HomeMy WebLinkAbout2014 09 22 Consent Item 301 Landscape Maintenance Contract Consolidation for Town Center Phase ICOMMISSION AGENDA ITEM 301 Informational Consent X Public Hearings Regular September 22, 2014 KS RS Regular Meeting City Manager Department REQUEST: The Community Development requests that the City Commission approve the consolidation of two landscape maintenance contracts (Maki Landscaping, LLC with Dawnalee Corporation) for landscape maintenance services for the Town Center Phase I. SYNOPSIS: Maki Landscaping, LLC (Maki) entered into a contract with the City, effective April 1, 2014, for landscape maintenance services for the Phase I of the Town Center. Maki elected to terminate this contract effective August 30, 2014. Dawnalee Corporation has a current contract to perform all landscape and irrigation maintenance services along Blumberg Boulevard. Staff is requesting that the Maki scope of services be added to the Dawnalee contract. CONSIDERATIONS: Community Development staff has recently been reviewing all of the city's current landscape and irrigation maintenance contracts. Some of these contracts are very small but still require staff oversight. One of the improvements identified by staff was the potential to reduce the number of contracts currently in place to perform all of the City's needed landscape maintenance work. The Maki contract entailed maintenance work that is intricately located amid work that is already being performed by Dawnalee in the Phase I area of the Town Center. When Maki chose to terminate their contract, staff reviewed the scope -of- services and determined that this was an opportunity to gain efficiencies by reducing the number of contracts, especially since the work of both contracts is interwoven in the Town Center. Consent 301 PAGE 1 OF 2 - September 22, 2014 The consolidation of these two contracts achieves several of the goals of administering the City's landscape maintenance contracts. First, staff review of the contracts indicates that the small Maki contract should not have been awarded as a stand alone contract given the close proximity to the larger Dawnalee contract. In addition, the consolidation will help to maintain a consistency in the quality and timing of the maintenance work. The consolidation will also achieve one of the main goals identified by staff of reducing the number of contracts requiring staff oversight. FISCAL IMPACT: The incremental cost to the City of consolidating these two contracts is $109.80 per year which will more than be exceeded by the savings of not having to administer the additional contract. COMMUNICATION EFFORTS: This Agenda Item has been electronically forwarded to the Mayor and City Commission, City Manager, City Attorney /Staff, and is available on the City's Website, LaserFiche, and the City's Server. Additionally, portions of this Agenda Item are typed verbatim on the respective Meeting Agenda which has also been electronically forwarded to the individuals noted above, and which is also available on the City's Website, LaserFiche, and the City's Server; has been sent to applicable City Staff, Media/Press Representatives who have requested Agendas /Agenda Item information, Homeowner's Associations/Representatives on file with the City, and all individuals who have requested such information. This information has also been posted outside City Hall, posted inside City Hall with additional copies available for the General Public, and posted at five (5) different locations around the City. Furthermore, this information is also available to any individual requestors. City Staff is always willing to discuss this Agenda Item or any Agenda Item with any interested individuals. RECOMMENDATION: Staff recommends that the City Commission approve the consolidation of the Maki Contract scope -of- services with the Dawnalee (Blumberg Contract) scope -of- services in order to obtain higher quality services, reduce the number of small contracts requiring administration by staff, at a negligible cost to the City.
