HomeMy WebLinkAbout2015 12 14 Consent 303 Winterspring Farm PlatCOMMISSION AGENDA ITEM 303 December 14, 2015 Regular Meeting REQUEST: Informational Consent X Public Hearings Regular KS City Manager RS Department The Community Development Department - Planning Division requests the City Commission approve a plat for Winterspring Farm, a three lot residential subdivision, and authorize the plat to be recorded. SYNOPSIS: The proposed Winterspring Farm subdivision consists of three lots and is located east of Via Capretti Road, and north of Dunmar Circle. The subdivision consists of portions of meets and bounds lots of record of the Dunmar Estates subdivision and a portion of the Dr. Mosely's replat, which was approved in 2005. CONSIDERATIONS: LAND USE & ZONING Zoning: R -C1 (Single - family dwelling district) Future Land Use: Rural Residential, Conservation, Conservation Overlay APPLICABLE REGULATIONS Chapter 177, Florida Statutes Chapter 9, City Code Winterspring Farm is a three lot subdivision located east of Via Capretti Road, and north of Dunmar Circle. The subdivision consists of portions of meets and bounds lots of record of the Dunmar Estates subdivision and a portion of the Dr. Mosely's replat, which was approved in 2005. The Winterspring Farm plat proposes a three lot subdivision consisting of a total of 19.77 acres. Lot 1 is proposed to be 6.54 acres, Lot 2 is proposed to be 6.67 acres, Consent 303 PAGE 1 OF 2 - December 14, 2015 and Lot 3 is proposed to be 6.56 acres. A 25-foot upland buffer, utility easement and Conservation Easement will be dedicated to the City of Winter Springs. Approval of a final subdivision plat is regulated by Chapter 9 of the City Code (various sections) and Chapter 177, Florida Statutes. Chapter 177, Florida Statutes requires the plat be fully executed by the owner(s) of record, by all mortgagees having an interest in the land to be subdivided, by the professional surveyor and mapper of record, and by the independent professional surveyor and mapper who reviews the plat for consistency with Chapter 177, Florida Statutes. City Staff including the City's independent surveyor, Southeastern Surveying and Mapping Corporation, have reviewed the plat and have no outstanding review comments. FISCAL IMPACT: There is no fiscal impact associated with this agenda item. COMMUNICATION EFFORTS: This Agenda Item has been electronically forwarded to the Mayor and City Commission, City Manager, City Attorney/Staff, and is available on the City's Website, LaserFiche, and the City's Server. Additionally, portions of this Agenda Item are typed verbatim on the respective Meeting Agenda which has also been electronically forwarded to the individuals noted above, and which is also available on the City's Website, LaserFiche, and the City's Server; has been sent to applicable City Staff, Media/Press Representatives who have requested Agendas/Agenda Item information, Homeowner's Associations/Representatives on file with the City, and all individuals who have requested such information. This information has also been posted outside City Hall, posted inside City Hall with additional copies available for the General Public, and posted at five (5) different locations around the City. Furthermore, this information is also available to any individual requestors. City Staff is always willing to discuss this Agenda Item or any Agenda Item with any interested individuals. RECOMMENDATION: Staff recommends the City Commission approve the Winterspring Farm plat and authorize the City Manager and City Attorney to prepare and execute any and all applicable documents.
