REQUEST:
The Community Development Department — Planning Division requests that the City
Commission, acting as the Development Review Committee (DRC) receive a presentation
for a proposed Assisted Living and Memory Care Community proposed to be located on the
east side of Tuskawilla Road, across from the intersection of Tuskawilla Road and Avery
Lake Drive.
SYNOPSIS:
Pursuant to Section 20-321(b)(2) of the Town Center District Code, the Planning Division
requests the City Commission, acting as the Development Review Committee (DRC),
receive a presentation from Watercrest Senior Living for a proposed Assisted Living and
Memory Care Community that will be developed with a three story, 64 unit Assisted Living
Facility (ALF), and one story memory care wing with 24 units. The subject property is 4.81
acres in size and, if the property is annexed will be located in the T4 zone (General Urban
Zone) of the Town Center.
The DRC review is preliminary and non-binding and is offered as a courtesy to the
applicant. Any comments and statements made by City officials at the preliminary review
are non-binding unless memorialized in a written agreement approved by the City
Commission. City staff and the applicant is only seeking feedback from the City
Commission. City staff is not proposing a written development agreement at this time, and
is not offering a formal recommendation pursuant to Section 20-321 (b)(2) of the Town
Center District Code.

DISCUS SION:
Watercrest Senior Living Group is proposing the construction of an Assisted Living and
Memory Care Community that will be developed with a three story, 64 unit Assisted
Living Facility (ALF), and one story memory care wing with 24 units. The subject
property is 4.81 acres in size and is currently in Seminole County. if the ALF/Memory
Care project were to move forward, the property would be annexed and assigned a T4
(General Urban Zone) zoning and Town Center future land use designation.
Representatives from Watercrest have elected to present this proposal to the City

Commission utilizing the non-binding preliminary feedback provision outlined in Section
20-321 (b)(2) of the Town Center District Code. As a courtesy to the applicant, this
provision of the Town Center Code permits an informal dialogue between a prospective
applicant and the City Commission to gain a non-binding and preliminary review in
regards to a proj ect proposed in the Town Center. City staff and the applicant can only
seek feedback from the City Commission and staff is not permitted to make a formal
recommendation.
Retirement homes, including Assisted Living Facilities require the approval of a Special
Exception from the City Commission to be permitted in the T4 (General Urban Zone) of
the Town Center. In the event the applicant proceeds with a formal submittal, the City
Commission will, at a later date, be asked to consider the approval or denial of the Special
Exception request to permit the use on the property. Additionally, the applicant will be
required to obtain approval of engineering plans and an Aesthetic Review from the City
Commission prior to construction.
FISCAL IMPACT:
There is no fiscal impact associated with this item at this time. If the applicant proceeds
with obtaining approval of final engineering plans and an Aesthetic Review, a fiscal impact
analysis will be prepared in accordance with the Comprehensive Plan.
COMMUNICATION EFFORTS:
This Agenda Item has been electronically forwarded to the Mayor and City Commission,
City Manager, City Attorney/Staff, and is available on the City's Website, LaserFiche, and
the City's Server. Additionally, portions of this Agenda Item are typed verbatim on the
respective Meeting Agenda which has also been electronically forwarded to the individuals
noted above, and which is also available on the City's Website, LaserFiche, and the City's
Server; has been sent to applicable City Staff, Media/Press Representatives who have
requested Agendas/Agenda Item information, Homeowner's Associations/Representatives
on file with the City, and all individuals who have requested such information. This
information has also been posted outside City Hall, posted inside City Hall with additional
copies available for the General Public, and posted at five (5) different locations around the
City. Furthermore, this information is also available to any individual requestors. City Staff
is always willing to discuss this Agenda Item or any Agenda Item with any interested
individuals.
RECOMMENDATION:
Staff requests the City Commission, acting as the Development Review Committee (DRC)
receive a presentation from Watercrest Senior Living for an Assisted Living and Memory
Care Community proposed to be located on the east side of Tuskawilla Road, across from
the intersection of Tuskawilla Road and Avery Lake Drive and offer any input regarding the
proj ect.
