HomeMy WebLinkAbout2011 12 12 Consent 203 Police Department Replacement VehiclesCOMMISSION AGENDA ITEM 203 December 12, 2011 Regular Meeting Informational Consent Public Hearings Regular X KS KB City Manager Department REQUEST: The Police Department requests to use Alan Jay Chevrolet located in Sebring, Florida, via Florida Sheriffs Association Bid Process, to purchase four (4) police package Chevrolet Tahoes in the amount of $98,564.00 from FY 2011/2012 approved budget line code 2115- 64100. The Police Department would also request to use Dana Safety Supply in Jacksonville, Florida and piggy back off of the Tallahassee Police Department Contract number 1489 to purchase emergency lighting and equipment for the vehicles. SYNOPSIS: The Police Department staff has researched vehicles that would show a better return of investment for the City of Winter Springs when they have reached their serviceable life in our fleet. The Police Department desires to purchase four (4) 2012 police package Chevrolet Tahoes. Purchasing these vehicles will allow a greater return of investment. Instead of seeing an average return of $2,000 on the Chevrolet Impala at 100,000 miles of service, the Chevrolet Tahoe could see $7,000 or more with the same mileage interval. The Police Department requests the Commission to approve the expenditure of $98,564.00 from FY 2011/2012 approved budget line code 2115- 64100. Dana Safety Supply has equipped our vehicles in the past with emergency equipment. The emergency equipment will be purchased using existing pricing from the Tallahassee Police Department contract #1489 through Dana Safety Supply for a cost of $15,457.28 for all four vehicles. The Police Department requests the Commission to approve the expenditure of $15,457.28 from FY 2011/2012 approved budget line code 2115- 64100. Consent 203 PAGE 1 OF 2 - December 12, 2011 CONSIDERATIONS: The Police Department will replace the sergeant's vehicles with the Tahoe's, giving them more cargo area for the equipment they need to perform their duties. These vehicles are also equipped with cylinder deactivation technology, which is a method used to create a variable displacement engine that is able to supply the full power of a large engine under high load conditions as well as the fuel economy of a smaller engine for cruising, which improves fuel mileage. Studies show that the return of investment on used Chevrolet Tahoe's is higher than any other police package option that is available at this time. FISCAL IMPACT: Funding is requested from FY 2011/2012 approved budget line code 2115- 64100. The total cost for the four (4) Tahoes and emergency equipment is $114,021.28. The balance in line code 2115 -64100 is $123,068.50 COMMUNICATION EFFORTS: This Agenda Item has been electronically forwarded to the Mayor and City Commission, City Manager, City Attorney /Staff, and is available on the City's Website, LaserFiche, and the City's Server. Additionally, portions of this Agenda Item are typed verbatim on the respective Meeting Agenda which has also been electronically forwarded to the individuals noted above, and which is also available on the City's Website, LaserFiche, and the City's Server; has been sent to applicable City Staff, eAlert/eCitizen Recipients, Media/Press Representatives who have requested Agendas /Agenda Item information, Homeowner's Associations/Representatives on file with the City, and all individuals who have requested such information. This information has also been posted outside City Hall, posted inside City Hall with additional copies available for the General Public, and posted at five (5) different locations around the City. Furthermore, this information is also available to any individual requestors. City Staff is always willing to discuss this Agenda Item or any Agenda Item with any interested individuals. RECOMMENDATION: Staff recommends the use of Alan Jay Chevrolet to purchase four (4) Chevrolet Tahoes through the Florida Sheriffs Bid from FY 2011/20112 approved budget line code 211- 64100 for a total expenditure of $98,564.00. Staff recommends the use of Dana Safety Supply to purchase emergency equipment for the four (4) Tahoes off of Tallahassee Police Department contract number 1489 from FY 2011/20112 approved budget line code 211 -64100 for a total expenditure of $15,457.28. In an effort to incorporate flexibility into our program, we have created specific addldelete options which allow the purchaser to tailor the vehicle to their particular wants or needs. The following equipment delete and add options and their related cost are provided here to assist you in approximating the total cost of the type vehicle(s) you wish to order through this program. Simply deduct the cost of any of the following equipment items you wish deleted from the base unit cost and/or add the cost of any equipment items you wish added to the base unit cost to determine the approximate cost of the type vehicle(s) you wish to order. It is a method used to create a variable displacement engine that is able to supply the full power of a large engine under high load conditions as well as the fuel economy of a small engine for cruising. The Case for Cylinder Deactivation • In typical light load driving with large displacement engines (e.g. highway cruising), only about 30 percent of an engine's potential power is utilized. Under these circumstances, the throttle valve is only slightly open and the engine has to work hard to draw air through it. The result is an inefficient condition known as pumping loss. In this situation, a partial vacuum occurs between the throttle valve and the combustion chamber—and some of the power that the engine makes is used not to propel the vehicle forward, but to overcome the drag on the pistons and crank from fighting to draw air through the small opening and the accompanying vacuum resistance at the throttle valve. By the time one piston cycle is complete, up to half of the potential volume of the cylinder has not received a full charge of air. Cylinder Deactivation to the Rescue Deactivating cylinders at light load forces the throttle valve be opened more fully to create constant power, and allows the engine to breathe easier. Better airflow reduces drag on the pistons and the associated pumping losses. The result is improved combustion chamber pressure as the piston approaches top dead center (TDC) and the spark plug is about to fire. Better combustion chamber pressure means a more potent and efficient charge of power is unleashed on the pistons as they thrust downward and rotate the crankshaft. The net result? Improved highway and cruising fuel mileage.
