Although this incident was not an emergency to our customers, you have the right to know what happened and what we are doing to correct this situation. The City of Winter Springs routinely monitors for drinking water contaminants. In addition to testing monthly for bacteria in the distribution system, the City also performs quarterly testing for the presence of disinfection by-products (DBPs). Total Trihalomethanes (TTHMs) are by-products of the reaction of the chlorine disinfectant with the natural organic and inorganic matter in the water. The state of Florida requires the use of a disinfectant to minimize the possibility of bacterial contamination in the drinking water distribution system. In 2012, the Environmental Protection Agency (EPA) enacted the Stage 2 DBP Rule requiring our water system to test and compute locational running annual averages (LRAA) for total TTHMs at each of our four sampling locations. In the past, the City was required to report a combined running annual average (RAA) of all samples collected throughout the distribution system and was able to meet the EPA’s requirements. Under the new rule, the compliance limits for TTHMs are calculated by averaging the results over the last four quarters at each location. We have just completed our fourth quarter testing as shown below. The Maximum Contaminant Level (MCL) set by the Florida Department of Environmental Protection (FDEP) for TTHMs is 80 parts per billion (ppb). This is not an emergency. If it had been, you would have been notified immediately. What should I do? You do not need to boil your water or take corrective actions. However, if you have specific health concerns, please consult your doctor. What corrective action is being taken? We plan to rotate the source wells to utilize the wells that are lowest in organics, which reacts with chlorine to form TTHMs. Increased flushing of the distribution lines may also help lower TTHM levels. The City is working with a consultant to design treatment plant improvements that will remove organic and inorganic material from the raw water in order to decrease the potential for TTHM formation. The City of Winter Springswill continue to monitor and report the TTHM results to you on a quarterly basis as long as the running annual average exceeds the MCL, as required by FDEP.
