Poe in the Commission Chambers of the Municipal Building (City Hall, 1126 East State Road 434, Winter Springs, Florida 32708). Roll Call: Chairman William H. Poe, present Vice Chairperson Rosanne Karr, present Board Member Howard Casman, present Board Member Bart Phillips, present Board Member Helga Schwarz, present A moment of silence preceded the Pledge of Allegiance. Office Of The City Clerk Requesting Approval Of The July 6, 2011 Planning And Zoning Board/Local Planning Agency Regular Meeting Minutes. "I MOVE THAT WE APPROVE THE MINUTES FROM THE JULY 6, 2011 REGULAR MEETING AS CIRCULATED." MOTION BY VICE CHAIRPERSON KARR. SECONDED BY BOARD MEMBER CASMAN. DISCUSSION. AWARDS AND PRESENTATIONS AWARDS AND PRESENTATIONS 300. Not Used. 400. REPORTS No Reports were given. PUBLIC INPUT No one spoke. PUBLIC HEARINGS AGENDA PUBLIC HEARINGS 500. Community Development Department — Planning Division Requests The Planning And Zoning Board/Local Planning Agency Hold A Public Hearing To Consider A Modification To The Tuscawilla Greens Preliminary/Final Engineering Plan To Permit The Construction Of 60 Townhome Units On An 11.45 Acre Development Site Which Was Approved For The Construction Of 60 Condominium Units In 2008. The Subject Property Is Located On The South Side Of Winter Springs Boulevard, East Of The Tuscawilla Country Club. Mr. Brian Fields, P.E., City Engineer, Public Works Department presented this Agenda Item and displayed photographs of the proposed project adjacent to the Tuscawilla Country Club. Mr. Fields added, "The primary change is the sixty (60) unit condominium project is now proposed as a sixty (60) unit townhome unit development." CITY OF WINTER SPRINGS, FLORIDA MINUTES PLANNING AND ZONING BOARD /LOCAL PLANNING AGENCY REGULAR MEETING - SEPTEMBER 7, 2011 PAGE 3 OF Continuing, Mr. Fields then added, "A couple of minor changes is the — previous condominium buildings had three (3) driveways. One each on the outside units and a common driveway serving two (2) units on the inside. These are more traditional townhomes developments, so you have four (4) driveways per building." A brief overview of the Final Engineering Plan was discussed. Mr. Fields added, "Only the buildings have changed and that gets into the Aesthetic Review." Mr. Daniel X Thall, l lce President, Morgran Hanagei ?lent, LLC, 450 North Wvivore Road, Winter Park, Florida: addressed the Board Members and commented that the change to townhomes have marketability results versus financing difficulty for condominiums. Discussion ensued on the egress and ingress of the shared properties. Mr. Fields remarked, "We are going through the Plat review now, but basically this part, the shared would be common property only maintained by the HOA (Home Owner's Association) similar to how the streets will be; private street and gated community so that part will be part of that common area." Board Member Helga Schwarz asked, "How is any - visitor parking accommodated with this kind of configuration ?" Mr. Fields stated, "The only visitor parking would be the driveways. There is no visitor parking lot available." Brief discussion ensued on Deed Restrictions relative to parking. Chairman Poe opened the "Public Input" portion of this Agenda Item. No one spoke. Chairman Poe closed the "Public Input" portion of this Agenda Item. "I WILL MAKE A MOTION TO APPROVE ITEM `500' AS PRESENTED BY STAFF AS RECORDED IN THE AGENDA ITEM." MOTION BY CHAIRMAN POE. SECONDED BY BOARD MEMBER PHILLIPS. DISCUSSION. VOTE: BOARD MEMBER CASMAN: AYE VICE CHAIRPERSON KARR: AYE CHAIRMAN POE: AYE BOARD MEMBER SCHWARZ: AYE BOARD MEMBER PHILLIPS: AYE MOTION CARRIED. CITY OF WINTER SPRINGS, FLORIDA MINUTES PLANNING AND ZONING BOARD /LOCAL PLANNING AGENCY REGULAR MEETING - SEPTEMBER 7, 2011 PAGE 4 OF PUBLIC HEARINGS 501. Community Development Department — Planning Division Requests The Planning And Zoning Board Hold A Public Hearing To Consider The Aesthetic Review For 15 Townhome Buildings In Tuscawilla Greens, A 60 -Unit Townhome Development Located On The South Side Of Winter Springs Boulevard, East Of The Tuscawilla Country Club. Mr. Randy Stevenson, ASLA, AICP, Director, Community Development Department introduced this Agenda Item and displayed photographs of the proposed elevations of the buildings. Mr. Stevenson stated, "The Staff feels that this architectural change not only accommodates the townhouses but does meet the intent of the Aesthetic Review Ordinance established by the City." Continuing, Mr. Stevenson added, "We do recommend Approval of the Aesthetic Review for the Tuscawilla Greens project." Discussion ensued on the Tennis Courts. Mr. Stevenson remarked, "This is the infamous fourth tennis court. That is an ongoing negotiation and should not affect your Approval here tonight, but it will be part of the final Development Agreement and the Attorney's are also working on a fifth Modification to the Settlement Agreement - associated with this property. We are aware of that and the Applicants are aware of that, and that is being worked through at this point in time." Continuing, Mr. Stevenson added, "The ( Tuscawilla) Country Club is involved, obviously the property owner, Developer and the City (of Winter Springs)." Discussion. Chairman Poe opened the "Public Input" portion of this Agenda Item. No one spoke. Chairman Poe closed the "Public Input" portion of this Agenda Item. "I MAKE A MOTION WE APPROVE ITEM `50V AESTHETIC REVIEW FOR A SIXTY (60) UNIT TOWNHOME DEVELOPMENT, TUSCAWILLA GREENS ON THE SOUTH SIDE OF WINTER SPRINGS BOULEVARD EAST OF THE TUSCAWILLA COUNTRY CLUB." MOTION BY BOARD MEMBER SCHWARZ. SECONDED BY VICE CHAIRPERSON KARR. DISCUSSION. CITY OF WINTER SPRINGS, FLORIDA MINUTES PLANNING AND ZONING BOARD /LOCAL PLANNING AGENCY REGULAR MEETING — SEPTEMBER 7, 2011 PAGE 5 OF VOTE: BOARD MEMBER PHILLIPS: AYE VICE CHAIRPERSON KARR: AYE CHAIRMAN POE: AYE BOARD MEMBER SCHWARZ: AYE BOARD MEMBER CASMAN: AYE MOTION CARRIED. In other business, Mr. Stevenson gave an update on the efforts relative to the rewrite of the Town Center Code and stated, "Staff is involved in that at the present time." REGULAR AGENDA REGULAR 600.
