SYNOPSIS: The Community Development Department has received the Aesthetic Review Plans for Northern Oaks, a proposed 35-lot single-family residential subdivision on 20.48 acres located east of the intersection of State Road 434 and State Road 417. The applicant is requesting approval of the Final Aesthetic Review Plans. March 13, 2017 City Commission approval of the Northern Oaks Final Engineering plans and Waiver Requests November 2017 Sitework construction commenced and is currently in progress DISCUSSION: Project Overview Northern Oaks is a proposed single-family residential subdivision by Dream Finders Homes that is located on the north side of S.R. 434, east of the intersection of S.R. 434 / S.R. 417 interchange, consisting of 35 lots on 20.48 acres of land. The Final Engineering plans were approved by the City Commission at the March 13, 2017 City Commission meeting. At the time of Final Engineering approval, the original developer had not yet selected a homebuilder for the subdivision, thus an aesthetic review package was not presented for City Commission approval in conjunction with the Final Engineering plans. Dream Finders Homes will be the homebuilder for the subdivision, and the subject Aesthetic Review plans presented with this agenda item are from Dream product line. The subject property is zoned R-1 (One-family dwelling district). The applicant is currently constructing sitework for the 35-unit subdivision, which has a minimum lot size of 7,800 square feet and a minimum lot width of 60 feet. The proposed subdivision will feature seven home models, with the smallest model measuring 2,510 sq. ft. and the largest model measuring 4,345 sq. ft. The subdivision will be gated with private streets. Vehicular access to the site will be via a private street accessed off of S.R. 434. The private street proposed through the subdivision will end on a proposed cul-de-sac. Internal streets will consist of 50-foot of rights-of-way with 24-feet pavement width. Five foot wide sidewalks will be installed on both sides of the street. Additionally, there is a 0.62 acre tract fronting S.R. 434 that is reserved for future FDOT right-of-way dedication, if needed when S.R. 434 is widened from two to four lanes. The City Commission has also approved two waivers for minor modifications to the rear and side yard setbacks. Aesthetic Review Plans (Exhibit A attached): Pursuant to Section 9-603, which sets forth guidelines and minimum standards for Aesthetic Review packages, staff has utilized the criteria in Section 9-603 to determine the following: (1)The plans and specifications of the proposed project indicate that the setting, landscaping, April 4, 2018 Planning & Zoning Board Agenda, Item 400 34 Page of proportions, materials, colors, texture, scale, unity, balance, rhythm, contrast, and simplicity are coordinated in a harmonious manner relevant to the particular proposal, surrounding area and cultural character of the community. The project is located east of the intersection of State Road 434 and State Road 417. The entrance of the subdivision and the S.R. 434 frontage will have a screen wall and monument sign made of real brick. The entrance area will be decorated with landscaping, and a landscaped median in front of the gated entrance. The design of the proposed units includes several models of homes, including one- and two-story homes adorned with stacked stone and brick veneers, decorative columns, shingle siding, and neutral as well as complementary color schemes. The variation in angles, arches, and expression lines provide for variety amongst the models, but together are complementary of each other and the surrounding area. The architecture is complementary to the diverse styles of architecture that have been provided in the City. (2) The plans for the proposed project are in harmony with any future development which has been formally approved by the city within the surrounding area. The design of the proposed units are characteristic of the architecture that is provided citywide and is in harmony with the surrounding residential developments in the area. (3)The plans for the proposed project are not excessively similar or dissimilar to any other building, structure or sign which is either fully constructed, permitted but not fully constructed, or included on the same permit application, and facing upon the same or intersecting street within five hundred (500) feet of the proposed site, with respect to one or more of the following features of exterior design and appearance: a. Front or side elevations; b. Size and arrangement of elevation facing the street, including reverse arrangement; or c. Other significant features of design such as, but not limited to: materials, roof line, hardscape improvements, and height or design elements. The proposed units are designed to contribute to the quality architectural styles that are typical of the surrounding area. This project represents a positive addition to the City of Winter Springs. Significant design features include architectural design elements such as stacked stone and brick veneers, columns, arches over the entryways, a variety of angles and shapes of rooflines, and varying colors and facades of stucco throughout the multiple variations of units . (4)The plans for the proposed project are in harmony with, or significantly enhance, the established character of other buildings, structures or signs in the surrounding area with respect to architectural specifications and design features deemed significant based upon commonly accepted architectural principles of the local community. The proposed project enhances the character and overall aesthetics of the surrounding area. The City of Winter Springs is comprised of diverse architectural styles and, April 4, 2018 Planning & Zoning Board Agenda, Item 400 44 Page of therefore, the proposed project represents a positive addition to this area of the City. (5)The proposed project is consistent and compatible with the intent and purpose of this article, the Comprehensive Plan for Winter Springs, design criteria adopted by the city (e.g. Towne Center guidelines, SR 434 design specifications) and other applicable federal, state or local laws. The proposed project is consistent and compatible with the Comprehensive Plan and the design specifications and architectural styles that are characteristic to the City of Winter Springs. The final architectural plans will be reviewed for compliance with all building code criteria. (6)The proposed project has incorporated significant architectural enhancements such as concrete masonry units with stucco, marble, termite-resistant wood, wrought iron, brick, columns and piers, porches, arches, fountains, planting areas, display windows, and other distinctive design detailing and promoting the character of the community. The proposed units are designed to contribute to the quality architectural styles that are typical of the surrounding area. This project represents a positive addition to the City of Winter Springs. Significant design features include architectural design elements such as stacked stone and brick veneers, columns, arches over the entryways, a variety of angles and shapes of rooflines, and varying colors and facades of stucco throughout the multiple variations of units . FISCAL IMPACT: Approval of the Final Aesthetic Review plans allows the subject property to be developed into a single-family residential subdivision. Development of the subject property is anticipated to provide an taxable value. : COMMUNICATION EFFORTS The Meeting Agenda and this Agenda Item have been forwarded to the Planning and Zoning Board members and are available r. The Agenda has been forwarded to the Mayor and City Commission; City Manager; and City Attorney/Staff. Additionally, the Meeting Agenda has been sent to media/press representatives, Associations on file with the City, all individuals who have requested Agenda information, Department Directors; and also posted outside City Hall; posted inside City Hall with additional copies available for the general public. STAFF RECOMMENDATION: Staff recommends that the Local Planning Agency/Planning & Zoning Board forward a recommendation of approval to the City Commission for the Final Aesthetic Review for Northern Oaks.
