REQUEST:
The Public Works Department requests the City Commission's authorization to execute a
task order with CPH, Inc. in the amount of $66,305.20 for the design of Central Winds Park
Roadway Improvements, funded by Transportation Impact Fees.
SYNOPSIS:
The Central Winds Park Roadway Improvements project consists of the northern extension
of Central Winds Parkway and the western extension of Orange Avenue from Jesup's
Landing to Central Winds Park. The project provides a key component of the Town Center
street network and it improves the safe and efficient access of vehicles and pedestrians
through Central Winds Park.
CONSIDERATIONS:
The Central Winds Park Roadway Network Master Plan (see Exhibit A) includes a
series of transportation improvements that: 1) improve vehicular access and
connectivity within Central Winds Park and the overall the Town Center District as it
continues to develop; 2) provide safer and more efficient access to and within Central
Winds Park for daily park use and special events; and 3) provide additional parking
spaces and safer pedestrian movements between parking areas and event locations.
The current phase of the project consists of the extension of Central Winds Parkway
from its current terminus north to Orange Avenue, and the extension of Orange
Avenue from its current terminus at Jesup's Landing west to Central Winds Park.
Please see Exhibit B for a Conceptual Plan of the proposed improvements. This
agenda item is requesting authorization for CPH, Inc. to proceed with the design and
Consent 300 PAGE 1 OF 3 - September 22, 2014
permitting of the improvements shown on Exhibit B.
Orange Avenue was improved in 2007 from Tuskawilla Road to Jesup's Landing.
The proposed Central Winds Park Roadway Improvements project will extend the
Orange Avenue improvements (road widening, drainage facilities, curb & gutter,
sidewalks, etc.) west into Central Winds Park.
Central Winds Parkway was improved in 2007 from Central Winds Drive to its
current terminus just past the main Central Winds Park entrance gate. The proposed
project will extend Central Winds Parkway north to where it will intersect the Orange
Avenue Extension at a new traffic circle.
At the completion of the proposed project, drivers will be able to proceed through
Central Winds Park and Orange Avenue on fully improved streets at all times of day.
Under the current conditions, Orange Avenue is gated at the back of Central
Winds Park and is closed off while the park is closed. The proposed project
also provides 44 new on-street parking spaces that will be centrally located within the
park along the west side of Central Winds Parkway. The new parking spaces will be
designed as "back-in angled parking," which is considered to be safer than head-in
parking, especially in high-volume pedestrian areas such as busy parks and shopping
centers. The project also includes a landscaped median along Central Winds
Parkway, similar to the existing median. The median promotes traffic calming and
reduces the possibility of drivers attempting to pull head-in to the back-in parking
spaces on the opposite side of the street.
The project will include decorative fencing and gates that will enable park staff to
continue to secure the parking area, ball fields, and park buildings. Gates will be
provided at vehicular and pedestrian entrance points. Also included in the project
will be provisions for the relocation of the existing mobile "park activity building"
(see Exhibit B), to a nearby secure area within the fenced portion of the park.
Relocating the mobile building will also create additional space in the grassed
amphitheater area for special events.
CPH recently completed a conceptual design analysis for the proposed improvements,
under Task Order #20 of CPH's Continuing Engineering Services Contract (RFQ#
008/08/BF). This agenda item is requesting authorization or Task Order #20-1 as an
amendment to Task Order #20 for the final engineering and permitting services
necessary to complete the project design. The total fee for the final design and
permitting is $66,305.20, to be funded by Transportation Impact Fees. Staff is
requesting a 10% contingency to cover any necessary additional scope of work items
identified during the design and permitting process.
The design is scheduled to be complete by early 2015 with construction to
immediately follow and be complete in the summer of 2015.

City of Winter Springs, Florida
Proposal No. PH1140631
Dear Mr. Luman:
Terracon Consultants, Inc. (Terracon) is pleased to present this proposal for providing a
geotechnical evaluation and for the above- referenced project. The purpose of the exploration is
to obtain geotechnical engineering data to assist in the design of the proposed roadway
improvements at the above- referenced site. This proposal outlines our understanding of the
project, presents a recommended scope of services, and contains a time and cost estimate for
providing those services.
A. SITE AND PROJECT DESCRIPTION
The project site is located at the existing Central Winds Park at 1000 Central Winds Drive in the
City of Winter Springs, Florida. The proposed project consists of an approximate 750 Lf.
extension of Central Winds Drive, reconstruction of approximately 1,200 Lf. of Orange Avenue,
and an approximate 400 U. extension of Orange Avenue. The expansion of existing and /or
addition of stormwater ponds may also be included.
B. GEOTECHNICAL SCOPE OF SERVICES
Terracon will perform a geotechnical investigation to facilitate design of the proposed
improvements and construction of the Project.

Proposal to Provide a Subsurface Exploration and Geotechnical Engineering Evaluation
Central Winds Park Roadway Improvements ■ City of Winter Springs, Florida
September 15, 2014 (Revised) a Terracon Proposal No. PH1140631
Our exploration is planned to include the following based on provided information:
® Stake boring locations and coordinate underground utility clearance at the site.
® Mobilization of truck drill rig and crew to the site.
■ Perform a total of eight (8) shallow manual auger borings to depths of about 5 feet within
the proposed roadway areas.
0 Perform up to three (3) machine auger borings to a depth of about 20 feet in the
proposed stormwater pond areas.
ff Obtain up to two (2) bulk samples for laboratory permeability testing.
v Perform visual classification and appropriate laboratory testing of the soil samples
obtained from the borings; as well as laboratory permeability testing on the obtained bulk
samples.
The exploration will be supervised by a qualified Geotechnical Engineer registered in the State
of Florida, and the results of the exploration will be presented in a geotechnical engineering
report. The report will address the following items:
■ Existing site conditions.
■ Exploration, testing and sampling methods.
■ Subsurface soil conditions encountered and soil classification.
■ Depth to groundwater at the time of the exploration and estimated seasonal high
groundwater levels.
■ A discussion of general site preparation techniques, fill compaction, fill suitability, etc.
■ Geotechnical design parameters to assist in pond design.
e General recommendations for pavements.
Fallowing preparation of roadway plans and profiles, we can review proposed roadway grades
for potential underdrain requirements.
C. GEOTECHNICAL PROJECT SCHEDULE
Based on our present schedule, we are prepared to mobilize to begin the field operations on this
project within about one (1) week of your authorization to proceed. We anticipate the field
portion of the study to be completed in approximately two (2) to three (3) days. Engineering
analysis, necessary laboratory work, and report preparation should be completed within
approximately two (2) weeks after the completion of field work.

D. COMPENSATION
A Scope of Services and Proposed Fee for geotechnical services is attached to this proposal
and will be applicable for services on this project. Our not -to- exceed fee for geotechnical
services for the described exploration is $5,690.00.
In computing this budget figure, we have assumed the site is accessible to our field crew, that
we have right of entry to the site, and that we will not experience excessive delays due to rubble
at borehole locations or for other reasons beyond our control. If such conditions are
encountered that could cause the cost of the exploration to exceed the budget figure, we will
notify the client and obtain approval for the additional work before we proceed.
E. AUTHORIZATION
To authorize us to proceed with this project, please execute and return to us a copy of the
Purchase Order.
F. CLOSURE
Terracon appreciates the opportunity to submit this proposal, and we look forward to working
with you on this project. If you have any questions, or if we can provide any additional
information, please feel free to call us at your convenience.
Sincerely,
