HomeMy WebLinkAbout2016 04 11 Informational 200 Development Projects in Winter SpringsCOMMISSION AGENDA ITEM 200 Informational X Consent Public Hearings Regular April 11, 2016 KS RS Regular Meeting City Manager Department REQUEST: The Community Development Department is advising the City Commission of the status of various development projects within the City. SYNOPSIS: The following is a list of development projects that are: 1) proposed, 2) active, 3) inactive or 4) currently under construction within the City of Winter Springs. Items which are listed below that have progressed since the last update are shown in bold type. Items which have not and do not appear likely to progress further in the review cycle are periodically removed from this agenda item. A list of Economic Development activities Staff is currently undertaking has been provided at the end of this report. CONSIDERATIONS: Proposed Development Projects The following is a list of proposed development projects which have received some review and comments from City Staff. These projects have not been formally submitted for review, but are only in preliminary discussion stages. At such time as these projects are submitted for formal review, they will be included on the list of active development projects. If there has been no activity for an extended period of time, the project will be removed from this agenda item. Informational 200 PAGE 1 OF 6 - April 11, 2016 Specialty Grocer /Quick Service Restaurant - Staff has engaged in initial discussion for a proposed development to be located south of the Mobile Gas station along the east side of Tuskawilla Road. More details will be provided when available. New Retail Area - Staff has met with interested parties regarding the development of approximately 60,000 square feet of retail within the triangular- shaped property located between the SR 434 and SR 419 rights -of -way and just east of the Budget Tree site. More details will be provided when available. Active Development Projects The following is a list of active development projects that are currently in the development review process. If there has been no activity for an extended period of time, the project will be included in the list of inactive development projects and, if there is no further activity for an extended period of time, the project will be removed from this agenda item. Cross Seminole Trail - The Cross Seminole Trail has a missing link from Layer Elementary to the west end of Old Sanford /Oviedo Road. Seminole County's planned connection will continue from the current terminus at Layer northerly adjacent to SR 419. It will then turn under the power easement in unimproved City right -of -way, cross the CSX railroad tracks and then connect to the existing trail end in the poser easement. Additional property along SR 419 and Layer Elementary is being donated by Bart Phillips to complete this section of the trail corridor that is needed. The trail /railroad crossing agreement between Seminole County and the CSX was finally approved on September 23, 2014 and funds for the construction of the crossing have been remitted to CSX. The State can now certify that a viable corridor exists which will allow the appraisals for the donated land to proceed. Once approved by the Governor and Cabinet in late 2015, the real estate closings should occur in the second quarter of 2016. Seminole County has the trail construction plans complete and they plan on proceeding with construction shortly after the land conveyances are completed. Staff is will be meeting with Bart Phillips on December 1, 2015 to discuss the land exchange. Discussions between the state and Mr. Phillips are currently ongoing to complete the transaction. A survey of the Phillips property (to be conveyed to the State) has been received and sent to the State. This item will be taken to Governor and cabinet in the near future. ICI - Final Engineering Plans and an Aesthetic Review were submitted for review on February 24. Pending the outcome of the Final Engineering Plan and Aesthetic Review, it is anticipated these items will be presented to the Planning & Zoning Board on April 13, 2016 and to the City Commission on April 25, 2016. Magnolia Park — The construction of the Magnolia Park Amphitheater is tied to the Cross Seminole Trail property conveyances timeline. Further progress is awaiting resolution of the trail property swap as detailed under "Cross Seminole Trail" above. Northern Oaks - Second and final reading of the annexation, large -scale future land use amendment and rezoning were approved at the February 22, 2016 City Commission meeting. Staff awaits submittal of final engineering and aesthetic review plans. Informational 200 PAGE 2 OF 6 - April 11, 2016 Nursery Road Warehouse, Phase III - The City Commission approved the Final Engineering Plan, Aesthetic Review and Modification to the Development Agreement on March 23, 2015. A pre - construction meeting was held on May 12, 2015. The building permit was issued in December, 2015. Site work is almost finished and the building construction is progressing. Nursery Road Warehouse Phase IV - The property owner has submitted a Final Engineering Plan for a 9,000 square foot flex space /warehouse building on the south side of Nursery Road, across from the Phase III warehouse development. The Final Engineering Plan is currently under staff review. Perkins Restaurant - Building plans have been submitted for an approximate 4,000 square foot Perkins Restaurant at the eastern end of the Hayes Road Plaza shopping center. The building plans are currently under review to ensure the restaurant is constructed in accordance with all applicable City and Florida Building Code requirements. Comments have been issued to the applicant. The owner is in the process of hiring a new contractor. The previous comments that were issued have not been addressed. Response to staff comments was submitted by the contractor on January 14, 2016. Not all of staffs comments were addressed. As soon as the remaining 3 building and 3 fire comments are addressed, the permit can be issued. The permit has been batch stamped and the applicant has been notified that the permit is ready for pick up. The applicant must provide a list of the subcontractors and a Seminole County Impact Fee statement. Plante Property((Tuskawilla Crossings) - The development site is located on the east side of Tuskawilla Road, south of SR 434. The project consists of a mixture of approximately 400 bungalow and estate lots with a commercial component. The applicant is currently in the process of addressing the staff comments related to the first submittal of the preliminary subdivision plan. Pollack Shores Apartments - The final engineering plans and Aesthetic Review were presented to the Planning & Zoning Board on December 2, 2015 and the City Commission on December 14, 2015. At the December 2, 2015 meeting, the Planning & Zoning Board forwarded a recommendation of approval for the Final Engineering Plans and Aesthetic Review to the City Commission. This item was presented to the City Commission at the December 14, 2015 meeting. This item was approved at the December 14, 2015 City Commission meeting. It is anticipated that construction will begin in the second quarter of 2016. Southern Oaks (Weaver /Toledo properties)- The project is located on the west side of DeLeon Street, north of SR 434. Of the 95 total units, 52 are located in Winter Springs, and 43 are located in Oviedo. Final Engineering Plans for the Winter Springs portion of the development are currently under review. The aesthetic review and final engineering plans were presented to the Planning and Zoning Board on June 10, 2015 and received a recommendation of approval. The aesthetic review, final engineering plans, and the Development Agreement were presented to the City Commission for consideration at their June 22, 2015 meeting. The Final Engineering Plans, Aesthetic Review and Development Agreement were approved at the June 22, 2015 City Commission meeting. A pre - construction meeting was held on October 6, 2015. Final details regarding the Development Agreement are being resolved. Details of the Development Agreement modification are being finalized between the applicant and the City. This item will be presented to the City Commission for final approval after the resolution of these issues. Informational 200 PAGE 3 OF 6 - April 11, 2016 Town Center Phase I (previously referred to as JDC Calhoun I) — The portion of the Town Center that was owned by Summer Falls, LLC was recently sold for $19.9 million. Staff has been in contact with the new owners and are working with these owners on approvals, signage, and to update them on the recent roadway improvements along the SR 434 frontage. Taste of Saigon, a new Vietnamese Restaurant, is scheduled to open in May /June 2016. Town Center Phase II — The final Concept Plan for Pollack Shores is currently being negotiated. On February 9, 2015 the City Commission approved the Concept Plan and Developer's Agreement for Pollack Shores. (see update under Pollack Shores Apartments). Staff met with representatives of the McDonald's restaurant to look over a proposal to add a second drive -thru ordering station to the site. This proposal has been reviewed by staff and comments have been provided to the applicant. Staff met with representatives of McDonalds on February 1, 2016 to discuss proposed modifications to the site. Additional updates will be provided as they become available. Vistawilla ALF (Watermark) - The final engineering and aesthetic review plans were approved by the City Commission at their February 22, 2016 meeting. Staff expects that the developer will schedule a pre - construction meeting in the near future. The applicant has submitted an application for the vacation and abandonment of the easement on the subject property. Winter Springs Retirement Residence (Hawthorne) - The proposal is for a 4- story, 144 suite Assisted Living Facility (ALF) located on State Road 434 adjacent to the north side of the Cross Seminole Trail bridge in the Town Center. Submittal of Final Engineering Plans and Aesthetic Review drawings are anticipated to be submitted in the near future. Staff is working with the applicant and the applicant on the Tuskawilla Crossings parcel (Plante property) to resolve the final design concept for the parcel adjacent to the Cross Seminole Trail bridge. Staff held a meeting with the applicant on November 4, 2015 in regards to the design of the project. It is anticipated the Final Engineering Plans will be submitted in April 2016. Inactive Development Projects The following is a list of inactive development projects that are currently in the development review process. If there has been no activity for an extended period of time, the project will be removed from this agenda item. (None) Projects currently under construction The following is a list of projects that are currently under construction. At such time a Certificate of Occupancy has been issued, the project will be removed from the agenda item. The RiZE — The project is located next to City Hall. The foundation has been completed. Permits for all six of the apartment building segments have been issued and construction continues. The builder held a "Topping Off' party on July 17, 2015 to celebrate the completion of the roof on the building. Construction continues on the buildings and the Informational 200 PAGE 4 OF 6 - April 11, 2016 interior amenities area which includes a pool and other recreational amenities. One of the six buildings has received and Certificate of Occupancy and residents area moving in. A grand opening is scheduled for late April /early May 2016. Jesup's Landing — This project will consist of 171 townhome in 30 buildings units on 17 acres of land located on the south side of Orange Avenue, behind Winter Springs High School in the Town Center. To date, twenty -seven (27) buildings have been permitted, are under construction, or completed. Seven Oaks — Upon completion, this project will consist of 138 single - family units located south of Florida Avenue and north of Shepard Road. A re -plat to address issues with several lots adjacent to Boat Lake was approved by the City Commission at the January 26, 2015 meeting. To date, 105 units have been permitted, constructed, or completed. The Greens at Tuscawilla - Upon completion this project will consist of 60 units in 15 buildings located on the south side of Winter Springs Boulevard adjacent to the Tuscawilla Country Club. The City Commission approved the re -plat for lots 9, 10, 11 and 12 on June 22, 2015. The City Commission approved the vacate of a portion of a drainage easement on Lot 20 at the July 27, 2015 meeting. Fourteen (14) of the planned fifteen (15) buildings are complete or under construction. Winding Hollow Office Buildings - This project consists of a total of nine (9) single story office buildings located on the east and west sides of Winding Hollow Boulevard. Staff continues to monitor the resolution of the development of these sites, providing assistance when needed and appropriate. As updates become available on how these two sites will move forward, staff will provide that information in this update. Economic Development Activities (Please be aware that some descriptions will be abbreviated because of confidentiality agreements) Staff has updated the Excellence in Seminole article for Winter Springs. This publication is used by the Metro Orlando EDC in marketing properties within Seminole County. Staff continues to monitor potential business movements within Seminole County and the adjacent counties through involvement with the Seminole Economic Development and Education Network (SEDEN). Staff is in the process of redesigning the City's economic development website to improve the navigation and increase the amount of content available for business decision - makers to consider. FISCAL IMPACT: There is no fiscal impact associated with this agenda item. COMMUNICATION EFFORTS: This Agenda Item has been electronically forwarded to the Mayor and City Commission, City Manager, City Attorney /Staff, and is available on the City's Website, LaserFiche, and the City's Server. Additionally, portions of this Agenda Item are typed verbatim on the Informational 200 PAGE 5 OF 6 - April 11, 2016 respective Meeting Agenda which has also been electronically forwarded to the individuals noted above, and which is also available on the City's Website, LaserFiche, and the City's Server; has been sent to applicable City Staff, Media/Press Representatives who have requested Agendas /Agenda Item information, Homeowner's Associations/Representatives on file with the City, and all individuals who have requested such information. This information has also been posted outside City Hall, posted inside City Hall with additional copies available for the General Public, and posted at five (5) different locations around the City. Furthermore, this information is also available to any individual requestors. City Staff is always willing to discuss this Agenda Item or any Agenda Item with any interested individuals.
