Staff recommends awarding a construction contract for the resurfacing of all Year 1 streets to The Middlesex Corporation in the amount of $427,477.40 plus a 10% contingency. Work is scheduled to be complete by December 2014. CONSIDERATIONS: The updated 3 -year Paving Master Plan is attached as Exhibit A. The updated Master Plan was developed based on Staff's review of all paved City streets in April -June 2014. The review consisted of a field evaluation of current pavement condition and a review of the available paving history data. Streets for resurfacing were selected and ranked in the 3 -year Master Plan based on the following factors: • Overall ride quality • Traffic volume • Pavement age • Signs of pavement deterioration and /or structural failure • Completion of multi -phase paving programs in specific neighborhoods or on specific streets Consent 300 PAGE 1 OF 3 - October 13, 2014 • Input from Residents • Funding availability Based on the 3 -year Master Plan, the Year 1 (FY 2014 -15) paving program consists of the following streets: • South Edgemon Avenue from SR 434 to Lombardy Road • South Edgemon Avenue from Murphy Road to Jackson Circle • Hayes Road from SR 434 to Silver Creek Drive • Alton Road • Pearl Road • West Bahama Road from Moss Road to Edgemon Avenue • Dyson Drive • Pinto Court (North and South) In addition to the above - listed streets, the Year 1 program includes the paving of the Central Winds Park Passive Area Loop and the Central Winds Park Lake Jesup Loop at the City's Reclaimed Augmentation Plant. Bid #ITB- 008 -12 -BF was advertised in September 2012 for the FY 2012 -13 resurfacing program. The FY 2012 -13 contract was awarded to the low bidder, The Middlesex Corporation, at the October 22, 2012 City Commission meeting. Middlesex completed the FY 2012 -13 resurfacing work in December 2012. At the October 14, 2013 City Commission meeting, Middlesex was awarded the FY 2013 -14 resurfacing contract based on their satisfactory performance and willingness to hold the contract unit prices for asphalt milling and resurfacing. Middlesex successfully completed the FY 2013 -14 resurfacing in November 2013, and they are willing to again hold the 2012 contract unit prices for milling and resurfacing through 2014. Based on this, Staff is recommending awarding this year's resurfacing contract to The Middlesex Corporation. Staff has reviewed recent asphalt bids for similar projects in the area and concluded that the unit prices in Middlesex's 2012 contract are at or below the current market prices for asphalt milling and resurfacing. Middlesex is scheduled to start work in late October with completion by December 2014. FISCAL IMPACT: The project cost is $427,477.40 plus a 10% contingency for a total authorization of $470,225.14. The funding sources are the Transportation Improvement Fund (Local Option Gas Tax) in the amount of $120,000 and the Roadway Improvement Fund (One Cent Sales Tax) in the amount of up to $350,225.14.
