HomeMy WebLinkAbout2012 03 26 Regular 602 Resolution 2012-11 - Requesting Commission to review and provide input on Splash Playground Operational Improvments COMMISSION AGENDA     Informational Consent ITEM602 Public Hearings Regular X       March 26, 2012KSCC Regular MeetingCity ManagerDepartment         REQUEST: The Parks and Recreation Department respectfully requests the City Commission to review and provide input on the information presented regarding our Splash Park Operations, and consider approval of Resolution 2012-11.   SYNOPSIS: In order to ensure the highest possible levels of customer service and fiscal responsibility, we are continually analyzing operations at all our parks and facilities. In this regard, we are informing the City Commission of the following proposed operational improvements at our Splash Parks.  After careful study and analysis, we are proposing to adjust Splash Park daily operational hours to 10am-4pm (currently 10am- 5pm7 days per week ) and days of operation to Wednesday-Sunday (currently open ). With this, we also recommend a new fee structure for our splash playgrounds:  Winter Springs residents can use the splash playgrounds at no cost, while all other guests pay a daily use guest fee of $3 per person. CONSIDERATIONS: Through data gathering and analysis, we identified that 47% of 1764 guests  that visited our splash playgrounds were identified by address as Winter Springs residents. We are recommending that we offer our residents use of our splash  playgrounds at no charge. Residents will be given a "Season Pass" to identify them for future visits.  Residents will provide proof of residency by driver's license to be verified by  official address listing at each location. Resident listing to be updated daily/weekly as needed. Regular 602 PAGE 1 OF 4 - March 26, 2012 All other guests would pay a $3 per person/per visit fee. This includes all walk  ups, field trips, pavilion rentals, etc, for anyone who is not a City of Winter   Springs resident. Last season, Parks & Rec Staff administered a "daily utilization survey" at our  Splash Parks to obtain daily guest participant counts on an hourly basis at each Splash Park. Our goal was to identify peak and non-peak usage days and times. Survey results depicted the following daily customer usage:   Splash Park Mon Tues Wed Thurs Fri Sat Sun Torcaso 8 12 14 15 24 14 4 Trotwood 37 40 47 50 40 46 48   As shown above, the survey identified the peak days for use of Splash Park to  be generally Wednesday through Sunday at both playgrounds. Peak times not listed, but identified in our survey, were 10am-4pm, at both sites the 4-5pm   participation was extremely low or none. Torcaso Park's attendance (including Sundays) is low primarily due to $10 cost  of individual membership and $5 daily fee.  We recommend the fee changes and projected a significant increase and great benefit for our residents next to Torcaso Park!   We also recognized Saturday and Sunday to be Family activity days at most all of our parks. This increase of residents & guests at each site will be managed by staff to  safely comply with occupancy load limits. As a result of this survey, and in order to maintain a high level of service during peak  days and maximize utilization of our limited staffing resources, Parks & Rec staff is intending to, on a trial basis, adjust park "days of operation" to 5 days per week (Wed- Sun). To better serve all residents, we intend to apply these "days of operation" to both Splash Parks.  We also intend to, on a trial basis, adjust hours of operation by one hour, from 10am-  5pm to 10am-4pm.  This will still accommodate the early dismissal of Schools on Wednesdays. These adjustments may be approved by City Manager through administrative rule in  the  recently Commission approved Parks Ordinance. We have a need for one day a week scheduled facility maintenance at our Splash  Playgrounds as we do with our dog park and practice fields. We have identified Mondays as the best day for these operations and minimal impact in the level of service at each facility.  As a result of these adjustments, Splash Park payroll costs are reduced by $24,000  annually at the Splash Parks. (In addition to reductions in required current staff hours, we currently have a staff vacancies in Splash Park operations that will not need to be filled as a result of these adjustments). We are still required (and will do so with these staffing adjustments) by State of  Florida to do daily water sampling to insure water quality and maintain safety standards with occupancy loads. We project a 47% reduction in revenue (WS residents), which comes out to $7,755.  We have the opportunity to increase our revenues with a standard $3 rate for all other guests. By eliminating the $10 membership and $5 day pass charges, we anticipate additional revenues for repeat guests at $3 per person per visit.  Also, as a result of these adjustments, Operating costs (supplies, pump operations,  etc.) are reduced by $2,900. Regular 602 PAGE 2 OF 4 - March 26, 2012 Total payroll and operating cost reductions combined, net of projected revenue  save taxpayers $19,145 annually reductions, will .  This amount may increase due to   additional revenue from the $3 daily fee.  We will review the results of these adjustments on an on-going basis to evaluate their  effectiveness. The Opening weekend for the Splash Playgrounds this season will be March 31-April  1.  We will have kids’ games, balloons, invite vendors, and fun for the kids. We will also inform all guests of the new guidelines, playground hours and the new parks ordinance. All guests during this weekend will enjoy use of the Splash Playgrounds at no cost. th We opened early due to an Easter event on April 7 at 9am, where the Splash  Playground will be closed for the Saturday Community Event. We will open the splash playground promptly following the event.   At a future date, we will evaluate other department fees and bring back information and recommendations to the Commission for consideration. FISCAL IMPACT: These adjustments are projected to result in an annual savings of $19,145 at the Splash Parks.       COMMUNICATION EFFORTS: This Agenda Item has been electronically forwarded to the Mayor and City Commission, City Manager, City Attorney/Staff, and is available on the City’s Website, LaserFiche, and the City’s Server. Additionally, portions of this Agenda Item are typed verbatim on the respective Meeting Agenda which has also been electronically forwarded to the individuals noted above, and which is also available on the City’s Website, LaserFiche, and the City’s Server; has been sent to applicable City Staff, Media/Press Representatives who have requested Agendas/Agenda Item information, Homeowner’s Associations/Representatives on file with the City, and all individuals who have requested such information. This information has also been posted outside City Hall, posted inside City Hall with additional copies available for the General Public, and posted at five (5) different locations around the City. Furthermore, this information is also available to any individual requestors. City Staff is always willing to discuss this Agenda Item or any Agenda Item with any interested individuals.   A special press release will be sent out.   All available communication efforts will be performed to inform Park Users of the new Splash Park days and hours of operation. In addition, signs will be posted, letters written to inform private providers that there are designated days & times to bring buses of kids and recommend scheduling trips through the Parks & Recreation Department. WHEREAS, the City is granted the authority, under Section 2(b), Article VIII, of the State Constitution, to exercise any power for municipal purposes, except when expressly prohibited by law; and WHEREAS, the City Commission has the authority to establish fees pursuant to section 166.201, Florida Statutes; and WHEREAS, the City Commission desires to revise the fees for the City's Parks and Recreation facility uses and activities; and WHEREAS, the City Commission of the City of Winter Springs finds that this Resolution is in the best interests of the public health, safety, and welfare of the citizens of Winter Springs. If any section, subsection, sentence, clause, phrase, word, or portion of this resolution is for any reason held invalid or unconstitutional by any court of competent jurisdiction, such portion shall be deemed a separate, distinct and independent provision and such holding shall not affect the validity of the remaining portion hereto.
