HomeMy WebLinkAbout2016 03 14 Consent 310 Unapproved Minutes from the February 29, 2016 Workshop MeetingCOMMISSION AGENDA ITEM 310 March 14, 2016 Informational Consent X Public Hearings Regular ALLL Regular Meeting City Manager Department REQUEST: The City Clerk is requesting the City Commission Review and Approve the Monday, February 29, 2016 City Commission Workshop Minutes. SYNOPSIS: One of the responsibilities of the City Clerk is to provide the Mayor and City Commission with a submittal of all Meeting Minutes, as soon after a City Commission meeting as possible; so, that it is a reminder to the Mayor and City Commission, as to what transpired at their most recent meeting, and also provides a record of the actions and directives of the City Commission, for the future, and which becomes the official record. If the City Commission is in agreement with what the City Clerk provides in these Minutes, then the City Commission would be asked to Approve the Minutes, as submitted. Should the Mayor and /or City Commission feel something is not appropriately documented in these Minutes, then a Motion would be appropriate to have the Minutes changed to reflect what the majority of the City Commission would prefer. CONSIDERATIONS: This Agenda Item includes the Unapproved Minutes from the Monday, February 29, 2016 City Commission Workshop. Even though these Minutes are being submitted by the City Clerk, (with proofing by Office of the City Clerk Staff), no other party has required that changes be made to the Minutes before being submitted. These Minutes are being submitted by the City Clerk for the Approval by the City Commission. Consent 310 PAGE 1 OF 2 - March 14, 2016 FISCAL IMPACT: There is no fiscal impact related to this Agenda Item. COMMUNICATION EFFORTS: This Agenda Item has been electronically forwarded to the Mayor and City Commission, City Manager, City Attorney /Staff, and is available on the City's Website, LaserFiche, and the City's Server. Additionally, portions of this Agenda Item are typed verbatim on the respective Meeting Agenda which has also been electronically forwarded to the individuals noted above, and which is also available on the City's Website, LaserFiche, and the City's Server; has been sent to applicable City Staff, Media/Press Representatives who have requested Agendas /Agenda Item information, Homeowner's Associations/Representatives on file with the City, and all individuals who have requested such information. This information has also been posted outside City Hall, posted inside City Hall with additional copies available for the General Public, and posted at five (5) different locations around the City. Furthermore, this information is also available to any individual requestors. City Staff is always willing to discuss this Agenda Item or any Agenda Item with any interested individuals. Krebs - Seat Five nT �; CITY OF WINTER SPRINGS, FLORIDA MINUTES CITY COMMISSION WORKSHOP - FEBRUARY 29, 2016 PAGE 2 OF 7 CALL TO ORDER The Workshop of Monday, February 29, 2016 of the City Commission was called to Order by Mayor Charles Lacey at 6:00 p.m. in the Commission Chambers of the Municipal Building (City Hall, 1126 East State Road 434, Winter Springs, Florida 32708). Roll Call: Mayor Charles Lacey, present Deputy Mayor Jean Hovey, present Commissioner Kevin Cannon, present Commissioner Pam Carroll, present Commissioner Cade Resnick, present Commissioner Joanne M. Krebs, present via telephone at 6:06 p.m. City Manager Kevin L. Smith, present City Attorney Anthony A. Garganese, present City Clerk Andrea Lorenzo - Luaces, present A moment of silence was held, followed by the Pledge of Allegiance. No Agenda Changes were noted. PUBLIC INPUT Mayor Lacey opened "Public Input ". No one addressed the City Commission. Mayor Lacey closed "Public Input ". Brief discussion followed with City Clerk Andrea Lorenzo - Luaces on the 2016 Board and Committee Appreciation event, and comments followed about possible dates that the Mayor and City Commission might be available. Mayor Lacey suggested that Sunday nights are not the most desirable, to which no objections were voiced. Deputy Mayor Jean Hovey thought the Mayor and City Commission could write down what dates work best for each of them and the information could be given to the City Clerk to review. Commissioner Joanne M. Krebs joined the Workshop via telephone at 6 :06 p. m. REGULAR AGENDA REGULAR 500. Office Of The City Manager And Parks And Recreation Department REQUEST: The Office of the City Manager and Parks and Recreation Department are requesting the City Commission receive a presentation from Staff on the City's Parks and Recreation system. City Manager Kevin L. Smith briefly addressed the Mayor and City Commission. F, s r� CITY OF WINTER SPRINGS, FLORIDA MINUTES CITY COMMISSION WORKSHOP — FEBRUARY 29, 2016 PAGE 3 OF 7 Next, Mr. Chris Caldwell, Director, Parks and Recreation Department provided an overview of the City's many park facilities, programs, and events that are offered; and mentioned the recent Winter Springs Babe Ruth event and complimented Mayor Lacey on his pitch. Comments followed on the Dog Park, Senior Center, award winning Therapy Pool, and a previous Ad Hoc Committee which Mr. Caldwell served on. With comments about Grants, Mr. Caldwell then noted, "We're always looking for opportunities to apply for Grants and I thank you for sending us the information or sending Kevin (Smith) the information. We get that information, and we do pursue those opportunities." Mr. Caldwell further spoke of fiscal directives from the City Manager, developing his staff, and reviewed the various parks in the City as well as many key features. Remarks followed on the basketball club members who play regularly at Trotwood Park, and how the City acquired the small park in the Winding Hollow subdivision. Commissioner Pam Carroll asked Mr. Caldwell how many of the members of the basketball club who play at Trotwood Park live in the City. Brief comments followed. Many of the merits of Torcaso Park were addressed next by Mr. Caldwell. Commissioner Carroll mentioned some pieces of plywood she saw at the Torcaso Park Tot Playground, and asked about graffiti. Mr. Caldwell explained, "Risk Management recommended that we remove a slide and those two (2) belt swings and we have already ordered the parts and they should be repaired within either this week or next week — we're also sanding and painting those poles and we put new hardware, new belts and a new chain." Manager Smith added, "We can improve our communications Commissioners, we can certainly look at ways to let people know what is going on." Mr. Caldwell added, "We'll go out and make sure that they all look good." Regarding comments about possible graffiti at the park, Mr. Caldwell said to Commissioner Carroll, "I'll check it out. Thank you. I'll go out there and look and make sure it looks good." Further referring to the Torcaso Master Plan, Mr. Caldwell commented on the splash pad and shade covers. Sunshine Park, the Senior Center, and the Therapy Pool were addressed next and Mr. Caldwell spoke of a volunteer whose personal situation has improved by using the Therapy Pool, and who in turn is now helping others. Mr. Caldwell then mentioned the Civic Center and noted, "We've made nice improvements over there, so I would really invite you to come by if you get a chance. I would be glad to give you a tour." Sam Smith Park was discussed next, as well as Moss Park, and what has been done to the basketball courts which are in great demand. Continuing, Mr. Caldwell commented on the Master Plans and Commissioner Carroll asked if the Master Plans could be emailed to the City Commission afterwards. Mr. Caldwell stated, "Absolutely. If you would like, I will email you anything that you would like to see out here." Further referencing the Master Plans, Mr. Caldwell remarked about some of what has been completed, the Dog Park, practice fields, and that the pavilions are all almost always rented out. Tape 1 /Side B Discussion followed on the water augmentation facility, the road to Central Winds Park and how the perimeter of the park will be changing, Grants, elements of the Master Plans, and the City owned wetlands next to the Police Department. Further comments ensued on the Moss Road project which was not part of the Master Plan, however it was noted that it has enhanced the area. CITY OF WINTER SPRINGS, FLORIDA MINUTES CITY COMMISSION WORKSHOP - FEBRUARY 29, 2016 PAGE 4 OF 7 Commissioner Carroll asked about the outside exercise equipment around Torcaso Park and whether it has been removed. Mr. Caldwell said it had to which Commissioner Carroll further inquired, "Do we know when it was first installed? Was it used? Was it popular ?" Mr. Caldwell noted he did not know. Further regarding Torcaso Park, Commissioner Kevin Cannon commented, "From a parking standpoint, how much without encroaching too much on the usable land, how much more parking to make it more of a destination facility? How much more parking do you think you could squeeze in there ?" Mr. Brian Fields, P.E., City Engineer, Public Works Department and Mr. Caldwell said it had been discussed. Further comments followed on parking and Deputy Mayor Hovey mentioned there was parking available at the Police Department. Commissioner Cade Resnick noted he had many discussions with Staff about Torcaso Park, the amenities, and it becoming a destination park. Comments followed on a recreation center, the need for indoor basketball courts to which Manager Smith noted, "From a business perspective, and is not the way I feel - from a business perspective, we have to ask ourselves, should we be in the basketball business because we don't have the facilities in which to offer the services." Discussion followed on possibly removing the basketball courts to provide for more parking, and possibly adding indoor basketball courts. Commissioner Carroll mentioned a Seminole County summer camp she assisted with that had nets that could be moved around to accommodate different uses, that shuffleboard as well as other activities were enjoyed by the participants, and suggested making our proposed space flexible. Commissioner Carroll mentioned, "You could have not just indoor basketball, but make it a multi - purpose..." Mr. Caldwell said, "...Yes." Commissioner Carroll continued, "Not solely basketball because not everybody wants to play basketball." Deputy Mayor Hovey stated, "I like the idea that Commissioner Carroll just came up with and that would be close enough to the Civic Center. Deputy Mayor Hovey added, "I think in light of the conversation we are having tonight, Kevin (Smith), when it's Budget time, I think we need to start planning and putting additional monies towards it — maybe we can't do anything next Fiscal Year, but maybe we take some funds and put it wherever we put it, wherever — for the following year, to be able to start doing some of these things." With further remarks, Manager Smith spoke of planning and budgets and said, "What we'd really like to do, Commissioners, is as these Master Plans as Chris (Caldwell) articulated earlier are eleven (11) and six (6) years old, best case scenario, we'd really like to update them." Deputy Mayor Hovey said she has had a few discussions with Manager Smith and noted that former Police Department Captain Jim Wilkins retired after thirty-two (32) years, other City employees had also recently retired, that part of the Senior Center was named after Susie Coffman and suggested, "When we put park benches in, why can't we dedicate the park bench or whatever we come up with." Continuing, Deputy Mayor Hovey mentioned that as buildings and streets are at a minimum for naming after people, this would be something to consider. Other former employees mentioned in addition to Mr. Jim Wilkins were Mr. Glenn Tolleson, Mr. Ron Cox, and Mr. Mike Noland. Deputy Mayor Hovey further pointed out, "We have to have park benches because you have to have places for people to sit and it would be nice to be able to develop some kind of a plaque with whatever on it, and do a little ceremony." � CITY OF WINTER SPRINGS, FLORIDA MINUTES CITY COMMISSION WORKSHOP — FEBRUARY 29, 2016 PAGE 5 OF 7 On the Master Plan, the "Athletes Walk of Fame" was noted by Manager Smith who added that he would like to see something there or at Torcaso, an "`Honorarium to City Employees' Walk of Fame' if you will. It could take the form of benches or plaques or monuments on the ground or what not and give us the ability to expand and so forth in the future." Commissioner Resnick added that one of our major needs is basketball. Further comments ensued on a walking path and senior exercise equipment. Commissioner Cannon said that he supported a multi - discipline facility so when children were in school, it could be used during the day by Seniors. Commissioner Cannon also mentioned he had been notified by some managers of gold record bands who said that there is a big demand for outdoor amphitheatres especially during winter months and added "I would like to look at that, as part of long -range planning." Further remarks. Previous discussion followed on past references to water taxies and Commissioner Carroll thought something like that would be of interest as many people do not have access to boats, and perhaps there could be a joint effort between Winter Springs and the Black Hammock. Commissioner Carroll mentioned a pavilion at Trotwood Park that was being used by birds and asked about the one (1) soccer net at Trotwood Park. Commissioner Carroll pointed out that at Sam Smith Park, "There is a beige pole at the entrance, a beige pole at the top of the playground, the other pavilion still has a white pole and the greeting sign has a white pole, and I know we talked about this more than a year ago. And then the picnic tables that were donated years ago by the THOA (Tuscawilla Homeowners Association), one of them is chained to a tree and it is at an angle where you really cannot use it — not the one that is underneath the toddler pavilion." Commissioner Carroll added, "Before we go into looking at how do we fund indoor basketball, I want to make sure that we are doing maintenance on our existing parks." Mr. Caldwell explained a situation with the soccer goal at Trotwood Park and said they were working on these issues. Continuing, Mr. Caldwell remarked, "We do have a good maintenance plan to visit all of our parks on a regular basis to look for maintenance issues, and I will make sure that table is straightened up tomorrow." Commissioner Resnick suggested that a second amphitheater would be redundant as an amphitheater is already planned for the Town Center and that other uses for the space that Commissioner Cannon mentioned might restrict space for other activities. Further discussion. Tape 2 /Side A Regarding his suggestion for an amphitheater in Central Winds Park, Commissioner Cannon pointed out, "It is smaller hometown events — musical groups maybe from high school bands, that type of thing. In other words, it is a smaller community field type event which is the intent of it, because it is small. There is limited space there — maybe 300, 400 people." Furthermore, Commissioner Cannon noted, "To me, exploring the installation of a stage in the back and perhaps some additional amenities might enable us to get more than just the Highland Games there — which would be good for the City. I think it would good if it gets our name on the map and it brings residents from all over the world and certainly from south Florida and north Florida and around the state - it brings it into our backyard, so I think that is good." Commissioner Cannon agreed that parks are not profit centers and spoke of revenues which offset some of our operating expenses which he said was what his recent comments related to. Commissioner Cannon added that he knows the manager of an Irish music group with numerous gold records who told Commissioner Cannon that if we had a venue available around March, that our venue could possibly be booked, due to much of the country being too cold for an outside venue. •� CITY OF WINTER SPRINGS, FLORIDA MINUTES CITY COMMISSION WORKSHOP - FEBRUARY 29, 2016 PAGE 6 OF 7 Further remarks followed on the timeline related to resodding /reseeding of Trotwood Park and Mr. Caldwell explained the re- seeding of Trotwood Park is done from March through the end of July. Mr. Caldwell added, "It's scheduled to open up in the fall." Commissioner Krebs asked if Commissioner Cannon was referring to an additional amphitheater in Central Winds Park, to which Mayor Lacey stated, "Yes, in the area where we do the current - 4`" of July and where the Highland Games are, that area, something to be built there." Commissioner Krebs noted her concern and said this area is often used for families playing and added, "If you put something there, you might be taking something away, so I think I would really think about that carefully before that decision was made." Commissioner Carroll remarked, "I wanted to acknowledge Commissioner Hovey, as I think the dedication plaque on park benches is awesome." Commissioner Carroll then suggested keeping Ms. Mary Wilson in mind as she was one of the City's longest serving employees. Further comments followed on a previous Philharmonic event. Commissioner Carroll mentioned that the Festival of Arts event would be use Magnolia Park, and noted that when she served on the Parks and Recreation Advisory Committee, a couple of Seniors had polled other Seniors about the senior exercise equipment and were advised that they did not want to use outdoor exercise equipment outdoors, and that they would want shade structures over each piece of equipment. Commissioner Carroll then stated, "If the City is going to spend money on it, my suggestion back then stands today, put it up at Central Winds Park, it is our park in the center of the City." Next, Commissioner Cannon said to Commissioner Krebs, "I am envisioning building a stage at the back of the amphitheater, down where the existing amphitheater is and leaving the grass like it is, okay? Leaving it so it would be an open space where people could fly kites, unless they are holding an event there, and run and play and do whatever they do — fly a little airplane or whatever. It is essentially a stage, a more permanent structure and perhaps enhancing restrooms or something like that Chris — not tearing up all the ground, leaving the grass as it is basically. Perhaps having designated areas for preferred seating, maybe not? Maybe just leave it all completely grass..." Commissioner Carroll added, "...Picture the Highland Games with preferred seating..." Commissioner Cannon added that "That is what I am envisioning, not building a big, huge building or anything like that, it would be an outdoor grassy area, like it presently is, but with a stage that can be used." Manager Smith referenced the discussions this evening and asked if there was "Consensus of this Commission tonight to get your blessing to move forward with Staff taking a shot at hiring someone to look at our two (2) Master Plans with input from Staff. I think we heard a lot of consensus on a lot of things from you all tonight. A few things that are may be up for discussion. We could incorporate all of those into a Master Plan and bring it back to you all for further discussion and approval and start putting some dollars hopefully, and some planning, some timelines to said Master Plan and bring some things to fruition. So, Mayor, I would be looking for Consensus to move forward with Staff hiring a Consultant to dust off and re -do these Master Plans with the input we talked about tonight and bring it back to this body." Commissioner Carroll suggested, " Torcaso, can you add the thought of eliminating the basketball court behind the Civic Center to kind of the overall Torcaso Plan." Manager Smith stated, "Absolutely, Commissioner. Again, I trust and I believe that I've catalogued all the input tonight. We'll get together with Staff and make sure everybody's notes — are the same and then bring all these items in some shape, fashion or form back to you for a final decision." Manager Smith stated, "Yes." Commissioner Resnick suggested starting from scratch and start again as some of the ideas are so old. Manager Smith responded, "It would not be our intent to use the Consultant that created this document so it would be a fresh set of eyes." Mayor Lacey asked the City Commission, "Is there any objection to the Consensus that was requested ?" No objections were voiced. Commissioner Cannon then asked, "There would be a presentation by the Consultant — before us." Manager Smith stated, "Absolutely. It would be a process that would include getting you all something to which you could start to work with and start to fine tune and what not, and to include that presentation." BOOM- PUBLIC INPUT Zma Mayor Lacey opened "Public Input ". No one addressed the City Commission. Mayor Lacey closed "Public Input ".
