Between Winter Springs Police Department and the Department of Children and
Families
Winter Springs Police Department (herein referred to as WSPD) is being granted access to
the Florida Department of Children and Families' (herein referred to as "the Department")
information system, Florida Safe Families Network (FSFN). The Department recognizes
that WSPD works closely and directly with our investigations and access to FSFN will
facilitate a more expeditious outcome for our mutual clients.
1. The WSPD shall comply with all applicable laws and procedures pertaining to
security and confidentiality.
a. WSPD employees may only search for information on families with whom
they are working. WSPD employees may not search names based on
curiosity.
b. Information contained in FSFN should not be shared with a third party
without consent of the Department.
c. Training regarding applicable laws and procedures pertaining to security and
confidentiality in FSFN is available by the Department's Family Safety
Program Office upon request.
d. The WSPD will resolve all system connectivity problems with the
Department's Help Desk in Tallahassee at (855) 283-5137.
2. The WSPD agrees to follow all Department's Operating Procedures related to
individual access and security of data CFOP 50-2 Security of Data and Information
Technology Resources. A copy of CFOP 50-2 and security form will be provided, at
a minimum:
-All systems that connect to the Department's network must have current anti-
virus software and use only the Department's approved Virtual Private Network
(VPN) client or the State of Florida RTS secure backbone.
-All WSPD users will sign all applicable Security Agreement forms for access.
-All WSPD users will take the mandatory annual DCF Security Awareness
Training.
- The WSPD will appoint a WSPD Data Security Officer to: function as the direct
point of contact (POC) between WSPD and the Department to; validate WSPD's
user requests and forward them to the Department for processing; immediately
notify the Department of terminations; immediately temporarily suspend access to
any WSPD user that has access to FSFN if they or a family member is directly
involved in a FSFN investigation; immediately report incidents as outlined in the
CFOP; maintain copies of all requests and training certificates for Department
inspections and audits.
3. WSPD's own system and premises shall be subject to inspection by the
Department's representative at any time to verify compliance with security
requirements.
4. Any data communications involving the Department may also be monitored by
Department security or systems personnel for compliance with these requirements
or misuse of the systems.
5. In the event that WSPD is allowed to electronically connect to any of the
Department's facilities, the Department may suspend or revoke that connection at
any time without notice if the Department has reason to believe that the security of
the Department's systems may be compromised by a continuation of that
connection.
6. Material security violations or improper information disclosures shall constitute
sufficient grounds for a determination that the agreement has been breached.
7. At least annually, the Department will provide a listing of the names of all users with
access to DCF systems to WSPD. Within 10 days of receipt of the listing, WSPD
must certify to the Department's security officer that all users listed are currently
employed by WSPD and have all users sign a new DCF Security Agreement Form
(annual requirement), or provide a termination requests for any user that is no
longer with WSPD.
8. This memorandum of understanding may be terminated by either party by giving
written notice. The Department reserves the right to immediately suspend access
for any security violation. Any conflicts that should arise between the Department
and WSPD should be resolved at the lowest supervisory level. The Central Region
Family Safety Program Manger is the contact for the Department.
