HomeMy WebLinkAbout2011 10 10 Consent 202 Ranchlands Speed LimitsCOMMISSION AGENDA ITEM 202 CONSENT X INFORMATIONAL PUBLIC HEARING REGULAR October 10, 2011 MGR /DEPT Meeting Authorization REQUEST: The Public Works Department requesting the City Commission approve posted speed limits in The Ranchlands SYNOPSIS: The Ranchlands Paving Program was completed in June 2011 and consisted of the installation of asphalt paving on approximately five miles of existing dirt roads in The Ranchlands. The newly paved streets were designed as low -speed rural residential streets. A speed investigation was recently conducted by the Winter Springs Police Department and City Engineering Staff after completion of the paving, pursuant to Section 316.189 Florida Statutes. This agenda item is requesting City Commission adoption of the recommended speed limits. CONSIDERATIONS: The Ranchlands Paving Program was completed in June 2011 and consisted of the installation of asphalt paving on approximately five miles of the following dirt roads (see Exhibit 1): • Bahama Road — from Moss Road to Shore Road • Moss Road — from Panama Road to Tradewinds Road • Hayes Road — from Bahama Road to Tradewinds Road • Tradewinds Road from Edgemon Avenue to Hayes Road • Tradewinds Road — Hayes to Fisher • Sunrise Avenue • Arnold Lane • Williams Road • Morton Lane • Herrell Road • Stoner Road • Jackson Circle City Commission — Regular Meeting October 10, 2011 Consent Agenda Item # 202 Page 2 of 4 Traffic Speed Evaluation and Setting of Speed Limits: Based on input from the Ranchlands residents and Staff's evaluation, The Ranchlands paved streets were designed as low -speed rural residential streets, with a pavement width of 18 -feet on all streets except Stoner Road. On Stoner Road, the pavement width was reduced to 14 -feet based on the low traffic volume, existing dirt road width (approximately 14- feet), and the residents' strong desire to preserve the existing tree canopy. After all paving was complete, speed data was collected at various locations by the Winter Springs Police Department (WSPD) and City Engineering Staff The WSPD data was collected using the SMART trailer with the LED display turned off. City Engineering Staff collected a additional speed data using a hand -held radar gun. Table 1 below summarizes the speed data collected. The following definitions are provided to assist with understanding the data. Based on Staff's review of the speed data collected, and in consultation with the Winter Springs Police Department and the applicable standards, Staff recommends posting the following speed limits in The Ranchlands: • Shore Road from Sailfish to Panama: 25 mph (no change) • Panama Road: 25 mph (no change) • Hayes Road from Bahama to Tradewinds: 20 mph (no change) • Tradewinds Road from Edgemon to Hayes: 20 mph (currently posted at 25 mph) • Tradewinds Road from Hayes to Fisher: 20 mph (no change) • Moss Road: 25 mph (no change) • Sunrise Ave: 20 mph (currently not posted) • Arnold Lane: 20 mph (currently not posted) • Morton Lane: 20 mph (currently not posted) • Williams Road: 20 mph (currently not posted) • Stoner Road: 20 mph (currently not posted) • Herrell Road: 20 mph (currently not posted) • Jackson Circle: 20 mph (currently not posted) Bahama Road is still under review and will remain at its currently posted of speed of 25 mph during the evaluation period. Any change to Bahama Road will be submitted for City Commission approval at a later date. FISCAL IMPACT: The installation of maintenance of speed limit signs is performed in -house and funded through Public Works — Roads and Right -of -Way Maintenance (4412). COMMUNICATION EFFORTS: This Agenda Item Has Been Electronically Forwarded To The Mayor And City Commission, City Manager, City Attorney /Staff, And Is Available On The City's Website, LaserFiche, And The City's Server. Additionally, Portions Of This Agenda Item Are Typed Verbatim On The Respective Meeting Agenda Which Has Also Been Electronically Forwarded To The Individuals Noted Above, And Which Is Also Available On The City's Website, LaserFiche, And The City's Server; Has Been Sent To Applicable City Staff, eAlert/eCitizen Recipients, Media/Press Representatives Who Have Requested Agendas /Agenda Item Information, Homeowner's Associations/Representatives On File With The City, And All Individuals Who Have Requested Such Information.
