SYNOPSIS: The applicant is requesting approval of a Final Engineering Plan for an 8,000 square foot Family Dollar store located on the north side of State Road 434, between Fairfax Avenue and Devon Avenue. The subject property is approximately 1.16 acres in size and is located in the State Road 434 Redevelopment Area. The site plan is subject to all applicable sections of the City Code related to the Redevelopment Area. DISCUSSION: The Final Engineering Plan details the construction of an 8,000 square foot Family Dollar store with associated site infrastructure consisting of earthwork, driveway connections, paved parking, stormwater management facilities, water, sewer, and reclaimed water service, parking, landscaping, irrigation, and site lighting. SITE ACCESS: The site will have three driveway connections for entry and exit to and from the site. The site currently has two driveway connections to S.R. 434. One of these (on the west side) will be removed, and the other will be re -built to serve as the S.R. 434 driveway access. This driveway has been approved and permitted by FDOT. The site will also have driveway connections to Devon Avenue to the west and Fairfax Avenue to the east. These two driveway connections, which are requirements of the S.R. 434 Redevelopment Area, will facilitate cross - access with the adjacent commercial properties and will allow some local traffic to access Family Dollar without having to travel on S.R. 434. STORMWATER: Two interconnected dry retention ponds will be constructed onsite to provide the required stormwater treatment and attenuation. One dry retention pond is at the southeast side of the property adjacent to the right -of -way of Fairfax Avenue, and the other on the north side of the property. The two ponds are interconnected by an 18 -inch trench drain across the eastern driveway entrance. The stormwater ponds are designed to retain the design storm event, which is the 25 -year, 24 -hour event per City Code section 9 -24.b. Stormwater overflows discharge into the existing FDOT system and into the Fairfax Avenue drainage system, consistent with the existing drainage patterns for the undeveloped site. SCREEN WALL: A 6 -foot high block screen wall will be constructed along the northern property line as required in the State Road 434 Redevelopment Area regulations to help buffer the proposed commercial use from the adjacent residential uses. The screen wall runs along the entire length of the northern property line and has been set back 5 -feet into the Family Dollar property due to an existing water main located at the property line. SIDEWALKS: 5 -foot wide sidewalks will be constructed in the right -of -ways of Fairfax Avenue and Devon Avenue along the entire length of the Family Dollar property frontage. There is an existing sidewalk in the right -of -way of State Road 434 that will remain in place. Where the sidewalks cross the driveways, the driveways are designed to comply with ADA requirements for the maximum allowable cross - slope. Public Hearings 500.1 PAGE 2 OF 4 - November 28, 2011 UTILITIES: The Family Dollar will connect to existing City water, sewer, and reclaimed water service for irrigation. All services are currently available at the site. The 6 -inch fire service line has a backflow preventer located away from S.R. 434 at the back of the building near the northwest corner of the property. The backflow preventer will be painted black and screened with landscaping. TRAFFIC: A traffic impact study prepared by Family Dollar's engineering consultant has been reviewed and approved by the City Engineer. The 8,000 SF Family Dollar is estimated to generate 380 new daily trips and 33 new PM peak hour trips, based on trip generation and pass -by rates from the Institute of Transportation Engineers' (ITE) Trip Generation, 8 edition. All impacted roadway segments and intersections were determined to operate at an acceptable level -of- service (LOS) both with and without the project traffic, with no segment or intersection falling below LOS C. In addition, storage lengths for impacted turn lanes were evaluated and determined to be sufficient to accommodate the project traffic. LANDSCAPING: The landscape plan details plantings consisting of Live Oaks along Fairfax Avenue and State Road 434 to help buffer the Family Dollar building from the adjacent right -of -ways. Additionally, Crepe Myrtles will be planted along the right -of -way of Devon Avenue to help buffer the building from the right -of -way. The landscape plan is designed in accordance with the State Road 434 Redevelopment Area regulations. The property is currently comprised of six parcels. Staff has indicated to the applicant that a Unity of Title will need to be completed prior to the issuance of a building permit. FINDINGS 1. The 1.15 acre site is located within the City of Winter Springs in the State Road 434 Redevelopment Area and is subject to the State Road 434 Redevelopment Area regulations noted in Section 20 -480 of the City Code of Ordinances. 2. The site has a future land use designation of Commercial and is zoned C -1 (Neighborhood Commercial) 3. Central potable water, and sanitary sewer are available to the site. 4. The proposed layout is consistent with the State Road 434 Redevelopment Area regulations, the Code of Ordinances and the Comprehensive Plan. 5. A traffic impact study prepared by a professional engineer has been reviewed and approved by the City Engineer. 6. The property is currently comprised of six parcels. A Unity of Title will need to be completed prior to the issuance of a building permit. FISCAL IMPACT: The potential tax revenue of the proposed project is estimated as follows: 8,000 Square foot Family Dollar Store assessed at approximately $1,000,000 $1,000,000 /1000 = $1,000.00 $1,000 x (2.5814) = $2,581.40 $25,091.21 (less the 4% statutory discount) = $2,478.14 tax revenue Public Hearings 500.1 PAGE 3 OF 4 - November 28, 2011 City of Winter Springs taxes paid on vacant land now (data obtained from Seminole County Property Appraiser): $2,276 Total Potential Ad Valorem Tax Revenue: $4,754.14 COMMUNICATION EFFORTS: This Agenda Item has been electronically forwarded to the Mayor and City Commission, City Manager, City Attorney /Staff, and is available on the City's Website, LaserFiche, and the City's Server.
