HomeMy WebLinkAbout2014 03 24 Regular 600 434 & Tuskawilla (Market Square) Concept Plan COMMISSION AGENDA     Informational Consent ITEM600 Public Hearings Regular X       March 24, 2014KSKL Regular MeetingCity ManagerDepartment         REQUEST: The Public Works Department requests the City Commission's approval of the Final Concept Plan for the design of Intersection Improvements at S.R. 434 and Tuskawilla Road (Market Square).   SYNOPSIS: The Intersection Improvements at S.R. 434 and Tuskawilla Road project consists of a series of safety, operational, and aesthetic improvements to Market Square and the surrounding streets including the Town Center Frontage Road.  The Final Concept Plan is based on input from many stakeholders including area businesses, residents, elected officials, FDOT, Seminole County, and City Staff.  After Concept Plan approval, the project will move immediately into the final design phase and it is expected to be funded for construction in 2015. CONSIDERATIONS: The Intersection Improvements at S.R. 434 and Tuskawilla Road project consists of a  comprehensive set of safety, operational, and aesthetic improvements to Market Square and the surrounding streets.   At the September 23, 2013 City Commission meeting, the Commission approved a  Stakeholder Outreach Plan that has been completed for the conceptual planning phase of the project.  The Stakeholder Outreach Plan included identifying and contacting all property owners, businesses, tenants, property managers, residents, agency officials, and elected officials who may have an interest in or be impacted in any way by the project.  This list of stakeholders included: Regular 600 PAGE 1 OF 3 - March 24, 2014   Winter Springs Mayor and City Commissioners  All Town Center tenants  All Town Center Property Managers  Publix  McDonald's  Current Town Center residents  Representatives of undeveloped properties in the area  FDOT  Seminole County Traffic Engineering  City Staff (Police, Parks, Urban Beautification, Community  Development, Public Works)   The City's design consultant, AECOM, in coordination with City Staff, conducted  stakeholder interviews over a period of two days from October 28-29.  During the interviews, the design team collected input and information about items such as current activities, business conditions, problems, and how improvements to the intersection and frontage road will benefit the stakeholders and the surrounding community.  The stakeholders provided detailed input that was given careful consideration by the design team.  Stakeholders that could not attend an interview session were followed up with to obtain their input.  Overall, there was a strong consensus from the stakeholders to proceed with the improvements as shown on the enclosed Final Concept Plan.     The Final Concept Plan will be the foundation for the remaining design process,  which consists of the preparation of final construction drawings and permitting documents.  The major improvements include:   Eliminating the southbound Tuskawilla Road right turn bypass lane that is  causing confusion for drivers; Providing a longer southbound Tuskawilla left turn storage lane;  Reconstructing the sidewalk curb ramps and crosswalks at all four branches of  the SR 434 / Tuskawilla Road intersection; Resurfacing the SR 434 / Tuskawilla Road intersection;  Increasing the southbound Tuskawilla Road to westbound S.R. 434 turning  radius Improving sight lines;  Creating a more functional Frontage Road along the north side of S.R. 434  between Tuskawilla Road and Doran Drive; Improving visibility for Town Center businesses at Market Square and along  the frontage road; Creating more space for turning movements between S.R. 434 and the frontage  road at the intersections; Major modifications to Market Square to improve its access, function, and  aesthetics; Installation of a 3 to 4 foot high wall between the frontage road and the SR 434;  travel lanes to provide visual and noise separation from the high-speed arterial and to provide more opportunities for Town Center tenant signage; Improving pedestrian comfort and safety by incorporating landscape and  hardscape enhancements; Eliminating the existing FDOT 5-foot wide sidewalk and making the 10-foot  Regular 600 PAGE 2 OF 3 - March 24, 2014 wide sidewalk along the existing Town Center storefronts to function as the public sidewalk;   The final engineering documents are scheduled to be complete in June 2014 and will  be submitted for City Commission approval prior to bidding.  The construction phase is approved for federal funding of up to $1.0 million, which is expected to be available in 2015.  The project is expected to be complete by July 2015.  FISCAL IMPACT: The transportation related aspects of the project are anticipated to be entirely federally funded. COMMUNICATION EFFORTS: This Agenda Item has been electronically forwarded to the Mayor and City Commission, City Manager, City Attorney/Staff, and is available on the City’s Website, LaserFiche, and the City’s Server. Additionally, portions of this Agenda Item are typed verbatim on the respective Meeting Agenda which has also been electronically forwarded to the individuals noted above, and which is also available on the City’s Website, LaserFiche, and the City’s Server; has been sent to applicable City Staff, Media/Press Representatives who have requested Agendas/Agenda Item information, Homeowner’s Associations/Representatives on file with the City, and all individuals who have requested such information. This information has also been posted outside City Hall, posted inside City Hall with additional copies available for the General Public, and posted at five (5) different locations around the City. Furthermore, this information is also available to any individual requestors. City Staff is always willing to discuss this Agenda Item or any Agenda Item with any interested individuals.   All participants in the design charretes have been notified of this agenda item. RECOMMENDATION: Staff recommends the Commission approve the Final Concept Plan for the design of Intersection Improvements at S.R. 434 and Tuskawilla Road (Market Square). ATTACHMENTS: 1.
