HomeMy WebLinkAbout2014 12 08 Consent 300 Engineering Consultant SelectionsCOMMISSION AGENDA ITEM 300 Informational Consent X Public Hearings Regular December 08, 2014 KS KL Regular Meeting City Manager Department REQUEST: Public Works Department requesting authorization to enter into continuing services agreements for civil engineering services with the top three firms recommended by Staffs selection committee under Request for Qualifications (RFQ) #00 1/15/1317. SYNOPSIS: Request for Qualifications #001 /15BF was advertised in October 2014 for continuing civil engineering services. Staff received 12 submittals, interviewed five short- listed firms, and is recommending awarding contracts to the top three ranked firms: Pegasus Engineering, CPH Corp., and CDM Smith. CONSIDERATIONS: The City's civil engineering continuing services contracts with CPH Corp., 7MT, Inc., and CDM Smith, Inc. expired in September 2014. Civil engineering continuing services contracts are intended for project assignments where the estimated construction cost is not to exceed $2.0 million and for professional studies where the total fee is not to exceed $200,000, in compliance with the Consultants Competitive Negotiation Act (CCNA), Florida Statute 287.055. The City utilizes its continuing services engineering consultants for the majority of project assignments, including engineering work on stormwater, transportation, site design, and utility proj ects. . In October 2014 the Public Works Department advertised Request for Qualifications (RFQ) #001 /15BF from professional engineering consultants for civil engineering Consent 300 PAGE 1 OF 3 - December 08, 2014 continuing services. The RFQ outlined the services requested, submittal requirements, and evaluation criteria. . A total of twelve (12) submittals were received by the October 28, 2014 deadline. A selection committee comprised of City Staff evaluated the firms based on the following criteria: • Experience of the firm and proposed project team in its area(s) of expertise • Firm and project team's familiarity and experience with the City of Winter Springs • Project team's ability to work within project schedule and budget constraints • Project team's ability to apply creative solutions to challenging problems . Based on the selection committee's review of the written RFQ responses, the following five firms were short- listed and selected for interviews with the selection committee: • Pegasus Engineering, LLC • CPH, Corp. • CDM Smith, Inc. • Neel - Schaffer, Inc. • VHB, Inc. . The short- listed firms were interviewed on November 13 and 14, 2014. Based on the interviews and the written RFQ responses, the selection committee is recommending the following three (3) firms be awarded continuing civil engineering services contracts: • Pegasus Engineering, LLC • CPH, Corp. • CDM Smith, Inc. . The recommended term of the agreement is three (3) years, with the option to extend the term for an additional three (3) years based on satisfactory performance. The agreement will be the City's standard continuing services agreement prepared by the City Attorney, subject to any updates and modifications as determined by the City Attorney. All firms will enter into the same agreement. . Projects will be assigned based on a "best fit" approach that best matches the needs of a particular project with the expertise of the consulting firm, rather than applying a fixed rotation approach. Staff intends to have an equitable distribution of the work over the duration of the contracts to the extent possible. . Work will be accomplished under the agreements on a "task basis," similar to the way in which work was assigned in the past to continuing services consultants. A written task order will be prepared for each project assignment and submitted for City Commission approval (as applicable). Consent 300 PAGE 2 OF 3 - December 08, 2014 FISCAL IMPACT: No funding is required to execute the continuing services agreements with the selected consultants. Funding for project assignments performed under these agreements will follow the City's normal budgeting and approval process. COMMUNICATION EFFORTS: This Agenda Item has been electronically forwarded to the Mayor and City Commission, City Manager, City Attorney /Staff, and is available on the City's Website, LaserFiche, and the City's Server. Additionally, portions of this Agenda Item are typed verbatim on the respective Meeting Agenda which has also been electronically forwarded to the individuals noted above, and which is also available on the City's Website, LaserFiche, and the City's Server; has been sent to applicable City Staff, Media/Press Representatives who have requested Agendas /Agenda Item information, Homeowner's Associations/Representatives on file with the City, and all individuals who have requested such information. This information has also been posted outside City Hall, posted inside City Hall with additional copies available for the General Public, and posted at five (5) different locations around the City. Furthermore, this information is also available to any individual requestors. City Staff is always willing to discuss this Agenda Item or any Agenda Item with any interested individuals. RECOMMENDATION: Staff recommends the City Commission authorize entering into civil engineering continuing services agreements with Pegasus Engineering, LLC, CPH Corp., and CDM Smith, Inc.
