A moment of silence was followed by the Pledge of Allegiance. Office Of The City Clerk The Office Of The City Clerk Requests That The Planning And Zoning Board/Local Planning Agency Review And Approve The Wednesday, May 3, 2017 Planning And Zoning Board /Local Planning Agency Regular Meeting Minutes. MOTION TO APPROVE THE MINUTES FROM THE WEDNESDAY, MAY 3, 2017 REGULAR MEETING MINUTES. MOTION BY VICE - CHAIREPERSON BROWN. SECONDED BY BOARD MEMBER PHILLIPS. DISCUSSION. VOTE: BOARD MEMBER PHILLIPS: AYE CHAIRPERSON HENDERSON: AYE BOARD MEMBER MILLER: AYE VICE - CHAIRPERSON BROWN: AYE BOARD MEMBER MAH: AYE MOTION CARRIED. PUBLIC HEARINGS AGENDA PUBLIC HEARINGS 400. Community Development Department — Planning Division The Community Development Department Requests That The Local Planning Agency /Planning And Zoning Board Hold A Public Hearing To Consider Ordinance 2017 -11 Updating The List Of Permitted Uses In The C -2 Zoning District To Include Storage Of Untagged Vehicles Associated With An Automotive Sales Dealership. Mr. Brian Fields, Director, Community Development Department thanked the Board for their flexibility regarding the meeting schedule. On a related note, Mr. Fields proposed, "Being that we scheduled this meeting for June 21 ", our normal meeting in July would be the first Wednesday, which would be the 5a'. If there are no objections, we currently have no Agenda Items, we will probably cancel that meeting and get back on our regular schedule starting with the first Wednesday in August going forward." With no objections voiced, Mr. Fields stated, "Sounds good." Next, Mr. Fields presented this Agenda Item and remarked, "What we figured out was that we really didn't have a Use anywhere in our [City] Code for storage of untagged vehicles." Mr. Fields remarked about the property's history, F -.7 noted the Applicant had taken great care of the property thus far, and the current restrictions in place by the City Code. Expanding on the conditions, Mr. Fields explained, "What is requires is — the storage visible from residential property has to be screened by an eight foot (8') wall. In this case — residential property is on Shepard Road, it abuts Shepard Road now." In addition, Mr. Fields mentioned a landscape buffer requirement. Images of the site plan were shown with additional comments. Board Member Kok Wan Mah asked about other locations in the City zoned C -2 (General Commercial) Zoning District. Mr. Fields pointed out on a map several locations zoned C- 2 (General Commercial) Zoning District and added, "I think most of those properties would have a very tough time meeting the eligibility requirements." Mr. Fields also pointed out how small the other locations were in comparison. Brief discussion followed on fences and setbacks. Chairperson Henderson opened "Public Input" No one spoke. Community Development Department — Planning Division The Community Development Department Requests The Planning And Zoning Board/Local Planning Agency Hold A Public Hearing For Consideration Of The Aesthetic Review Documents For The Proposed Exterior Renovations To The McDonald's Located At The Northeast Corner Of The State Road 434 /Tuskawilla Road Intersection. Mr. Fields introduced the Agenda Item and commented further on the interior and exterior renovations including updates that would adhere to ADA (Americans with Disabilities Act) Standards. Mr. Fields commented further on the addition of a second drive -thru ordering station and repaving of the handicapped parking spaces. Continuing, Mr. Fields remarked about aesthetic aspects of the project including various elevations of the building, used materials, finishes, and colors, and signage. Ms. Nikki Cianchetti, Associate, CPH, Inc., 500 West Fulton Street, Sanford, Florida: introduced herself and her colleague, Mr. Mark Guimond, Senior Architectural Designer. Board Member Mah inquired about any increases or decreases in the net number of parking spaces available. Ms. Cianchetti replied, "I believe we do have a net decrease in the parking spaces. I think it's to accommodate the new ADA (Americans with Disabilities Act) striping stalls." Referring to the site plan, Ms. Cianchetti stated, "So, it's a difference of three (3) parking stalls." Further discussion followed on parking and dual ordering stations and Ms. Cianchetti noted, "What we have found is when the drive -thru is more efficient, people tend to use the drive -thru more often thereby not needing as many parking stalls."
