HomeMy WebLinkAbout2015 05 11 Informational 202 FDOT SR 434 ResurfacingCOMMISSION AGENDA ITEM 202 Informational X Consent Public Hearings Regular May 11, 2015 KS KL Regular Meeting City Manager Department REQUEST: The Public Works Department informing the City Commission about FDOT's planned resurfacing of S.R. 434 from S.R. 419 to Tuskawilla Road. SYNOPSIS: FDOT will be resurfacing S.R. 434 from S.R. 419 to Tuskawilla Road starting in May 2015 and completing in December 2015. CONSIDERATIONS: . The Florida Department of Transportation (FDOT) will be resurfacing S.R. 434 from S.R. 419 to Tuskawilla Road. Construction starts on or around May 11, 2015 and is scheduled to be complete in December 2015. The majority of the work will be performed at night between the hours of 7:00 PM and 7:00 AM. No lane closures will occur during daytime hours or any portion of the AM and PM peak periods. The work will be performed by Hubbard Construction Company, under contract with FDOT. The project cost is $2.35 million and includes: • Asphalt resurfacing • Extension of the S.R. 434 eastbound left turn lane at Central Winds Drive (access to schools and Central Winds Park) by approximately 600 -feet • Construction of a new sidewalk along the north side of SR 419 from SR 434 to Layer Elementary School • Sidewalk, curb ramp, and related pedestrian improvements at various driveways and intersections along S.R. 434 between S.R. 419 and Tuskawilla Informational 202 PAGE 1 OF 3 - May 11, 2015 Road. o Improvements to signage, striping, and existing traffic signals to meet current standards . The extension of the S.R. 434 eastbound left turn lane at Central Winds Drive addresses a major safety and operational concern for access to Winter Springs High School, Choices -In- Learning Charter School, and Central Winds Park. The turn lane extension is projected to be complete before school opens on August 17, 2015. At the S.R. 434 intersection with Doran Drive, the decorative stamped asphalt center circle and crosswalks will be removed. The crosswalks across S.R. 434 at Doran Drive will be replaced with decorative thermoplastic crosswalks having a brick pattern, similar to the recently installed crosswalks on Moss Road and matching the new decorative crosswalks that will be installed at the S.R. 434 / Tuskawilla Road intersection as part of the City's Market Square project. Replacement of the decorative center circle at Doran Drive would cost the City more than $50,000 and is not recommended due to the high installation and maintenance costs. Having decorative thermoplastic crosswalks (similar to the Red Bug Lake Road / Tuskawilla Road intersection) provide a decorative appearance at a reasonable cost to install and maintain. FDOT's resurfacing work on S.R. 434 will end just west of Tuskawilla Road. The resurfacing of the S.R. 434 / Tuskawilla Road intersection will be completed as part of the City's Local Agency Program (LAP) project for Market Square, which will be under construction during the same period as the FDOT resurfacing project. City Staff has worked closely with FDOT through the design process and will continue to do so during construction. COMMUNICATION EFFORTS: This Agenda Item has been electronically forwarded to the Mayor and City Commission, City Manager, City Attorney /Staff, and is available on the City's Website, LaserFiche, and the City's Server. Additionally, portions of this Agenda Item are typed verbatim on the respective Meeting Agenda which has also been electronically forwarded to the individuals noted above, and which is also available on the City's Website, LaserFiche, and the City's Server; has been sent to applicable City Staff, Media/Press Representatives who have requested Agendas /Agenda Item information, Homeowner's Associations/Representatives on file with the City, and all individuals who have requested such information. This information has also been posted outside City Hall, posted inside City Hall with additional copies available for the General Public, and posted at five (5) different locations around the City. Furthermore, this information is also available to any individual requestors. City Staff will be providing project information and points of contact to the area schools and homeowners associations along the project corridor.
