Home My WebLink About2014 10 27 Consent 303 Police Vehicle Purchase COMMISSION AGENDA Informational Consent X ITEM 303 Public Hearings g Regular October 27, 2014 KS KB Regular Meeting City Manager Department REQUEST: The Police Department requests Commission approval to purchase a 2014 Ford Escape from Bartow Ford in Bartow, Florida with funding from the Federal Law Enforcement Trust Fund, proceeds from the trade in three (3) vehicles that have reached their serviceable life as police vehicles, and proceeds from a recently auctioned police vehicle. SYNOPSIS: The Police Department has three (3) vehicles that are no longer a cost benefit to the city. Bartow Ford will provide the following trade-in values toward the purchase of the new 2014 Ford Escape: • 2004 Ford Expedition with over 111,000 miles for $1,000.00 credit. • 2006 Jeep Grand Cherokee with over 90,000 miles for $6,000.00 credit. • 2010 Ford Explorer with over 100,000 miles for $6,500.00 credit. Additionally, the Commission previously authorized the auction of the 2003 Chevrolet Impala which netted $1,175.00. Trading in the above vehicles that have exceeded their usefulness and utilizing funds from the auctioned police vehicle allows a $14,675.00 down payment toward the new 2014 Ford Escape. CONSIDERATIONS: The Police Department needs to assign a vehicle to an investigator who utilizes more space than a patrol officers and travels more frequently due to their assignment. The 2014 Ford Consent 303 PAGE 1 OF 2-October 27,2014 Escape will fit the need for this investigator. The cost for the 2014 Ford Escape is $19,500.00. Using the proceeds of three vehicles that are no longer a benefit to the city as trade-ins and using the proceeds of the 2003 Chevrolet Impala that went to auction makes the balance price for the new 2014 Ford Escape $4,825.00. The city bid quote process was used for this project. Although the Florida Sheriffs bid process is the lowest at $18,399.00, we would have to wait to possibly until January of 2015 for delivery. Bartow Ford has the vehicle on their lot with immediate availability. The third quote was the highest at $22,740.00. FISCAL IMPACT: Funding is requested from the Federal Law Enforcement Trust Fund in the amount of $4,825.00. The balance in the account now is $60,000.00. COMMUNICATION EFFORTS: This Agenda Item has been electronically forwarded to the Mayor and City Commission, City Manager, City Attorney/Staff, and is available on the City's Website, LaserFiche, and the City's Server. Additionally, portions of this Agenda Item are typed verbatim on the respective Meeting Agenda which has also been electronically forwarded to the individuals noted above, and which is also available on the City's Website, LaserFiche, and the City's Server; has been sent to applicable City Staff, Media/Press Representatives who have requested Agendas/Agenda Item information, Homeowner's Associations/Representatives on file with the City, and all individuals who have requested such information. This information has also been posted outside City Hall, posted inside City Hall with additional copies available for the General Public, and posted at five (5) different locations around the City. Furthermore, this information is also available to any individual requestors. City Staff is always willing to discuss this Agenda Item or any Agenda Item with any interested individuals. RECOMMENDATION: Staff recommends the Commission to approve the purchase the 2014 Ford Escape from Bartow Ford using the process outlined above.
