HomeMy WebLinkAbout2016 01 11 Informational 201 Duke Transmission Pole Replacement ProjectCOMMISSION AGENDA ITEM 201 Informational X Consent Public Hearings Regular January 11, 2016 KS KL Regular Meeting City Manager Department REQUEST: The Public Works Department requests the City Commission receive information regarding Duke Energy's planned replacement of power transmission line poles. SYNOPSIS: Duke Energy is currently planning for a transmission line rebuild and substation upgrades between Winter Springs and Oviedo. The project includes replacement of existing wooden transmission line poles with new concrete poles. Field review, design, and other pre - construction activities will occur in 2016 with construction expected to begin in early 2017. CONSIDERATIONS: . Duke Energy staff recently contacted City Staff about Duke's plans for the "Oviedo to Winter Springs Line Rebuild & Substation Upgrades" project. . The project scope consists of a 4.4 -mile rebuild of the power transmission lines from the Oviedo substation to the Winter Springs substation located near the intersection of Shore Road and Panama Road. Please refer to Exhibit A for an overall project map. . The project benefits are as follows: • Increased reliability • Provide means of redundancy in case of a power outage • Reduce operating and maintenance expenses • Support energy load growth Informational 201 PAGE 1 OF 3 - January 11, 2016 Duke's power transmission poles are the tallest power poles in the area and they generally run down the center of the power easement. The existing wooden transmission poles, which are approximately 60 -feet in height, will be replaced with concrete poles which are approximately 90 -feet in height (see Exhibit B). The new poles are designed to meet current code requirements and may provide a reduction in the number of transmission poles required. . The work at the Winter Springs substation off of Shore Road will take place entirely within the existing substation fence and it will primarily consist of equipment upgrades. . Construction of the transmission lines is scheduled to begin in early 2017. Duke Energy will begin pre - construction activities along the power line corridor in January 2016, consisting of surveying, soil borings, and light tree trimming. The light tree trimming consists of that needed at this time to perform site assessments, surveying, and soil boring activities. • During construction in early 2017, some trees may need to be trimmed or removed. A final determination will be made after final design and site reviews are completed by Duke Energy. • In preparation for the pre - construction activities, Duke will soon be starting a Public Engagement Plan for the project which will include an initial letter to all property owners abutting the power easement. The letter provides the scope and schedule of work and contact information for Duke's project representatives. • In some locations in Winter Springs, such as where the power easement abuts Davenport Glen and Carrington Woods, homeowners have extended fences well into the power easement. Where existing fences within the power easement are blocking Duke's access, Duke will work with the homeowners and install gates where needed. • Duke Energy has committed to keep the City and the impacted residents informed about the project and to make Duke staff available to address any questions or concerns. FISCAL IMPACT: There is no fiscal impact associated with this agenda item. COMMUNICATION EFFORTS: This Agenda Item has been electronically forwarded to the Mayor and City Commission, City Manager, City Attorney /Staff, and is available on the City's Website, LaserFiche, and the City's Server. Additionally, portions of this Agenda Item are typed verbatim on the respective Meeting Agenda which has also been electronically forwarded to the individuals noted above, and which is also available on the City's Website, LaserFiche, and the City's Server; has been sent to applicable City Staff, Media/Press Representatives who have requested Agendas /Agenda Item information, Homeowner's Associations/Representatives on file with the City, and all individuals who have requested such information. This information has also been posted outside City Hall, posted inside City Hall with additional copies available for the General Public, and posted at five (5) different locations around the Informational 201 PAGE 2 OF 3 - January 11, 2016 City. Furthermore, this information is also available to any individual requestors. City Staff is always willing to discuss this Agenda Item or any Agenda Item with any interested individuals.
