HomeMy WebLinkAbout2015 08 24 Consent 300 East WRF Control ImprovementsCOMMISSION AGENDA ITEM 300 REQUEST: Informational Consent X Public Hearings Regular August 24, 2015 KS BF Regular Meeting City Manager Department The Utility Department is requesting authorization to enter into a contract agreement with Rocha Controls of Tampa for the East Water Reclamation Plant Control System Modifications and Programming at a cost of $61,337 plus a 20% contingency. SYNOPSIS: The East Water Reclamation Facility is in need of upgrades and modifications to the plants control system. Rocha Controls submitted the only cost proposal to perform the scope of work at a cost of $61,337. Work is scheduled to commence in October 2015. CONSIDERATIONS: This project is needed to upgrade the SCADA (Supervisory Control and Data Acquisition) system of the East Water Reclamation Facility. SCADA is need to remotely operate and monitor this facility 24 hours a day. The remote monitoring capability allowed us to reduce staffing to only 8 hours per day, 7 days per week. Staff retained Bailey Engineering Consultants (BEC) to develop the scope of work for this project. BEC has been CPH's primary electrical engineering sub - consultant for most of the Utility plant improvements completed over the last 25 years. Their most recent design is the Oak Forest Reclaimed Water Pumping and Storage Improvements which operates flawlessly. BEC's completed scope of work was sent to five qualified instrumentation and control vendors with a bid due date of June 23, 2015. Champion Controls Curry Controls DCR Rocha Controls West Palm Beach, FL Fort Lauderdale, FL Lakeland, FL Mulberry, FL Tampa, FL Rocha Controls submitted a bid of $61,337. All others declined to bid citing heavy workloads. BEC's recommendation letter to award to Rocha Controls is attached. A 20% contingency is recommended to address additional minor SCADA enhancements that are needed at other facilities. Rocha is anticipated to start work in October 2015 with a 90 day completion period. FISCAL IMPACT: The project cost is $61,337 which is budgeted in the Utility Enterprise Fund (line code 3600- 62100). BEC's estimated cost for shop drawing review and project oversight is $8,610. COMMUNICATION EFFORTS: This Agenda Item has been electronically forwarded to the Mayor and City Commission, City Manager, City Attorney /Staff, and is available on the City's Website, LaserFiche, and the City's Server. Additionally, portions of this Agenda Item are typed verbatim on the respective Meeting Agenda which has also been electronically forwarded to the individuals noted above, and which is also available on the City's Website, LaserFiche, and the City's Server; has been sent to applicable City Staff, Media/Press Representatives who have requested Agendas /Agenda Item information, Homeowner's Associations/Representatives on file with the City, and all individuals who have requested such information. This information has also been posted outside City Hall, posted inside City Hall with additional copies available for the General Public, and posted at five (5) different locations around the City. Furthermore, this information is also available to any individual requestors. City Staff is always willing to discuss this Agenda Item or any Agenda Item with any interested individuals. RECOMMENDATION: Staff recommends that the City Commission authorize the Utility Department to enter into a contract agreement with Rocha Controls of Tampa for the East Water Reclamation Plant Control System Modifications and Programming at a cost of $61,337 plus a 20% contingency payable from the Utility Enterprise Fund (line code 3600- 62100) and authorize the City Manager and City Attorney to prepare and execute any and all applicable documents. The advertisement for the referenced work was sent out to five (5) reputable control systems companies. We received one (1) bid from Rocha Controls (see attached). We have reviewed Rocha Controls' bid dated June 23 d, 2015 and spoken to them directly regarding their understanding of the project as presented in the RFP. It is our opinion that their bid represents an accurate understanding of the scope of work presented in the RFP. Based on all factors it is our recommendation that the City proceed with award of the said work to Rocha Controls. If you should require additional clarification please contact us.
