Home My WebLink About2016 04 11 Consent 301 Purchase of Playground EquipmentCOMMISSION AGENDA ITEM 301 REQUEST: Informational Consent X Public Hearings Regular April 11, 2016 KS CC Regular Meeting City Manager Department The Parks and Recreation Department requests Commission approval to enter into a contract agreement with REP Services Inc. for purchase of playground equipment in the amount of $130,851 plus a 10% contingency, piggybacking off of Clay County Board of County Commissioners RFP #13/14 -8. SYNOPSIS: The Moss Park playground has reached its useful life expectancy and is in need of immediate replacement. The proposed plan will both relocate and expand the playground facilities and will include equipment, shade covers, surfacing, borders, certified playground mulch and accessibility issues involved for safety. Relocation was recommended by the Police Department for safety reasons. Staff requests City Commission approval for the purchase of playground equipment from REP Services Inc. in the amount of $130,851 plus a 10% contingency. Work is scheduled to begin in July 2016. CONSIDERATIONS: • Moss Park playground equipment has reached its useful life expectancy. • New footprint for playground has larger capacity to include unique play features not found in any other parks. • Risk Management and Parks & Recreation have recommended replacement of Moss Park playground. • WS Police has recommended relocation of playground for more visibility & safety. • Replacement/expansion will include equipment, shade covers, surfacing, borders, certified playground mulch and all accessibility issues involved for safety. • We have restructured our department to have a FT employee become a playground Consent 301 PAGE 1 OF 2 - April 11, 2016 specialist to keep all our playgrounds safe & clean. • New parts on old equipment are not covered by any manufacturer's warranty. • Pictures of proposed Moss Park playground equipment attached herein (Exhibit A). • After Moss Park is completed, our prioritized replacement schedule for all parks will be continued until all playgrounds are replaced or satisfactorily repaired. FISCAL IMPACT: Project cost is $130,851, plus a 10% contingency, which will be funded from the Park Impact Fee Fund ($105,370) and the General Fund ($38,565). COMMUNICATION EFFORTS: This Agenda Item has been electronically forwarded to the Mayor and City Commission, City Manager, City Attorney /Staff, and is available on the City's Website, LaserFiche, and the City's Server. Additionally, portions of this Agenda Item are typed verbatim on the respective Meeting Agenda which has also been electronically forwarded to the individuals noted above, and which is also available on the City's Website, LaserFiche, and the City's Server; has been sent to applicable City Staff, Media/Press Representatives who have requested Agendas /Agenda Item information, Homeowner's Associations/Representatives on file with the City, and all individuals who have requested such information. This information has also been posted outside City Hall, posted inside City Hall with additional copies available for the General Public, and posted at five (5) different locations around the City. Furthermore, this information is also available to any individual requestors. City Staff is always willing to discuss this Agenda Item or any Agenda Item with any interested individuals. RECOMMENDATION: Staff recommends that the City Commission approve the authorization to enter into a contract agreement with REP Services Inc. for purchase of playground equipment for Moss Park in the amount of $130,851 plus a 10% contingency, and authorize the City Manager and City Attorney to prepare and execute any and all applicable documents.
