SYNOPSIS: This Informational agenda item will discuss the findings of the 2015 Florida Department of Transportation Highway Safety Matrix. CONSIDERATIONS: The Florida Department of Transportation released the 2015 Highway Safety Matrix in January 2015. The matrices are designed to provide an objective data driven tool to compare cities of similar sizes to each other regarding the number of crashes with injuries and fatalities. Winter Springs is in the group of cities sized 15,000 to 74,999 residents. The 2015 matrices use data from the years 2009 to 2013. The matrix compares 94 cities in the State of Florida that are in that size group. Cities included are Altamonte Springs, Casselberry, Oviedo, and Sanford. Since there are 94 cities in the group, cities receive a number of 1 through 94 according to frequency. A city with the number 1 ranking has more crashes with injuries and fatalities in a given area than the city ranked 94. Again, this is compared to all cities in the State of Florida of similar size. There are ten different areas which the Department of Transportation has gathered data for comparison. The emphasized areas and our ranking in those areas are as follows: Total Fatalities and Iniuries— 87th Informational 202 PAGE 1 OF 3-September 14,2015 Impaired (both fatalities and injuries) —91st Bicycle related (both fatalities and injuries)—76th Motorcycle related (both fatalities and injuries)— 89th Pedestrian related (both fatalities and injuries)—90th Speed related (both fatalities and injuries)— 89th Occupant Protection (both fatalities and injuries) —93rd Aggressive Driving (both fatalities and injuries)— 87th Teen Drivers (both fatalities and injuries)— 89th Drivers over 55 years (both fatalities and injuries)—91st For comparison, the Total Fatalities and Injuries ranking of our Seminole County neighbors are: Altamonte Springs—76th Casselberry —4th Oviedo—72nd Sanford— 58th In summary, there is no other city within Seminole County that is included in this population grouping that has a lower ranking than Winter Springs. We would like to attribute this to our proactive enforcement of traffic violations, prompt response to traffic complaints and education programs aimed at various groups of drivers. The safety of the motoring public is of concern to us. Additionally, portions of this Agenda Item are typed verbatim on the respective Meeting Agenda which has also been electronically forwarded to the individuals noted above, and which is also available on the City's Website, LaserFiche, and the City's Server; has been sent to applicable City Staff, Media/Press Representatives who have requested Agendas/Agenda Item information, Homeowner's Associations/Representatives on file with the City, and all individuals who have requested such information. This information has also been posted outside City Hall, posted inside City Hall with additional copies available for the General Public, and posted at five (5) different locations around the City. Furthermore, this information is also available to any individual requestors. City Staff is always willing to discuss this Agenda Item or any Agenda Item with any interested individuals.
