HomeMy WebLinkAbout2016 05 09 Consent 302 Central Winds Park Overhead PowerCOMMISSION AGENDA ITEM 302 Informational Consent X Public Hearings Regular May 09, 2016 KS KL Regular Meeting City Manager Department REQUEST: The Public Works Department requesting authorization to have Duke Energy remove existing overhead power facilities in Central Winds Park at a cost of $63,216.84 plus a 10% contingency. SYNOPSIS: The Central Winds Park Roadway Improvements project starts construction in May 2016 and includes the undergrounding of existing overhead power lines in Central Winds Park by Duke Energy. The City desires to remove additional overhead power facilities at the north end of the park, at a cost of $63,216.84. CONSIDERATIONS: At the March 28, 2016 City Commission meeting, the Commission authorized awarding a construction contract to Cathcart Construction Company for the Central Winds Park Roadway Improvements project at a cost of $1.44 million. As part of the roadway improvements within Central Winds Park, Duke Energy will be undergrounding a portion of the existing overhead power lines to avoid conflicts with the roadway construction (see Exhibit A). Duke's undergrounding work to avoid roadway conflicts is at no cost to the City; however, it would require the installation of two new wood poles at the northern end of Central Winds Parkway, where there are already three existing wood power poles (see Exhibit B), for what would be a total of five poles. Consent 302 PAGE 1 OF 2 - May 09, 2016 Staff has worked with Duke Energy to develop a plan to eliminate all power poles at the northern end of Central Winds Parkway. This plan has a cost to the City of $63,216.84 and consists of the installation of a switchgear and two pad- mounted transformers in the vicinity of the three existing power poles. The undergrounding work would be performed in advance of roadway construction. FISCAL IMPACT: The cost to remove additional overhead power facilities at Central Winds Park is $63,216.84, funded by a supplemental appropriation from the Transportation Impact Fee Fund in the amount of $63,216.84. COMMUNICATION EFFORTS: This Agenda Item has been electronically forwarded to the Mayor and City Commission, City Manager, City Attorney /Staff, and is available on the City's Website, LaserFiche, and the City's Server. Additionally, portions of this Agenda Item are typed verbatim on the respective Meeting Agenda which has also been electronically forwarded to the individuals noted above, and which is also available on the City's Website, LaserFiche, and the City's Server; has been sent to applicable City Staff, Media/Press Representatives who have requested Agendas /Agenda Item information, Homeowner's Associations/Representatives on file with the City, and all individuals who have requested such information. This information has also been posted outside City Hall, posted inside City Hall with additional copies available for the General Public, and posted at five (5) different locations around the City. Furthermore, this information is also available to any individual requestors. City Staff is always willing to discuss this Agenda Item or any Agenda Item with any interested individuals. RECOMMENDATION: Staff recommends the City Commission authorize payment to Duke Energy in the amount of $63,216.84, plus a 10% contingency, to remove existing overhead power facilities in Central Winds Park and approve a supplemental appropriation of $63,216.84 from the Transportation Impact Fee Fund balance for the work.
