(NSP) Contract Modification COMMISSION AGENDA Informational ITEM 301 Consent x Public Hearings Regular September 08,2014 KS RS Regular Meeting City Manager Department REQUEST: The Community Development Department - Planning Division, is requesting that the City Commission approve a modification to an existing contract with National Sign Plazas Inc. (NSP) for development and design of an advertising/wayfinding signage program specific to the Town Center in the amount of$4,500. SYNOPSIS: On May 13,2014,the City of Winter Springs entered into an agreement with National Sign Plazas Inc. in the amount of $22,500 for the development of a unified Wayfinding Signage Program including engineering plans(FDOT compliant)to construct signage for all three tiers of the Wayfinding Program. Staff desires to amend the existing contract in order to add services to develop specific Advertising/Wayfinding Signage for the City of Winter Springs Town Center to include signage opportunities along SR 434. Amending the existing contract with National Sign Plazas Inc.will result in a$4,500 cost increase compared to the previous agreement. As a result, the revised contract with National Sign Plazas Inc. to include development and implementation of an Advertising/Wayfinding Signage Program specific to the Town Center will total$27,000. CONSIDERATIONS: The City solicited and received three(3)bid proposals for the Wayfinding Manual/Program. Three(3)bid proposals were received for the Wayfinding Manual/Program as follows: AECOM-$35,000 National Sign Plaza-$22,500 Bellomo Herbert-No Response The lowest qualified bidder,National Sign Plazas Inc.,originally was awarded a contract with the City of Winter Springs in the amount of$22,500 on March 13,2014. The agreement will result in a complete Wayfinding Manual/Program for the City including engineering plans (FDOT compliant)to construct signage for all three tiers of the City's wayfinding signage program. Funding in the amount of$25,000 was approved in FY 2013/14 for the 1 st phase of the program. Phases 2,3 and 4 will implement new signage in key locations throughout the City. The scope of the original contract did not include specific advertising signage for the City of Winter Springs Town Center. As a result,the revised scope of work includes the development of thematic designs and placement strategies to encourage traffic flow both to and within the Winter Springs Town Center. FISCAL IMPACT: Funding for the additional services requested pursuant to this agenda item in the amount of$4,500 will be expended from Community Development-Administration Division Line Code 1500-530314-002. Additionally, portions of this Agenda Item are typed verbatim on the respective Meeting Agenda which has also been electronically forwarded to the individuals noted above, and which is also available on the City's Website,LaserFiche, and the City's Server; has been sent to applicable City Staff, Media/Press Representatives who have requested Agendas/Agenda Item information, Homeowner's Associations/Representatives on file with the City,and all individuals who have requested such information. This information has also been posted outside City Hall,posted inside City Hall with additional copies available for the General Public,and posted at five(5)different locations around the City.Furthermore,this information is also available to any individual requestors. City Staff is always willing to discuss this Agenda Item or any Agenda Item with any interested individuals. RECOMMENDATION: The Community Development Department recommends that the City Commission approve the modification to an existing contract with National Sign Plazas Inc. (NSP)for development and design of an advertising/wayfinding signage program specific to the Town Center in the amount of$4,500.
