SYNOPSIS: The applicant is seeking approval of the Aesthetic Review for the Public Works Administration Building. The subject property is located in the I -1 (Light Industrial) zoning district. The Final Engineering Plans were approved by the City Commission on September 25, 2005. The City Commission also approved the Aesthetic Review on April 10, 2006. The Administration Building was not a part of the aesthetic review approvals from 2006, but was part of the final engineering. CONSIDERATIONS: APPLICANT AND PROPERTY INFORMATION: . City Liens (if any): No known liens APPLICABLE LAW, PUBLIC POLICY, AND EVENTS City Code of Ordinances Article XII. Minimum Community Appearance and Aesthetic Review Standards. CHRONOLOGY: September 26, 2005 — Final Engineering Plans Approved April 10, 20206 - Public Works Compound Aesthetic Review Approval (Administration Building was not part of the approval) DISCUSSION: Aesthetic Review The attached Aesthetic Review package includes all of the submittal requirements for aesthetic review as set forth in Section 9 -600 through 9 -607 and include the following: (a) a site plan; (b) elevations illustrating all sides of structures facing public streets or spaces; (c) illustrations of all walls, fences, and other accessory structures and the indication of height and their associated materials; (d) elevation of proposed exterior permanent signs or other constructed elements other than habitable space, if any; (e) illustrations of materials, texture, and colors to be used on all buildings, accessory structures, exterior signs; and (f) other architectural and engineering data as may be required. The procedures for review and approval are set forth in Section 9 -603. The City Commission may approve, approve with conditions, or disapprove the application only after consideration of whether the following criteria have been satisfied: (1) The plans and specifications of the proposed project indicate that the setting, landscaping, proportions, materials, colors, textures, scale, unity, balance, rhythm, contrast, and simplicity are coordinated in a harmonious manner relevant to the particular proposal, surrounding area and cultural character of the community. The project is located in the I -1 (Light Industrial) zoning district of the City. The design of the proposed administration building will include a stucco facade and a standing seam metal roof. These materials are harmonious in character with an industrial area and the existing portion of the Public Works Compound. (2) The plans for the proposed project are in harmony with any future development which has been formally approved by the City within the surrounding area. The design of the proposed administration building are characteristic of the architecture that is provided throughout the Public Works Compound and is in Public Hearings 504 PAGE 2 OF 4 - December 14, 2015 harmony with the surrounding industrial area. Additionally, the elevations are consistent with the elevations that were previously approved in 2006. (3) The plans for the proposed project are not excessively similar or dissimilar to any other building, structure or sign which is either fully constructed, permitted but not fully constructed, or included on the same permit application, and facing upon the same or intersecting street within five hundred (500) feet of the proposed site, with respect to one or more of the following features of exterior design and appearance: A. Front or side elevations, B. Size and arrangement of elevation facing the street, including reverse arrangement, C. Other significant features of design such as, but not limited to: materials, roof line, hardscape improvements, and height or design elements. The proposed units are designed to contribute to the quality of architectural styles that currently exist in the industrial area. The proposed building utilizes a color scheme similar to the other buildings onsite. (4) The plans for the proposed project are in harmony with, or significantly enhance, the established character of other buildings, structures or signs in the surrounding area with respect to architectural specifications and design features deemed significant based upon commonly accepted architectural principles of the local community. The proposed project enhances the character and overall aesthetics of the industrial area. (5) The proposed project is consistent and compatible with the intent and purpose of this Article, the Comprehensive Plan for Winter Springs, design criteria adopted by the city (e.g. Town Center guidelines, SR 434 design specifications) and other applicable federal state or local laws. The proposed project is consistent and compatible with the Comprehensive Plan and City Code requirements. (6) The proposed project has incorporated significant architectural enhancements such as concrete masonry units with stucco, marble, termite - resistant wood, wrought iron, brick, columns and piers, porches, arches, fountains, planting areas, display windows, and other distinctive design detailing and promoting the character of the community. The project has incorporated features such as stucco walls and complimentary stucco trim, as well as a standing seam metal roof. Expression lines are provided to help break up blank expanses on the facade. The architecture is consistent with the architectural elevations of the Public Works Compound that were approved in 2006. The project provides distinctive design details that promote the character of the industrial area. FISCAL IMPACT: The proposed Aesthetic Review for the Public Works Administration building is not expected to have any negative fiscal impact. RECOMMENDATION: Staff recommends the City Commission approver the Aesthetic Review of the Public Works Administration Building located on the north side of Old Sanford Oviedo Road in the existing public works compound. PURPOSE: The purpose of this agenda item is to recommend approval for the proposed final engineering plans for the City's new Utility/Public Works Compound and associated infrastructure on 13.17 acres on the north side of Old Sanford Oviedo Road. APPLICABLE CITY CODES: Section 9 -71. When final development plan is to be filed; extension. Section 9 -72. Processing of final plans. Section 9 -73. Form and contents of final development plans. Section 9 -74. Action on final development plan; expiration of approval. PROJECT SUMMARY: The project consists of the construction of a 6,800 sf Utility / Public Works Administration Building, a 7,400 sf Garage Building, a 7,330 sf Yard Building, and two storage structures on an unimproved 13.17 acre site. Additional storage buildings are planed for and shown but will be constructed in the future as funds become available. CONSIDERATIONS: ➢ The site is located on ten (10) City -owned parcels having a combined land area of 13.17 acres. Staff is in the process of finalizing the unity of title for the 10 parcels. ➢ The site is zoned as I -1 — Light Industrial District. The proposed land use is "public and governmental services" and is a permitted land use in accordance with Section 20 -259 of the City Code. ➢ Access to and from the development is provided at two driveways off of Old Sanford/Oviedo Road. Old Sanford /Oviedo road connects with Wade Street to the east, which connects to S.R. 419 west of S.R. 434. ➢ A traffic study has been prepared for the site. The project is estimated to generate a daily traffic volume of 395 vehicles per day, with 31 AM peak hour trips and 40 PM peak hour trips. The traffic study indicates that no additional off -site traffic improvements are necessary to maintain the existing levels of service at the affected intersections. ➢ The site provides 126 surface parking spaces, which is sufficient for the approximately 50 employees who will work onsite, visitor parking, and excess parking for City fleet vehicles. ➢ The onsite stormwater management system routes surface runoff to two onsite wet detention ponds. Both ponds have outfalls to the onsite wetlands. ➢ Wetlands mitigation is required for this site. At the May 23, 2005 City Commission meeting, the Commission authorized the purchase of an eight -acre conservation easement for $69,000 for the purpose of mitigation of wetlands that will be impacted as part of the construction. This purchase of was needed to offset the 0.81 acres of existing wetlands to be filled and the other 0.02 acres of wetlands that will be impacted during construction. The onsite wetlands to be mitigated are isolated pockets with low value. ➢ The Utility / Public Works Compound will connect to City potable water and sanitary sewer. The City has adequate capacity for both. September 26, 2005 Regular Item 502 Page 3 A site landscaping plan is being prepared by Staff and is not included in the final engineering plans. The site landscaping will emphasize native plant species and will minimize the irrigation demand. The landscaping plan will be brought to the City Commission for approval when completed. The submittal requirements for aesthetic review are set forth in Section 9 -605 and include the spaces; (c) illustrations of all walls, fences, and other accessory structures and the indication of height and their associated materials; (d) elevation of proposed exterior permanent signs or other constructed elements other than habitable space, if any; (e) illustrations of materials, texture, and colors to be used on all buildings, accessory structures, exterior signs; and (f) other architectural and engineering data as may be required. The site is located in the City's industrial area on Old Sanford Oviedo Road. The proposed buildings will utilize a stucco facade over CMU at the base of the structures with metal wall panels and a metal standing seam roof. These materials are harmonious in character with an industrial area. (2) The plans for the proposed project are in harmony with any future development which has been formally approved by the City within the surrounding area. There are no other current development proposals within the surrounding area. (3) The plans for the proposed project are not excessively similar or dissimilar to any other building, structure or sign which is either fully constructed, permitted but not fully constructed, or included on the same permit application, and facing upon the same or intersecting street within five hundred (500) feet of the proposed site, with respect to one or more of the following features of exterior design and appearance: (A) Front or side elevations, (B) Size and arrangement of elevation facing the street, including reverse arrangement, (C) Other significant features of design such as, but not limited to: materials, roof line, hardscape improvements, and height or design elements. All of the proposed buildings utilize the same color scheme and materials. Wall and roof heights vary between buildings which results in the buildings not being excessively similar. (4) The plans for the proposed project are in harmony with, or significantly enhance, the established character of other buildings, structures or signs in the surrounding area with respect to architectural specifications and design features deemed significant based upon commonly accepted architectural principles of the local community. The proposed buildings are attractive and will enhance the character of the industrial area. (5) The proposed project is consistent and compatible with the intent and purpose of this Article, the Comprehensive Plan for Winter Springs, design criteria adopted by the city (e.g. Towne Center guidelines, SR 434 design specifications) and other applicable federal state or local laws. The proposed buildings are consistent with the Comprehensive Plan and City Code requirements. (6) The proposed project has incorporated significant architectural enhancements such as concrete masonry units with stucco, marble,'termite- resistant wood, wrought iron, brick, columns April 10, 2006 Public Hearing Item 200 Page 3 of 3 and piers, porches, arches, fountains, planting areas, display windows, and other distinctive design detailing and promoting the character of the community. The buildings are to be constructed of CMU with a stucco facade at the base with metal wall panels above. The color scheme for the walls is a tan and grey combination with a stucco banding painted in contrasting colors and highlighted with white to coordinate with the white standing seam roof. The color scheme of the buildings will make the buildings attractive while maintaining their functional capacity. The dumpster enclosure replicates these same wall colors. No walls or signage is being proposed at this time. FINDINGS: • The new buildings utilize colors and materials that are appropriate to the industrial location. • The proposed buildings will upgrade the character of the industrial area and will be an asset to the community. • The proposed buildings are consistent with the Comprehensive Plan and City Code requirements. Community Development Department — Planning Division The Community Development Department — Planning Division Requests The Planning And Zoning Board Consider Approval Of The Aesthetic Review For The Public Works Administration Building Located On The North Side Of Old Sanford Oviedo Road. Ms. Amanda Webb, Planner, Community Development Department, presented the Agenda Item and discussed the City's request for approval of the Aesthetic Review for the Public Works Administration Building. Ms. Webb noted that the property is located in the I -1 (Light Industrial) Zoning District. Continuing, Ms. Webb commented, "The Final Engineering Plans were approved by the City Commission on September 25th of 2005. The Administration Building was not a part of the initial Aesthetic Review, however, it was part of the Final Engineering Plans that were approved in 2005." Ms. Webb discussed the aesthetics of the building and mentioned that they were consistent and found to be in harmony with the surrounding industrial area. Further comments.
