Agenda Item are typed verbatim on the respective Meeting Agenda which has also been electronically forwarded to the individuals noted above, and which is also available on the City's Website, LaserFiche, and the City's Server; has been sent to applicable City Staff, Media/Press Representatives who have requested Agendas /Agenda Item information, Homeowner's Associations/Representatives on file with the City, and all individuals who have requested such information. This information has also been posted outside City Hall, posted inside City Hall with additional copies available for the General Public, and posted at five (5) different locations around the City. Furthermore, this information is also available to any individual requestors. City Staff is always willing to discuss this Agenda Item or any Agenda Item with any interested individuals. RECOMMENDATION: Staff recommends that the City Commission validate the Staff recommendation finding the Nursery Road Warehouse Phase 3 sitework to be built in substantial accordance with the Final Engineering plans, subject to satisfactory completion of the remaining open punchlist items. Complete final inspection and address all punchlist items 2. Provide Engineer of Record's certification letter to the City 3. FDEP Water Clearance Certification 4. Provide a complete set of record drawings accepted (hard copy and digital file) 5. Provide a letter from Engineer to SJRWMD certifying improvements ( SJRWMD standard certification form)
