The subject property is 2.39acres in size and is located on the southeast corner of the intersection ofUS 17-92 and SR 419.The Final Engineering Plans propose the construction of a 5,411square foot convenience store and gasstation with approximately twenty (20) fuel pumps under a canopy. May 5, 2013 –City Commission approved the Final Engineering Plans and Aesthetic Review. May 5, 2015 –Final Engineering Plans expired. DISCUSSION: Final Engineering Plan On May 5, 2013,the City Commission approved the Final Engineering Plans and Aesthetic Review for the RaceTracconvenience store and associated gas station. Due to the widening of US 17-92, the RaceTracproject was placed on hold until the roadway widening project was closer to completion. The previous approvals of the Final Engineering and Aesthetic review have since expired. The applicant hasre-submitted the Final Engineering Plans and Aesthetic Review. The Final Engineering Plansare consistent with the previously approved plans, consisting of the construction of a 5,411square foot convenience store and gasstation with approximately twenty (20) fuel pumps under a canopy. The convenience store is slightly smaller than the store shown on the previously approved plans. Currently, the northern portion of the site is an abandoned Hess gasoline station. TheFinal Engineering Plan proposethe demolition of anexisting Hess station located on the northern portion of the site. The proposed demolition includesremoval of all existing above ground and underground improvements. In addition to the demolition of the Hess station on the northern portion of the site, several one story structures and existing signs are proposed for demolition on the southern portion of the site. On March 11, 2013, the City Commission approved an Annexation Agreementfor the proposed development.Per the provisions of this agreement,the Final Engineering Plan details the reconfiguration of an existing billboard which exists on the southern portion of the site. This billboard will remain in its current location,but will be raised to a higher height to permit it tobe visible over thecanopy that is proposed adjacent to US 17-92.Additionally, this agreement controls building architecture and site signage. A total of 37 parking spaces are proposed on site to accommodate the convenience store portion of the development. A stormwater retention pond is proposed at the northeastern corner of the site, adjacent to the US 17-92/SR 419 intersection. This section of US 17-92 is scheduled for widening in approximately 2015. A sidewalk will be provided along the US 17-92 frontage in conjunction with the road widening.The Florida Department of Transportation (FDOT) will construct this sidewalk. Per the City’s Code of Ordinances, asidewalk is requiredalong the SR 419 frontage. The Florida Department ofTransportation (FDOT) requested this sidewalk to endon the south side of the SR 419 access pointas this is a “logical terminus”point for the sidewalk.Vehicular access to the site will be via twoaccess points, with one on US 17-92 and the other on SR 419. March1, 2017 Planning & Zoning Board, Item 400 35 Page of Aesthetic Review The attached Aesthetic Review package includes all of the submittal requirements for aesthetic reviewsasset forth in Section 9-600 through 9-607 and include the following: (a) a site plan; (b) elevations illustrating all sides of structures facing publicstreets or spaces; (c) illustrations of all walls, fences, and other accessory structures and the indication of height and their associated materials; (d) elevation of proposed exterior permanent signs or other constructed elements other than habitable space, if any; (e) illustrations of materials, texture, and colors to be used on all buildings, accessory structures, exterior signs; and (f) other architectural and engineering data as may be required. The procedures for review and approval are set forth in Section 9-603. The City Commission may approve, approve with conditions, or disapprove the application only after consideration of whether the following criteria have been satisfied: (1) The plans and specifications of the proposed project indicate that the setting, landscaping, proportions, materials, colors, textures, scale, unity, balance, rhythm, contrast, and simplicity are coordinated in a harmonious manner relevant to the particular proposal, surrounding area and cultural character of the community. The project is locatedon the southeast corner of the intersection of US 17-92 and SR 419on the site of a former Hess gas station.The design of the proposed building includes architectural design elements such asstone veneer, awnings, wood slats,stucco,androofelements with metal shingles.Awater tableis provided around the perimeter of the proposed building to help break up blank expanses on the façade. The applicant worked with staff in providing distinctive design details such as faux windows with awnings on the portions of the building fronting SR 419, and a slight “pop-out”of the front façade of the building at the entry doors to allow architectural variation which adds to the quality of the proposed building.Staff feels that this project incorporates numerous quality design elements that are promoted Citywide. Additionally, the architecture is consistent with what was previously approved by City Commission in 2013. (2) The plans for the proposed project arein harmony with any future development which has been formally approved by the City within the surrounding area. The design of the proposed building is an upgrade to the surrounding area and exhibits architecture that exceeds a typical gas station and convenience store. (3) The plans for the proposed project are not excessively similar or dissimilar to any other building, structure or sign which is either fully constructed, permitted but not fully constructed, or included on the same permit application,and facing upon the same or intersecting street within five hundred (500) feet of the proposed site, with respect to one or more of the following features of exterior design and appearance: (A)Front or side elevations, (B)Size and arrangement of elevation facing the street, including reverse arrangement, (C)Other significant features of design such as, but not limited to: materials, roof line, hardscape March1, 2017 Planning & Zoning Board, Item 400 45 Page of improvements, and height or design elements. The proposed building iselegantly designed and is a significant upgrade to the site, and to the surrounding area. This project represents a positive addition to the City of Winter Springs. Significant design features include astone veneer, awnings, fiber cement siding, stucco,water table, and pitched roofelements with metal shingles. (4) The plans for the proposed project are in harmony with, or significantly enhance, the established character of other buildings, structures or signs in the surrounding area with respect to architectural specifications and design features deemed significant based upon commonly accepted architectural principles of the local community. The proposed projectdoes enhance the character and overall aesthetics of the surrounding area. The local community is comprised of different architectural styles and, therefore, the proposed project represents a positive addition to this area. (5) The proposed project is consistent and compatible with the intent and purpose of this Article, the Comprehensive Plan for Winter Springs, design criteria adopted by the city (e.g. Town Center guidelines, SR 434 design specifications) and other applicable federal state or local laws. The proposed project is consistent and compatible with the Comprehensive Plan and the Annexation Agreement which was approved by the City Commission on March 11, 2013.The final architectural plans will bereviewed for compliance with all building code criteria. (6) The proposed project has incorporated significant architectural enhancements such as concrete masonry units with stucco, marble, termite-resistant wood, wrought iron, brick, columns and piers, porches, arches, fountains, planting areas, display windows, and other distinctive design detailing and promoting the character of the community. The project has incorporated a number of features such as a stone veneer, awnings, fiber cement siding, stucco,water table, pitched roofelements with metal shinglesandupgraded landscaping.The applicant worked with staff in providing distinctive design details such as faux windows with awnings on the portions of the building fronting SR 419, and a slight “pop- out”of the front façade of the building at the entry doors to allow architectural variation which adds to the quality of the proposed building. FINDINGS: 1.The proposed elevations are consistent with the Aesthetic Review requirements prescribed in the City Code of Ordinances. 2.The elevations include detailing and attention adding to their appearance and the quality of the development. 3.The proposed development utilizes colors and materials that complement the adjacent developments in the surrounding area. 4.The proposed development is located within the City of Winter Springs: it has a Commercial March1, 2017 Planning & Zoning Board, Item 400 55 Page of Future Land Use designation and is located within the C-2 (General Commercial) zoning district. FISCAL IMPACT: The redevelopment of thesubject property into the RaceTracgas station is anticipated to increase commercial tax revenue for the City. COMMUNICATION EFFORTS: TheMeeting Agenda and this Agenda Item havebeen forwarded to the Planning and Zoning Board members and are available on the City’s Website, LaserFiche, and the City’s Server. The Agenda has been forwarded to the Mayor and City Commission; City Manager; and City Attorney/Staff.Additionally, the Meeting Agenda has been sent to media/press representatives,all Homeowner’s Associations on file with the City, all individuals who have requested Agenda information, Department Directors; and also posted outside City Hall; posted inside City Hall with additional copies available for the general public. RECOMMENDATION: Staff recommends that the Planning & Zoning Board forward a recommendation of approval to the City Commission for theFinal Engineering Plansand Aesthetic Review for RaceTrac.
