REQUEST:
The Police Department requests the Commission authorize the use of$2,500 from the Local
Law Enforcement Trust Fund to be utilized to install a communications radio antenna which
would assist in our response to emergency/critical incidents within our City, Seminole
County, and the State of Florida.
SYNOPSIS:
During critical incidents, the ability to communicate is one of the utmost essential
functions. Lack of communication may results in a unorganized response simply by not
knowing what is going on. The police department would like to add another layer of
redundancy to its communication program by placing/installing an antenna on the Shore
road cell tower in partnership with the Lake Monroe Amateur Radio Society. By doing so,
the City would have the ability to communicate essential, potentially life-saving information
back to our Emergency Operations Center, citizens and others within the County as well as
the State of Florida.
CONSIDERATIONS:
The City maintains a partnership with the Lake Monroe Amateur Radio Society. They have
become a force multiplier to our Emergency Management Plan and within our Emergency
Operations Center. When a situation arises and an emergency activation
occurs, this volunteer group performs to the highest level making sure our ham radio
communication systems continues to run. Should our public safety network go into fail safe
or worse go down this redundancy would allow us to communicate with other first
responders and citizens alike.

FISCAL IMPACT:
This is a one time expenditure of $2,500 dollars from LETF money to pay for the
installation of the radio antenna.
COMMUNICATION EFFORTS:
This Agenda Item has been electronically forwarded to the Mayor and City Commission,
City Manager, City Attorney/Staff, and is available on the City's Website, LaserFiche, and
the City's Server. Additionally, portions of this Agenda Item are typed verbatim on the
respective Meeting Agenda which has also been electronically forwarded to the individuals
noted above, and which is also available on the City's Website, LaserFiche, and the City's
Server; has been sent to applicable City Staff, Media/Press Representatives who have
requested Agendas/Agenda Item information, Homeowner's Associations/Representatives
on file with the City, and all individuals who have requested such information. This
information has also been posted outside City Hall, posted inside City Hall with additional
copies available for the General Public, and posted at five (5) different locations around the
City. Furthermore, this information is also available to any individual requestors. City Staff
is always willing to discuss this Agenda Item or any Agenda Item with any interested
individuals.
RECOMMENDATION:
Staff recommends the Commission approve the expenditure of funds from the Local Law
Enforcement Trust Fund in the amount of$2,500 to fund the cost of installation of a radio
antenna to aid our response to emergency/critical incidents within our City, Seminole
County, and the State of Florida..
