The Community Development Department requests that the City Commission review the
attached Wayfinding Signage documentation and approve Resolution 2016 -12 which
indicates the City Commission's support for a Wayfinding Sign System Plan and adopts the
criteria to be used for the signs.
SYNOPSIS:
For many years there have been discussions about a wayfinding signage program for the
City of Winter Springs. Staff has identified a three- tiered system of signage for the City
ranging from tier -one which represents signage along the state roadways in the City to tier -
three which includes pedestrian -scale signage in the Town Center and other areas of the
City.
The Resolution that is the subject of this request is part of the approval process from the
Florida Department of Transportation (FDOT) for the tier -one signage locations and design.
CONSIDERATIONS:
Pursuant to direction given by the City Commission, staff has identified a three- tiered
wayfinding signage system for the City. As previously explained, tier -one involves the
signage to be located along the state roadway system through Winter Springs, therefore,
these signs are located primarily along SR 434 and SR 419. In an effort to keep the signs
uniform and to address all signage that staff believed should be a part of the tier -one
implementation, there are also some signs on Tuskawilla Road and Moss Road. Also, tier -
one requires the most rigorous efforts relative to state involvement in the permitting process.

Subsection 14- 51.051 (3) Florida Administrative Code (FAC), requires local governments
interested in using wayfinding signage along the state highway system to establish
destination criteria for such wayfinding signage, and authorizes local governments to use
the general signage destination criteria found in 14- 51.051, FAC, for this purpose.
Subsection 14- 51.051 (7) requires that wayfinding signs be designed, installed and
maintained in accordance with the standards referenced in subsections 14 -51 -014 (7) and
(8), FAC.
Subsection 14- 51.051 (8), FAC, requires local governments to be responsible for planning,
design, installation, and maintenance of all wayfinding signage, including those on the state
highway system.
Subsection 14- 51.051 (9), FAC, requires local governments to submit their wayfinding
signage plans to the FDOT to initiate the FDOT's permitting process.
This agenda item is intended to fulfill the requirements enumerated above as well as those
detailed in Subsection 14- 51.051 (3), FAC, which states that local governments shall
develop and approve through local resolution the criteria for the destinations shown on the
community wayfinding guide sign system plan. The intent of this signage is to provide
guidance and navigation information to local cultural, historical, recreational, and tourist
activities. No destination will be displayed for the purpose of advertising.
The attached guidelines have been reviewed by the FDOT and the next step is to secure
local support of these guidelines by resolution form the City Commission.
If Resolution 2016 -12 is approved by the City Commission, the Wayfinding Signage
System Plans will be sent back to FDOT with the requested changes and will be reviewed a
second time. Once FDOT has approved the plans, the City will be in a position to fund and
install signage in accordance with the overall guidelines. The individual signs will also be
permitted through FDOT.
FISCAL IMPACT:
There is no immediate fiscal impact directly related to the approval of Resolution 2016 -12.
The City Commission will be able to approve funding through the budget process for
implementation of the signage program. The timing of this funding and implementation is
entirely at the discretion of the City Commission.
COMMUNICATION EFFORTS:
This Agenda Item has been electronically forwarded to the Mayor and City Commission,
City Manager, City Attorney /Staff, and is available on the City's Website, LaserFiche, and
the City's Server. Additionally, portions of this Agenda Item are typed verbatim on the
respective Meeting Agenda which has also been electronically forwarded to the individuals
noted above, and which is also available on the City's Website, LaserFiche, and the City's
Server; has been sent to applicable City Staff, Media/Press Representatives who have
requested Agendas /Agenda Item information, Homeowner's Associations/Representatives
on file with the City, and all individuals who have requested such information. This
information has also been posted outside City Hall, posted inside City Hall with additional
copies available for the General Public, and posted at six (6) different locations around the

City. Furthermore, this information is also available to any individual requestors. City Staff
is always willing to discuss this Agenda Item or any Agenda Item with any interested
individuals.
RECOMMENDATION:
The Community Development Department requests that the City Commission review and
approve Resolution 2016 -12 adopting the criteria to be used for destination guide signs
within the City of Winter Springs.

A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF
WINTER SPRINGS, FLORIDA, SUPPORTING A WAYFINDING SIGN
SYSTEM PLAN AND ADOPTING THE CRITERIA TO BE USED FOR
DESTINATION GUIDE SIGNS WITHIN THE CITY OF WINTER
SPRINGS; AUTHORIZING THE CITY MANAGER TO EXECUTE THE
DOCUMENTS NECESSARY TO IMPLEMENT THE WAYFINDING
SIGN SYSTEM PLAN; PROVIDING FOR REPEAL OF PRIOR
INCONSISTENT RESOLUTIONS; SEVERABILITY AND AN
EFFECTIVE DATE.
WHEREAS, the City Commission of the City of Winter Springs, Florida supports a
wayfinding sign system plan to effectively and safely guide motorists and pedestrians to key
civic, cultural, visitor, and recreational destinations within the City of Winter Springs; and
WHEREAS, the City Commission also supports a preliminary location map for
wayfinding signs along State Road 434 and State Road 419, in which site plans showing specific
locational requirements will be further developed after approval by the Florida Department of
Transportation ( "FDOT "); and
WHEREAS, subsection 14- 51.051 (3), Florida Administrative Code ( "F.A.C. "), requires
local governments interested in using wayfinding signage along the state highway system to
establish criteria for the destinations shown on the wayfinding sign system plan, and authorizes
local governments to use the destination guide signs criteria found in section 14- 51.030, F.A.C.,

CITY OF WINTER SPRINGS, SEMINOLE COUNTY, FLORIDA, AS FOLLOWS:

Section 1. Recitals. The foregoing recitals are deemed true and correct and are
hereby fully incorporated herein by this reference.
Section 2. Support of the Wayfinding Sign System Plan. The City Commission of
the City of Winter Springs hereby expresses its support for the preliminary version of the
wayfinding sign system plan, entitled " Wayfinding Signage System, Winter Springs, Florida ",
prepared by National Sign Plazas, and dated September 20, 2015 (revised), attached hereto as
Exhibit "A" and incorporated herein by reference (the "Plan'), which Plan includes the
preliminary sign location map along State Road 434 and State Road 419.
Section 3. Adoption of Destination Guide Signs Criteria. The City Commission of
the City of Winter Springs hereby adopts the destination guide signs criteria set forth in section
14- 51.030, Florida Administrative Code, for the destinations shown on the Plan.
Section 4. Repeal of Prior Inconsistent Resolutions. All prior inconsistent
resolutions adopted by the City Commission, or parts of resolutions in conflict herewith,
are hereby repealed to the extent of the conflict.
Section 5. Severability. If any section, subsection, sentence, clause, phrase, word
or provision of this resolution is for any reason held invalid or unconstitutional by any court of
competent jurisdiction, whether for substantive, procedural, or any other reason, such portion
shall be deemed a separate, distinct and independent provision, and such holding shall not affect
the validity of the remaining portions of this resolution.
Section 6. Effective Date. This Resolution shall take effect immediately upon adoption
by the City Commission.

24 hours a day, seven days per week. This is out of concern for safety. We would not
want someone who has an emergency to stop for help at an unmanned building.

All signs in general:
1. A criteria package needs to be submitted with a copy of the city's resolution stating
that they will adopt and maintain the wayfinding sign system (see Florida
Administrative Code (FAC) 14- 51.051(3).
2. All of the sign edges should be rounded or chamfered due to safety constraints.
3. Use another font as condensed Clearview Highway font is too skinny.
4. Please re -check the spacing between destinations and the overall text height. The
vast majority of these signs will be placed along SR 434 which is a multi -lane
highway with a posted speed limit of 45 MPH or over.
5. Please re- examine the spacing between the two -line destinations and review the
FAC 14 -51 as far as number of lines of legend versus the number of destinations.
6. Please indicate the border width around the sign as well between the destinations.
7. Please specify the sign colors and check FAC 14 -51 regarding allowable colors.
