S. 17-92 in the Village of Winter Springs, Florida. The property is ad- jacent to the Florida Land Company's planned community, the Highlands, on the east and south and has frontage on Boat Lake to the west. SITE CHARACTERISTICS AND OPPORTUNITIES The character of the land is created by strong natural features. Approximately one fourth of the site is covered with dense vegetation, predominately in the south east quadrant; a high ridge runs north to south along the westerly boundary sheltering the land from traffic noise along 17-92 and providing opportunities for good views to the east. Boat Lake and a small pond in the north east quadrant provide visual and recreational amenities. The Florida Power Company easment through the site provides opportunities for permanent open space and recreation facilities. and clearly defines areas of housing. Small muck areas within the lower elevations of the south east quadrant may be incorporated in the natural area of vegetation to be preserved. Board walks through portions of these areas will create nature observation opportunities and expand the community path system. DEVELOPMENT PROGRAM The Development Program for the'project is based upon the P. U. D. Plan approved by the Village of Winter Springs under Ordinance No. 56, then known as the Village of North Orlando. Two basic changes to the program are proposed: 1) 248 garden apartment units at a density of 20 du/ac were approved; 220 units are now proposed. 2) 4 acres are proposed to provide for neighborhood shopping service. The residential program consists of three types of housing: 1) Single family - detached units and single family - patio units, condominium ownership - 302 2) Townhouse - condominium ownership - 200 3) Garden apartments - 220 A summary of units by type, area and density is attached. The first phase scheduled for 1973 will include single family - detached and single family - patio units in the north easterly quadrant. Initial construction will provide a model and sales area around the small pond and first recreation area. Townhouse construction will commence in late 1973. About 175 units will be built in Phase One; - the balance of residential construction will occur in 1974 and 75 with apartment construction expected to commence in 1976. Commercial phasing is scheduled for 74-76. • . I I ROADS Shepard Road ` `\ ` —J \ CO -� 1 ! 1 ,1 ist I . u , > , ∎ Ilik) I 1 1 a WIARER SPRINGS PRCJ=CT Florida Ave t.= The plan provides for collection and distribution of residential traffic by a continuous collector road between Shepard Road 'and Florida Avenue. Shepard Road is a paved collector street; Florida Avenue is presently . unpaved. Both roads are county maintained. Internal access is provided within the single family area by a secondary road loop system and its extensions. Residential frontages will occur on private, local streets connecting to the secondary road system and the collector road. Access to the shopping and apartment area is provided by direct connection to Shepard Road. • ' The collector road will be dedicated to the Village of Winter Springs. It is the intent of the developer to maintain all other roads privately through the Community Association. • UTILITIES Water Service 1C° ) • I n hfr .1■ � �1 gi.s7 Sewer Service• 0 ■ pW TER?RINGS 0.a.JE • Sewer and water services will be provided by agreement with the North Orlando Utility District. Mains will be extended to the project boundaries from plant locations within the Highlands. , Power will be provided by Florida Power Company. All utilities will be provided underground. • • DRAINAGE The development concept is organized to provide for efficient collection, storage and conveyance of runoff through drainage structures in streets and along open spaces. The primary out fall will occur at the south easterly corner of the site into the Highland's drainage system. • Specific elements of the drainage system will be included in Final Development plans for review and approval by the Village Council. OPEN SPACE AND RECREATION Permanent open space will be provided by deed to the Community Association and easements described on land where appropriate. All permanent open space and recreation facilities will be main- tained by the Community Association through fees collected from owner-residents. Recreation facilities and amenities will be provided for each • neighborhood of the new community. These include a swimming pool and recreation area in the single family area adjacent to the existing pond; a pool and boat landing in the townhouse area; a pool and recreation area at the garden apartment site and a central recreation facility located adjacent to the main open space. This facility will provide, in addition to a large pool, meeting and indoor recreation room, tennis courts, shuffle board and play fields. The open space network has been organized to link the recreation facilities through a continuous pedestrian and bicycle path system. Small, landscape pathways in common open space will link residents with the main path through the project.
